Hear Jiot, Compromise ark Effort of Negroes Fire Hoses Used OA Students in Marshall, Tex. By United Prass International The second full month of a concerted Negro campaign to integrate lmnch counter fa cilities in the South ended today with a near riot in Texas and a cautious compro mise in North Carolina. Police .turned fire hoses on 150 Negro demonstrators at Marshall, Tex.," Wednesday; about 5,000 Negro students marched on the Louisiana state capital of Baton Rogue to sing and pray; 200 whites and Negroes, held a prayer meeting of "dissatisfaction" outside the mayor's office at Nashville, .Tenn., . The demonstrations, which in two months have occurred in every Southern state except Mississippi, began Feb. 1 at Greensboro, N. C. The first major compromise . proposal was reported today at High Poinf,' N. C, just a few miles from where the campaign began. Sets Trial Period Mayor Jesse Washburn of High Point said his "human relations committee" has pro posed cthat lunch counter fa cilities in High Point stores be integrated for a 60-day trial 0 period during which police remain vigilant to break up any demonstration that could lead to violence. . The president of North Carolina A&T College at Greensboro, whose students began the drive for integra tion of lunch counters by tak ing seats customarily reserv ed for whites, told college trustees Wednesday that his students have been. well be haved, respectful and peace ful. Basic Interests But President Warmoth T. Gibbs added that the students feel they have basic interests at stake and "threats of ar rest or intimidation do Hot seem tfl deter them." The prayer session at the office .of Nashvilleif Tenn., Mayor Ben West was a pro- test against slow progress of the mayor's bi-racial commit tee named to find a solution In Nashville where scores of Negroes were arrested. Police did not interfere. Use Fire Hoses At Marshall, Tex., where 65 per cent of the 35,000 population is Negro, students from Wiley and Bishop col leges turned out in force to protest the arrest of about 60 lunch counter demonstrators. Police drove 150 back with fire-hoses and broke up an other group singing and pray ing at the courthouse. Students at Southern Uni versity near Baton Rogue, La., suddenly walked out of class Wednesday at a prearranged signal and marched to the city's business district and up to the capitol steps. The dem onstration ended within an hour, but 18 students were suspended or expelled for taking part. In Washington, Dr. Buell G. Gallagher, president of the City College of New York, praised young Southern Ne groes for the campaign and predicted that soon "there will not be a single segregated school in any corner of 'this country." MedfordTribune Regional Edition Page 2A Youth Conference May Co n t ra d ic t Aid To Education Stand Washington (UPD Presi dent Eisenhower today faced the prospect that his White House youth conference might contradict him by coming out strongly for federal aid to education. : The 7,200 conference dele gates, who came here at the President's invitation to assess the needs and problems of American youth, were sched uled to begin voting this af ternoon on their formal rec ommendations. Proposals Not Binding Their proposals will not be binding tin anyone. But they will carry moral and political weight as expressions from a broad cross - section of the American public, including representatives of all states and territories. Powerful support was build ing up for a resolution call ing for a "massive infusion of federal funds" to strengthen the U.S. school system. The resolution would en dorse "the principle of fed eral support" of education, not as a temporary emergency measure, but as a continuing responsibility. This is direct ly at variance with the President's-position that financing schools is primarily a state and local job. Not Kick in Teeth 'tWe don't intend this as a kick in the teeth to the admin istration," said Mrs. Allen An thony, a Little Rock, Ark., school teacher. "But if it takes a kick in the teeth, let's kick. We've been quiet long enough." ' . Eugene Television Application OK'd . Washington - HJPD - The fed eral communications commis ion Wednesday tentatively approved the application of Liberty Television, Inc., to Jbuild a new8 TV station on channel 9 in Eugene, Ore. An initial decision in the two-way contest for channel 9 at Eugene was announced by the FCC last September. Wednesday's announcement "iha the Commission had "di rected preparation of a docu ment looking . toward the granting" of Liberty's appli cation is considered tanta mount to final approval. The other applicant for the channel "was KEED, Inc., which operates an AM radio station. Liberty has no other . broadcast outlets. ., Mild Support for Stocks Encountered In Early Trading New York -(UPD- Stocks en countered mild support in the early trading today after four successive declines. DOW-JONES AVERAGES New York-ilPD-Dow-Jones final stock averages: 30 in dustrials 619.94, off 0.41; 20 railroads 144.87. off 0.33; Car, Pickup Are Involved in Crash A car operated by Marjbrie Kathalene Jones, 42, of 2010 Kings highway, was side swiped Wednesday about 6:15 p.m. at the intersection of Stewart ave. and Dixie lane, by a pickup truck which did not stop at the scene of the accident. Mrs. Jones told state police that her vehicle was west bound on Stewart ave. when a pickup truck traveled onto Stewart ave. from Dixie lane. To avoid a headon collision Mrs.