Pedestrians,
Drivers Shouldn't
Insist on 'Rights'
Some motorists and pedes
trians are stubborn enough to
insist on their "rights" even
if it means their last rites,
Chief of Police, Charles P.
Champlin said today.
That's why the state re
cords more than 400 deaths
each year in traffic, he said.
Chief Champlin urged driv
ers to be especially alert dur
ing' the remaining winter
months when it is dark dur
ing the evening rush traffic
and pedestrians are harder to
see.
Pedestrians should do ev
erything they can to make
themselves visible to motor
ists when walking at night
and one way to do this is to
wear light-colored clothing, he
said.
Light clothing is especially
important when it is raining
and driver visibility is further
reduced.
"Drivers can reduce the
risk of hitting a person, if
they will stop at pedestrian
crosswalks and stay well be
hind the lines until traffic
signals are in their favor
Many accidents are caused by
motorists who jump the gun
when the signal changes, with
out giving pedestrians
chance to clear the street
safely," he said.
"Sometimes," he concluded,
"pedestrians take foolish
chances in traffic, but even
when the pedestrian is wrong,
he certainly doesn't deserve
the death penalty.

From Ashland, the visiting
deans traveled to Corvallis
and Monmouth to inspect sim

processing operations, or uses
reasonably incident thereto: that
such claims will be subject to the
right of the United States to man
age and dispose of the vegetative
surface resources thereof and to
manage other surface resources
thereof; and that, except to the
extent required for mining opera
tions and uses reasonably incident
thereto or to provide clearance for
such operations or uses, claimants
of such claims shall not use or
dispose of vegetative or other sur
face resources thereof; and that,
except for clearance for such pur
poses, any permitted severance or
removal of timber must be in ac
cordance with sound principles of
forest management. Said section 4
also provides that any use of the
surface of any such mining claim
by the United States, its permittees
or licensees, shall be such as not
to endanger or materially inter
fere with the prospecting, mining,
processing or reasonably incident
uses by the mining claimant.
