before a decision on seeking
a $750,000 bond issue was
made.
District patrons Thursday
will Vote on the bond issue,
which will finance construc
tion and renovation needed to
handle increased enrollments
in the distrit during the next
two years.
Two means of financing the
program were considered: (1)
placing it in the 1960-61 budg
et, and (2) financing is through
a bond issue.
The budget committee and
school board believed the
amount was too large to place
in the 1960-61 school budget,
or the following year's budget,
because it would cause a too
large an increase to "an al
ready heavy property tax
burden."

The decision to extend pay
ment of the construction pro
gram over a 20-year period
was made after consultation
with professionally qualified
authorities on public financ
ing, officials noted.
School officials considered
delaying the program one
year because of the possibil
ity of obtaining assistance
from the federal government,
but this was ruled out on the
advice of authorities con
sulted. There is no evidence, school
officials noted, to indicate
that either the federal or
state governments will grant
funds for school house con
struction. State and federal
limited funds are available
for certain distressed districts,
they noted, but Medford does
not qualify for such assist
ance. Financial Condition,
The Medford district is in
good financial condition,
school officials pointed out,
when compared to other dis
trits. Valuation of the district
this year is $44,304,547.73,
and it is estimated to be about
$45 million next school year..
The district is bonded only
about 41.4 per cent of its lim
its, administrators said. The
current limit is $9,107f)45.92
with outstanding bonds of
$3,769,250, leaving a remain
ing balance of $5,337,795.92,
officials said.
Public schools have to rely
on all their capital outlay
costs from local property
taxes, and most of the operat
ing costs from the same
source, administrators noted.
Source of Revenue
Since Oregon does not have
a state property tax, local
property taxes support county
and city government, schools,
and other special - services
such as Irrigation and fire dis
tricts. The chief source of
revenue available to school
districts, officials noted, is the
local property tax.
State- wide, it is estimated
that 70 per cent of the prop
erty tax dollar goes to schools.
In Jackson county, it is esti
mated at 72 per cent, and in
Medford, 68 per cent. "The
Medford schools receive a
smaller percentage of prop
erty taxes than most school
districts In Oregon," members
noted.
School officials pointed out
that the schools of Oregon
actually receive only about
8V& cents out of each total
tax dollar. The other 9116
cents is collected in the form
of federal and state income
taxes and from gasoline, lux
ury, and other forms of taxes
and fees.
Percentage Not High
Board members and budget
committee members said
"When one considers the total
tax payment that citizens are
paying for services, the per
centage going to schools is not
unreasonable nor high."
Officials pointed out that
state funds from income and
corporate taxes are now used
to assist districts for operation
needs, but not for buildings.
The only way local property
taxes may be relieved is for
the state to establish a broad
er tax base for financing
schools, officials said. There
are groups now working on
this problem, they said, but
present needs must be met
within the existing law.
The amount of tax increase
if the bond issue is approved
depends on the assessed value
of property. The estimated
bond payments including prin
cipal and interest would aver
age about $66,000 per year,
resulting in a gross increase
of .46 mills on an estimated
valuation of $45 million.

principal, in 1960-61 would
be about 1.14 mills on assessed
valuation, officials noted.
Tax Increase
School officials estimated
that on a home valued at
$7,000 on today's market with
an assessed valuation of
$1,750, the increase in. taxes
would be $2 a year, or about
17 cents a month. The net in
crease on a home with a cur
rent market value of $14,000
would be about $3.99, or 33
cents a month, and on a home
with a current market value
of $20,000, the increase would
be about $7 per year, or 58
cents per month.
As the value of the district
increases, the amounts as
sessed on a home for bond
principal and interest would
decrease, officials noted. Esti
mates of the increase are
based on the bond interest
and principal payments only,
officials pointed out. If costs
of operation, salaries, sup
plies, equipment and other es
sentials increase along with
inflation, the total tax load
will increase accordingly.

ing. All over Europe people
have contempt for such things.

who pondemns a whole group
or segment of society has a
pretty serious problem with
himself. Such a person has
no self-assurance and needs
to bolster a sick ego by find
ing somebody to look down
upon.
In addition to this very dif
ficult emotional problem,
Yvette is probably just plain
homesick. A visit back home
would cure that and her de
sire to remain there as well.

met its test objectives "ex
tremely successfully." Six out
of its first nine flights have
been successful, he said.
He said the program is be
