I 600 Arrested in South; Texas Area Integrates By United Press International Negroes hailed a major vic tory today in their seven- week campaign against South em racial barriers, even though 600 demonstrators were put behind bars in two Deep South states. Police at Orangeburg, S.C broke up a series of anti-segre gation parades Tuesday with fire hoses and tear gas and arrested about 400 marchers The first all-out Negro cam paign against lunch counter segregation in Atlanta brought 77 arrests. Seventy Negroes were arrested at Rock Hill S.C, 10 at Colum bia, S.C, and six at St. Augus tine, Fla. But at San Antonio, Texas, the head of the city's Council of Churches announced that one department store and a number of drug and variety stores agreed to integrate their lunch counters rather than face the possibility of Negro sitdown demonstra tions. , At Winston - Salem, N.C, half of the 120 faculty mem bers of Wake Forest College signed a petition urging a lo cal dime store to "serve all customers without reference to race." Store manager Her man Warren signed trespass warrants against 22 demon strators in his store recently. No sitdown demonstrations have taken place in San An- tion, but violence broke out at Houston, and demonstra tions have occurred in other Texas cities. Butler, who has weathered many political storms, found himself buffeted from a new direction today-from the far liberal wing of the party. Sen. Hubert H. Humphrey cD-Minn.) and one of his cam paign .managers said Butler should resign if the party chief had been making private predictions that Sen. John F. Kennedy (D-Mass.) would win the Democratic presidential nomination. Butler, who often has heard demands from his Southern critics for his resignation, de clined to comment. Kennedy and Humphrey, both declared candidates for the nomination, will meet in the April 5. Wisconsin pri mary, the first big Democratic contest in advance of the na tional convention. Humphrey and Sen. Eugene J. McCarthy (D-Minnu.), cc- chairman of his campaign or ganization, fired at Butler after newspaper stories Tues day quoted an unidentified high Democratic source. This Democrat was said to believe that Kennedy would win the Wisconsin primary and then .go on to win the presidential nomination on an early ballot. " Both Humphrey and McCar thy made it clear in state ments that they believed But ler was the unnamed fore caster. McCarthy said it was "indicated" that Butler ; "has actually been working to pro mote" Kennedy's candidacy. Stocks Set New Milestone for Year New York - (DPD Stocks set a new milestone for the 1960 trading year today, ris ing for the fourth consecutive session. But, as in the case of the other advances, trading re mained light, discouraging the bulls who maintain that any sustained rally will have to be touched off by a string of rising prices on heavy volume. Blue chips, hit hardest in the 1960 decline, were in most demand. Another rise in rails, the sixth in a row, also was a steadying influence on the market. The industrial average was pulled up by gains of more than 3 in Union Carbide, around 2 in Eastman Kodak and more than 1 in Du Pont, Owens-Illinois, Alcoa and In ternational Paper. Lusk to fill the unexpired term of the late Sen. Richard L. Neuberger. Rep. Charles O. Porter (D) was the only member of the delegation to criticize Gov. Mark Hatfield's choice of the Oregon Supreme Court justice. Sen. Wayne Morse (D) said it will be a "privilege and an honor" to welcome Lusk to the Senate. He added in a telegram to Lusk, "please be assured that myoffice is at your service. In a Senate speech, Morse said Lusk has been one of the "distinguished jurists of our state since 1930" and has been an "outstanding leader in the Oregon Bar." Morse said that when he was dean of the University of Oregon law school "I came to know Judge Lusk and formed a very him regard for the bril liance of his mind, the un impeachable integrity of his character and his fine human qualities." Rep. Edith Green (D) said Hatfield used "good judg ment" in naming Lusk to the post. She said Lusk is an "out standing citizen of our state." "He has served long and well with honor and distinc tion and will continue the same type of constructive service in the United States Senate," Mrs. Green said. Rep. Walter Norblad, Ore gon's only Republican Con gressman, said it was an "ex C e 1 1 e n t appointment." He called Lusk an "outstanding jurist" who is "well qualified for the job." Rep., Al Ullman (D) said L u s k ' s appointment was "most commendable. "It is a very fitting climax to a long career of public service to the people of the state," Ullman said. "He will fill the position with, dignity and responsibility. The gover nor wisely made the appoint ment free from political con notation." But Porter disagreed with his colleagues. "The governor should have appointed Maurine Neuberger (the late senator's widow)," he said in a statement. "This is what the people of Oregon wanted and he knew it." National Reputation Porter said Lusk is an "out standing man" and a "jurist of not only state but