Sen. Morse Conceded Front Position in Oregon Primary Johnson (Plans Formula To Take Wind Out of lights Filibuster Washington OJPD D e m o cratic Leader Lyndon B. Johnson sought today to take the wind out of the Senate civil rights filibuster with a compromise tailored to please Republicns and Democrats alike. The Texan's voting referee iormuia .was discussed pri vately -with talkathon-weary lawmakers as the Senate went into its fourth day of around-the-clock civil rights debate. The proposal " was - to be considered by ' Bepublican senators at a conference to day. At 3 a jn. (e.s.t) the Senate had been in continuous ses sion for 63 hours except for a 15-minute recess Wednesday. Senators straggled ' in with rumbled hair and sleep-filled eyes for today's first quorum call at 12:38 ajn. A heavy snow storm kept down the spectators, who on the three previous nights of the talkathon had stood in line for gallery seats. Johnson's five-page meas ure is a revision of a plan of fered in the House Feb. 23 by Rep. William M. McCulloch (R-Ohio). It is a watered down version of the Eisenhower ad ministration's seven-p o i n t rights proposal. Wayne L. Morse in the Oregon Democratic presiden tial primary. But unless he becomes a more serious candidate than he is now regarded, a Morse victory in the May 20 Oregon vote would minimize the im portance of the prospective five-man contest. Morse already had been entered in the Oregon pri mary by petition before Ore gon Secretary of State Howell Appling entered six others under' discretionary power granted by state law. It was immediately an nounced that two of the six -Adlai E. Stevenson, 1952 and 1956 Democratic presidential nominee, and Sen. Estes Ke fauver (D-Tenn.)-would with draw. Olher Democrats Entered Appling also entered Sen ate Democratic Leader Lyn don B. Johnson and Sen. Stuart Symington (D-Mo.), two undeclared candidates, along with Sens. John F. Ken nedy (D-Mass.) and Hubert H. Humphrey (D-Minn.). Symington declined to com ment except to say that he would not withdraw his na.ne. Johnson also indicated he would leave his name on the ballot. "My current responsibility is on the floor of the Senate," Johnson said. "I have no plans to act in any way on the ac tion in Oregon." Since neither Johnson nor Symington has any plans for entering other state primar ies, the Oregon vote will pro vide the only pre-convention test of their vote - pulling power. Enters Nixon Name For the Republican presi dential primary, Appling named Vice President Richard M. Nixon and Gov. Nelson A. Rockefeller of New York. But he said Rockefeller, who de cided in December against challenging Nixon, would withdraw. With the presidential pri maries now virtually set, Kennedy-Humphrey contests will come in Wisconsin on April 5 and in West Virginia on May 10 as well as in the five man Oregon race. Kennedy faces Morse in Maryland on May 17 and is unopposed in New Hampshire next Tuesday, Indiana on May 3 and Nebraska on May 10. He has a stand-in, Gov. Michael V. DiSalle, running unopposed in Ohio on May 3. Humphrey is pitted against Morse in the District of Co lumbia primary on May 3 and is unopposed in South Dakota on June 7. Group Discusses Area Planning Representatives from the county's ten incorporated cities met in the county court room at the courthouse Wednesday night to discuss a regional planning organiza tion. Forty-five persons, includ ing mayors, city and county planning commissioners, councilmen and the county court, attended. County Judge Earl Miller conducted the meeting and County Clerk E. M. Madden served as secre tary. Lloyd Anderson, Eugene, of the bureau of municipal re search, explained what possi bilities and advantages might be expected from regional planning. Such a plan could do much to avoid piece-meal planning and poorly coordin ated roads and other county wide facilities. All the representatives ex pressed a willingness to take part in a new organization and to plan for a "comprehen sive development plan for the entire county." The group set an organiza tional meeting for March 23 at 8 p.m. in the county court rooms. Pianist Victor Borge .
