(UPI Telephoto) India Not Expected to Balance Power of Red China in Far East Editor's note: This is the last of three dispatches in -which a West Virginia newspaper executive re ports on his recent tour of the Far East. Vic President and General Manager Of the Ogden Newspapers (Distributed by UPI) Veteran newspaper corre spondents, who, over a period of many years, have devoted themselves to a study of Asia tic politics are unanimously of the opinion that we never can look to India to balance the power of China in the Far East. These two nations are not too far apart in popula tion, or even in undeveloped raw materials, but the Chi nese are ambitious and indus trious while the Indians, by and large, are satisfied to sit all day in meditation. A taxi driver in Honolulu said to me that the Hawaiians think only of today, the Japanese think of next week, but the Chinese think of next year. This tells the tale. I talked with a number of people who have visited Com munist China and are thor oughly familiar with condi tions there. There is no doubt that the cities' sanitary condi tions and the entire scale of living have been improved by the Communist regime. At the same time they are hav ing their difficulties. Communes Resisted Their farm communes are being bitterly resisted and agricultural production has Jhllen off. I found no one who was of the opinion that Chiang Kai-Shek ever could regain the mainland. It is within the realm of possibility that mil Sons of mainland Chinese are willing to rise in revolt, but you simply cannot fight machineguns with pitchforks. Serious Rivalries Just as In Russia, a govern mental hierarchy has grown up in China, and this has given place to some serious rivalries. Whatever the re mote future may hold, news men see little present indica tion of these rivalries spark ing a revolution which might be the means of overthrow ing tlte Communist system. The rivals are all too pros perous to upset the applecart no matter how vaulting their ambitions may be. 0 China lost much face throughout Asia when she failed to attack Quemoy and Matsu after announcing to the world her intention to do so. Many students of the Far East feel that the border in vasion of India is an attempt to recapture the face that is so important in the Orient. Unanimity Opinion India has nothing that China could use so there seems little occasion for an all-out Chinese-Indian war. As a mat ter of fact, such an even tuality is utterly out of the question for India, as the Chi nese have approximately five million men under arms while the armed forces of In dia number approximately 150,000. Eventually, then, In dia will have to accede to such demands as China may make. I cannot conceive of any more foolhardy gesture than for our country to take a decided stand in the dis pute. Among all the people I j talked with there was unan imity of opinion that Russia now fears China and that fear is behind Khrushchev's Vefs May Borrow On 61 Insurance In financial emergencies, veterans who hold permanent GI me insurance are better off to borrow on their policies rather than to cash them in to raise money, S. T. Brannock, contact representative, VA Domiciliary, Camp White, said today. The GI policyholders mav borrow up to 94 per cent of the cash surrender value of permanent plan policies, Bran nock pointed out. Only GI term insurance has no loan value. Even if the policyholder borrows the limit permissible on his policy, the policy re mains in effect, although the protection is reduced until the loan is repaid, Brannock ex plained. All protection ceases for ever when the policy is sur rendered for cash, Brannock said, because once the GI policy is cancelled, it cannot be restored. Annual interest on GI doI- icy loans is computed on the unpaid balance, and should be paid on or before the due date. Brannock emphasized. Should a veteran die before reDavine the loan in full, the unpaid balance is deducted from the policy proceeds before the beneficiaries are paid. desire for disarmament and an end to the cold war. They point out that China's neces sity is for agricultural land and natural resources. To ex pand south means only more mouths to feed. Upon the other hand, to the north lies everything that China needs, and her army need only to walk, while the Russian army would have to be transported and supplied over thousands of miles of a single transcontinental rail road. China, at the present time, does not have the indus trial production so indispen sable to warfare. Most, if not all, of her armaments have come from Russia. Many peo ple believe that if Khru shchev could have his fondest wish gratified, it would be the return of those arma ments safely into Russian hands. It is a development which will be interesting to watch. Trade in Offing Foreigners with whom I talked, as well as many American