' Teachers have presented a plan to the school board under which principals would rate each teacher according to spe cified standards. Purpose of the plan is to improve teach tag, to encourage professional growth and to provide a basis for recommendation for con tract extension of termination. LIGHT BRIDGE. Neal Butterfield of the na tional park service, Portland, told the county court it was given control over the recrea tion areas as soon as the agree ment with various federal agencies was signed last July. James Callan, project en gineer at the bureau of recla mation office here, said the recreational areas around the reservoir would be turned over to the county officially this summer when work is completed on facilities there. The concrete boat ramp and boat basin is already complet ed at Howard Prairie, Callan said. Yet to be completed are public camping ground and picnic area facilities. Recreation Supervisor Besides a caretaker, the county should have a parks and recreation supervisor, it was suggested. This would be similar to what Lane and Douglas counties have. Such a man would be in charge of all county parks and recrea tion areas. Lane county started out with $25,000 in a county rec reation fund, it was pointed out.' County Judge Earl Miller remarked that he had request ed $20,000 for that purpose in the current year's budget. The county budget committee re duced it to $12,000. As of Fri day, the sum has not been touched, County Commission er Ralph James said. Callan said the bureau of reclamation will complete a boat ramp and parking area for Emigrant reservoir in June. However, water skiers and others cannot use the reservoir until a year from this summer since work is continuing on enlarging the reservoir. A new access road will be constructed to Emi grant, but no other facilities will be provided, Callan said. It is the county's responsibility to specify types of improve ments. It must also establish regulations for recreational use of the water area, such as zoning for fishing, swimming, water-skiing. Grazing land in the upper end of . Howard Prairie is not suited for rec reation and will be fenced off. . No lease agreement should be made for operation of the camping or picnic grounds since a concessionaire would be more interested in making a profit than in keeping the grounds up. One concession aire is best for a store, boat ing facilities and other con cessions. Additional Points Additional points made were that the county must provide its own garbage dis posal, the bureau of reclama tion keeps control of a strip around the reservoir 200 feet back from the high water mark. However, everyone has accessibility to this strip. The bureau of reclamation is legally required to main tain and control the reservoir. A concessionaire should be re quired to insure himself and the county against liability, officials said. In conclusion, Butterfield emphasized that operation of the Howard Prairie recreation areas will not be a money making proposition but one of public service. Recreation al facilities will be for the use of the general public rath er than for groups or indi viduals. Miller explained the meet ing was called because the county court has received letters inquiring about use of Howard Prairie recreational facilities. Tariff Hearing Set at Seaside Salem TOPD A hearing on proposed tariffs of the Arch Cape Company has been set by Public Utility Commission er Jonel C. Hill for March 23 in Seaside city hall. If the new water rates are approved, the company would receive a $1,465 increase in annual gross revenue from customers in the unincorpor ated community of Arch Cape in Clatsop county. Hill suspended the proposed tariffs on Jan. 8 for a period not to exceed six months pending a hearing. Inc., and Southern California Freight Lines, Cliff Proctor, public relations manager of the company's terminal in Medford, has announced. The scholarship program was initiated last year when funds were made available for two $500 grants, which were given through competi tion among applications re ceived from 21 of the com pany's 32 terminals," Proctor said. "This year the program has been enlarged. Twenty-three $500 grants will be awarded through the "Step to Knowl edge" program by the 23 par ticipating company termi nals." Students graduating from Medford, Crater, Ashland, Eagle Point, Butte Falls, Prospect, Phoenix, Talent, and St. Mary's High schools in June may compete, through scholastic standings, for the $500 grant.