national reputation." But the congressman said Mrs. Neuberger "obviously could carry on Dick Neuber ger's work better than any one else." Mrs. Neuberger is seeking election to the post. State Sen. Edwin Durno (R), who is a candidate for Porter's congressional seat, said the appointment was "ideal." "As a jurist of unimpeach able integrity, as a student of the law for more than 30 years, and as a lifelong Demo crat. Hall S. If approved by the adminis tration and put up to Con gress, plans now being exam ined might call for extra ap propriations estimated to total more than $400,000,000. The total increase in mis siles would be 42, raising the force of hydrogen bomb-carrying rockets from the 270 now planned to 312 by some time in 1963; The number of planned missile launchers, in underground sites, would be increased from 239 to 281. Defense Secretary Thomas S. Gates Jr. touched on the Ait Force studies at his news con ference last week. But he re fused to give any details on the number of weapons and mentioned only "certain" At las squadrons. Administration's Proposal Caught In Crossfire Washington (DPD House leaders sought today t6 rescue the administration's voting referee plan from a two-way assault and write it into the civil rights -bill. The referee proposal, de signed to safeguard Negro voting rights, was caught in a crossfire from liberal Demo crats seeking a tougher meas ure and Southern Democrats who want to water down the plan. In a series of bewildering votes Tuesday, the House kill ed the referee proposal and then revived it. At the end of the confusing session, the House was left about where it started on the civil rights bill. Join Forces Temporarily The Southerners joined forces temporarily Tuesday with the Northern liberals and managed to substitute a stronger Democratic plan for the administration proposal. It would have provided for presidentially appointed en rollment officers to guarantee that qualified Negroes could vote. But when the substitute had been adopted, the Southerners did a quick switch and joined Republicans in voting down the entire proposal. Rep. William M. McCulloch (R-Ohio), floor leader - of the administration forces, revived the referee plan by offering a new version with only one paragraph eliminated from the original proposal. Overrules Objections Rep.. Francis E. Walter (D Pa.), presiding officer, ruled that the. revised version could be brought up despite South ern objections that it was out of order. While the House struggled over the voting rights section, the Senate talked on in its fifth week of civil rights de bate. The Senate is waiting to act on a House-passed bill. Brucker Warns on Soviet Concessions Ft. Dix, N.J.-Army Secre tary Wilbur M. Brucker warned Tuesday against mak ing concessions to the Soviet Union which, he said, con tinues to strive for the elimi tion of the free world. Brucker, here to dedicate the new Walsom Army hospi tal, took the occasion to warn that Russian threats had not diminished but appear to have intensified. This sanctu ary of affection is hers and she doesn't know she almost lost it. Gloria and Richard Combs are the only parents Alice has ever known, al though she was not born to them. It was a little more than four years ago. that a 10 - month - old child was brought to their home to be cherished as their own. Warmth and Security Alice became a friendly, bright daughter, surround ed with the warmth and se curity of the young couple's love. But state child wel fare investigators said she needed more intellectual surroundings to match the superior intelligence that tests had shown she had. That was two years ago. The State Child Welfare Board wanted to take Alice from the Combs to place her with different parents. It was the start of the Combs' fight to prove love could conquer statistics. They won the battle Tuesday. Scene of Jubilation The Combs' modest ranch-style home in Madi son township was a scene of jubilation when the Child Welfare Board -Tuesday re versed its earlier decision and gave the Combs permis sion to adopt Alice. Alice kissed reporters, displayed her toys and romped about with the Combs' other two daugh ters, Sheri, 2, and Gail, 15 months. "I don't know how to thank e v e r y 0 n e," Mrs. Combs said. "I have just been crying with joy." The Combs had refused to believe that the foster daughter they had wrapped warmly in love could not develop both in personality and intellect where she was so strongly wanted. Gains World Attention Their struggle against the ruling of child welfare of ficials won attention around the world. They took the case to court and lost. It was appealed to a high tri bunal where it was under consideration when the chi welfare board changed its decision in a surprise move. "With the press and the public on our side," Combs said, "I was confident. It proves we live in a demo cratic United States and that the will of the people will be done." The Child Welfare Board said it believed in its origi nal findings but that it was better for the child that the battle cease. Gov. Robert Meyner agreed. COME IN FOR A.