newsmen, found it difficult to understand why we have not recognized Red China. Trained in the obser vation of such movements, they felt that a great diplo matic trade may be in the offing. China so far has re fused to commit herself to Russia's disarmament pro gram. What is more logical, these observers say, than if Geneva is successful, the United States offer recogni tion if China will come along. That just might be the course of events. Alarm System to Outrun Shock Waves Of Atomic Attack" Washington - (UPD-A simple, telephone pole device that responds to only one stimulus -the blinding flash of a nu clear explosion can solve a critical defense problem, con gressional testimony has dis closed. The problem is this: if ma- Eclipse Moon Will Be In Full Early March 12 Washington - (Science Serv ice) - Only the early "early bird" or the all-night star gazer will get to see the moon move into the earth's shadow on March 12 as the total lunar eclipse occurs at 11:41 p.m. (p.s.t.). Lunar eclipses occur only at full moon as the moon has to be on the side of the earth away from the sun to pass through the earth's shadow, the umbra. In that position the full half of the moon which faces the earth is lit up by sunlight. Although lunar eclipses oc cur fairly frequently, it has now been over three years since a total eclipse has been visible, as this one will be, from parts all over the United States. Around the umbra, or inner shadow of the earth, lies the penumbra, or outer shadow, but little effect in the light or color of the moon is seen from earth as the moon passes through it. In the late hours of March 12, or exactly at 10:38 p.m. (p.s.t.), the edge of the moon moves into the um bra from the penumbra, and at 11:41 p.m. (p.s.t.) all of the moon is completely obscured, or eclipsed, by the earth's in ner shadow. While eclipsed, by the um bra, the moon takes on the reddish color that caused an cient primitive societies to see "blood on the moon" and term it a sign of religious signifi cance: This red color is not always the same, from one eclipse to another. Sometimes it is a dull red, other times it is more coppery. Astronomer Simone Gossner of the U.S. Naval Observatory here said that the color can not be pre dicted. By 1:15 a.m. (p.s.t.) the edge of the moon begins to peek out from behind the earth's shadow, and by 2:18 a.m. (p.s.t.), the full moon will be bright again. Communications lines would be wiped out, even if there were survivors to use them. And if the attack were aim ed at the retalitory forces themselves, how could the military determine rapidly what they had left to work with in launching their coun terattack? The Air Force has told Con gress it has the answer. It is building a simple fool-proof bomb alarm system that will flash a report of local destruc tion to key military centers fast enough to outrun the atomic shock waves. The heart of the system, ac cording to testimony publish ed by the House Appropria tions committee, is a small light-sensitive unit which re acts only to the flash of a nuclear blast. At least three - and in the case of Washington, seven -of these units are to be mount ed on telephone poles on the outskirts of more than 100 critical target areas and cities. After the nuclear flash, of course, comes a blast that will destroy the unit and the teletype circuit over which its signal is routed. But the re port is moved so fast it will be on its way before the blast hits. The signals will be channel ed to command points, includ ing the White House, Strategic Air Command headquarters, the Pentagon, and an alter nate emergency Pentagon buried in rock near Ft. Ritch ie, Md. Military commanders thus can know instantly how many and which targets have been hit. Operating the system will cost only about $2,000,000 (M) a year, the Air Force said. Despite this relatively small outlay, Appropriation commit tee members gave the plan a dubious reception. Among other things, the transcript showed, they sought assurance the warning system was not the brainchild of the Civil Defense agency. The Air Force said it wasn't although Civil Defense supports it. Members also expressed concern that lightning or an accidental blast of some kind might set off the sensors trig gering a military response. The Air Force said nothing short of a nuclear bomb would activate the device. "I find it hard te believe that this is the only warning device which will tell us a bomb has exploded," said Rep. Robert L. F. Sikes (D-Fla.). "I do not believe we have any other system to do this particular job," the Air Force witness replied. "What happens after you get the alarm?" Sikes asked. "The bomb is already drop ped. The enemy in through and on top of us." , "I would have to assume what the commander in ques tion would do," the Air Force spokesman replied. "He would launch."
