Wal ter Norblad (R-Ore.) said to day he had asked Secretary of State Christian Herter in negotiations at Geneva next month to protect rights of the American fishing industry by insisting on the traditional three-mile limitation for all territorial waters. He said Ca nada's proposal for 12 nauti cal miles jurisdiction over fisheries contiguous to its shores "should be vigorously opposed." If this is accepted, Norblad said, "it would strike a very serious blow to our American salmon fisheries." A 12-mile limit, Norblad said, would exclude Oregon fishing fleets from their fair share of fish migrating off Canada's coast. (UPI Radiotelephoto) Schedule Told For Sacred Heart Church This Week Blessed ashes will be dis tributed in Sacred Heart church tonight following a mass at 7:30 o'clock. The blessing of the ashes took place this morning be fore the 8 a jn. mass and were distributed after the mass and again in the afternoon for the school children. The use of ashes as a sign of mourning and the cleansing of the unclean is a centuries old custom which is mention ed in the Old Testament. Ash es distributed on Ash Wednes day are made from palms which were blessed the pre vious year. They are rubbed on the foreheads of the laity in the sign of a cross, ac cording to the Roman Catholic liturgy. Since the regular Lenten schedule of services will not begin until Monday, March 7, the calendar to be in effect for the remainder of the week in Sacred Heart church is as follows. Confessions Thursday there will be the usual 8 a.m. mass. Confessions in preparation for first Friday will be heard from 4 to 5:30 pjn. and again from 7:30 until 9 p.m. Also at 7:30 p.m. all per sons who are to be confirmed on Sunday except the seventh and eighth grade St. Mary's students, be in the church for practice. Friday, the first Friday of the month, Catholics will re ceive holy communion in reparation for the sins of the world. Masses will be at 6:30, 8 and 11:15 a.m. and again at 6 p.m. Because of confirmation ceremonies scheduled for Sun day, March 6, Girl Scout Sun day will not be observed on that date in the church. In stead, all Girl Scouts and Brownies of the St. Mary's neighborhood are to attend the 6 p.m. mass Friday and to receive communion with the group. ', The usual first Saturday of the month devotions, recita tion of the rosary and of the litany of the Blessed Virgin, will follow the 8 a.m. mass on Saturday. At 11 a.m. a mass will be said especially for children attending cate chism classes at St. Mary's school. Period of Self-denial All Catholics, and others who are interested in observ ing a period of self-denial in commemoration of the passion of Christ, are invited to at tend some of the services scheduled this week and the Lenten devotions which will be announced later. Archbishop Edward D. Howard has suggested in his annual Lenten pronouncement that, during this period of fast and abstinence, the laity Big Butte Flow Below Normal Precipitation at Medford's Big Butte Springs weather station during February was 6.21 inches, which is 2.23 inches above normal for that month. City Water Superintendent Robert Lee said that even with last month's above nor mal precipitation, the total for the agricultural year (Septem ber through August) is still only 16.26 inches, some 9.21 inches below the normal total of 25.47. "This below normal pre cipitation on top of only 68 per cent of normal that fell last year, indicates that the the spring flow will be excep tionally, low jduring this com ing summer, he said. " "However, we are not con cerned about the availability of water supply for the Med ford water system, since the system has been designed with low water years in mind," Lee pointed out. '. Springfield Voters Defeat Annexation Springfield-IUPD-Springfield voted down a proposed an nexation by only three votes Tuesday. The annexation would have more than doubled the town's area. The vote in the East Spring field area involved was 644 to 641. More than five square miles and 5,000 people would have been annexed into the present city. Chief issue on which the vote was based wa3 sewers for the East Springfield area. ; Within the city itself resi dents voted overwhelmingly to annex the area, but it did not count without approval of East Springfield residents. Eugene Approves School Bond Issue Eugene -(UPD- Eugene school district voters Tuesday ap proved a $3 million bond is sue for secondary school con struction that would add a third high school to the city. It also voted in a five-year tax levy of $300,000 a year for elementary school con struction and additions. Vote on the bond issue was 2,672 yes to 2,026 no. On the tax, the tally was 2,734 yes to 1,975 no.
