J Whatever Happened to Those 'Extra1 Paydays During '59? By DICK WEST Washington (LTD - This has been explained to me about : six times, but I still am NOT sure I under stand why I got that extra week's pay last year. I have look ed back at the 1959 calendar and it didn't seem any dif ferent from Dick west any omer year. I have looked at my bank balance and it also is distressingly normal. Yet, according to my form W-2 withholding tax state ment, I drew 53 paychecks during the year. And so, I un derstand, did most other wage earners who are paid by the week. The arrival of the 1959 withholding statements caus ed a minor flap in our office. Some of us thought the book keeper had credited us with making more money than we were actually paid. Hence we figured we were due a rebate on the extra income tax that had been withheld. 'Dream Soon Punctured This dream was soon puno tured by the arrival of a note from the payroll department reminding us that 52 weeks do NOT make a 365-day year. There is an extra day NOT ac counted for. "As you know," the note said, "every year, except leap year, has 52 17 weeks in it: leap years have 52 27 weeks. Approximately every six years, these extra sevenths of a week accumulate to give you all an extra week's pay." Well, I checked the 1959 calendar carefully and I could NOT count more than 52 weeks. However, I am willing to take his word that an ex tra week sneaked in there somewhere. It occurred to me that if this happened to weekly wage earners all over America, then we all paid an extra week's income tax. That must amount to a sizable bundle of cash So I called up the In- Safety Council Says Belts Reduce Toll Chicago -(UPD- The National Safety Council said Thursday equipping cars with safety belts was "probably the one single factor" which can re duce the highway death toll. A council spokesman said the NSC was "100 per cent" behind a bill introduced in the New York legislature re quiring auto manufacturers to equip every car with safety belts. The New York bill was opposed by Ford, Chrysler and General Motors. ternal Revenue Service. The Revenue Service said it had indeed received a num ber of inquiries about the mat ter. All it knew, it said, was that if anyone got any extra income, he had to pay a tax on it, regardless of how many weeks the year had. Calls Commerce Well, I said, how much ex tra revenue is the government going to receive? That, the Revenue Service said with ir refutable logic, depends on how much additional income the taxpayers received. So I called up the Com merce department and asked what the national weekly pay roll amounted to. The Com merce department referred me to the Labor department, which referred me back to the Commerce department. Undaunted, I called up the Budget Bureau and asked if it took the extra week into consideration in drawing up the federal budget. The Budg et Bureau said it got its fig ures on estimated revenue from the Treasury depart ment. So I called up the Treasury department. The Treasury de partment said the extra calen dar year week didn't matter to it because it operated on a fiscal year. Maybe all of this is clear to you and the government, but I'm confused. There are several types and degrees of cirrhosis of the liver. Oftentimes the disease began probably as an inflam mation, the so-called hepatitis, which was probably due to the more injurious of the two viruses that attack the liver. The less harmful type of vir us produces the "epidemic i jaundice," which sometimes will run through a communi ty. This type of the disease seldom leaves any perman ent damage. Doctors used to think that, in most cases, cirrhosis of the liver was due to alcohol and, perhaps, in the old pre-trans-fusion and pre-plasma days, it was. In my intern year, many of my hospital patients with cirrhosis were old bar tenders and saloon owners. Extra Factor There must be an extra fac tor besides the alcohol, be cause there is many a man who, for much of his lifetime, drinks a fifth of whiskey a day, and gets by. Others who try this are soon dying with an abdomen full of fluid. Per haps this type of drinker be gan with a liver that could not "take it" because it had been injured previously by an attack of hepatitis. Many persons who have been found accidentally to have a shriveled cirrhotic liver want to know why they are not ill. The answer is that they still have enough good liver tissue to take care of the health of the rest of their body. They need not get pan icky. But they had better live sensibly; they had better not drink; they had better not dissipate; and they should not over-eat. I am not convinced that they will be any better for taking medicine of even a special diet. By behaving himself such a man may live many years. My old friend Dr. Frank Mann of the Mayo Clinic, showed long ago that a dog can live comfortably with six-tenths of his liver remov ed surgically. Fortunately, the Great Designer of us all arranged matters so that most of our organs have much more strength than we ordin arily need. Thus, a woman with only one kidney can go through the strain of carrying and bearing a child; many a man with a bad heart can get along well for years so long as he doesn't run for a bus; and a man who has had nearly all MAIL TRIBUNE, MedforJ Sunday, Jan. 31. 1960 of his stomach removed for an ulcer can still digest well enough. He can have one lung re moved and still live comfort ably. He can even have one whole lobe of his brain re moved, and still hold down a good job.