-Jones pulled to the right shoulder of the road and was sideswiped by the pickup truck as it turned onto Stew art ave. Mrs. Jones said the pickup then went off the road, knock ed down several posts, and pulled back onto the highway continuing on east. State police found the truck parked in the parking lot of a local restaurant and located the driver, Mavis Kirby Price, 30, of 1008 Wabash ave. Dr. Chester Babcock, execu tive director of Seattle public school instruction, said Wed nesday there was no conclu sive evidence that TV and comic books affect a normal child's behavior. But, he remarked, "to argue that television does not influ ence the viewer to some ex tent is to "indulge in the wild est kind of contradiction." Television Influence y He said "If it doesn't. in fluence then the nation's ad vertisers are pouring millions down the rathole. Our busi nessmen are too smart for that." ' Babcock was the windup speaker on the mass media forum at the White House Conference on Children and Youth. Related workshops dis cussed the effects of radio and TV, newspapers, paperbacks and movies on youth. . Television was one of the most controversial issues. Dr. Frances R. Horwich of the Ding Dong School TV pro gram insisted television could not be blamed for "all the un fortunate things happening to children in the United States." Potent Communication She said TV was the most potent form of communication and that it was the combined responsbility of the home, school, church and communi ty to oversee proper use of TV. She called for a study by the TV industry of its com mercials, which she said were' used to "exploit" children to sell products. She and the other speakers agreed that parents must guide children's TV viewing habits. Babcock said the num ber of hours a child watched television and his taste in pro grams was directly influenced by the number of hours his parents watched TV and the type of programs they select. 3 10)06, 11 Saved as Plane Patches in Stormy Atlantic Census Bureau Has Ground Rules Washington - (UPD - Being counted in the 1960 census sometimes will be decided by a matter of minutes. Babies who are born two minutes after midnight to night won't be counted offi cially by Uncle Sam until they are 10 years old. That would be in the 1970 census. But anyone who dies after 12:01 a.m. local time Friday will be considered part of the population for the next dec ade. Census Bureau officials have issued these ground rules to guide the 160,000 persons who will make the most ex pensive and speediest count of the U.S. population. They explained that the census must provide a statisti cal "snapshot" at a given mo ment. And 12:01 a.m., Friday is that moment. Actually, enumerators will begin the census tonight, when they count persons in hotels and motels with more, than 50 rooms. The so-called "T-night" will encompass both transient and permanent guests. Eleven survivors were res cused Wednesday night and early today by a Coast Guard helicopter and ships that rushed to the crash7 scene. None of the rescued men were a resident of the Far West. Bodies Recovered A Navy destroyer picked up the body of an airman at 5:10 a.m., and two other bodies were recovered about two hours later. The Air Force identified the dead as S. Sgt. Shirley D. Renner, 306th Air Refueling Squadron; and M. Sgt. Joseph M. Theis and T. Sgt. Frank E. Bence, both of the 306th Organizational Mainten a n c e Squadron. Air Force officials said all had homes in Tampa, Fla. The destroyer, the Sulli vans," "brought five survivors and one of the dead into port here shortly after dawn. Three of the survivors were in a "bad state of shock" and two suffered from extensive second-degree burns. Expected To Recover A doctor who administered emergency treatment said he believed all five would re cover. Hot Bow of Chili Helps Cook Pizza New York A bowl of hot chili blew up and set fire to a pizza vendor's truck. Firemen said the chili, which erupted on the stove, was being heated by the ven dor for his lunch. As the back- of the truck sprouted flames, the vendor raced the vehicle to a nearby fire station. Damage to the interior was $350. All the piz za dough was ruined. Two others were picked up by a vessel identified as the tanker Sheldon Clark. The ship pulled into Port Cana veral about mid-morning to turn them over to ambu lances. The plane, a KC-97 tanker which refuels bombers in flight, plunged into the Atlan tic approximately 43 miles east of the nation's missile test center at Cape Canaveral. The Air Force said the pilot radioed at 8:15 pjn., that he was - going to ' ditch his plane in high seas. The "May Day" message touched off a massive rescue operation. Flares Dropped Search planes, battling a 500-foot ceiling and 30-knot winds, swooped low over the dark waters dropping three minute magnesium flares that gave off an eerie glow. The . Air Force said the tanker was en route from Ernest Harmon Air Force Base, Newfoundland, to Mac Dill AFB.
