ROBERT SMITH Mail Tribune Washington Correspondent Washington (Special) - The sizeable liberal bloc of con gressmen, including three from Oregon, have been warned by Louis Bean tnat tney are i in danger of losing some I 45 seats in the House to Re publicans this fall because of a "t smith the effective ness of the GOP "peace and prosperity" slogan. Bean is the political prophet who made a national reputa tion by correctly forecasting the victory of President Tru man over Gov. Thomas E. Dewey in 1948. His forecast for I960 was made during a closed door meeting of the Democratic Study Group, composed of about 120 Democrats from the West and North who are dis satisfied with the more mod erate legislative aims of Speaker Sam Rayburn. Among its members are Ore gon Reps. Edith Green, Charles O. Porter and Al Ull man. Bean said the Democrats are in danger of losing ground in those close, or marginal congressional districts where challenging Republicans will be able to pick up strength on the coattails of Vice President Nixon and the Administra tion's peace and prosperity ap peal to the American voters. Porter To Be Target The closest district in Ore gon, based on the results of the 1958 election, was the Fourth in which Congressman Porter was reelected by 17,000 plus votes. Rep. Ullman was reelected by about 19,000 votes, and -Mrs. Green was home safe by 62,000 votes. Republican National Chair man Thruston Morton has said the GOP will focus attention on defeating Porter. He said unemployment is over 5 per cent of the nation's labor force, and many who are employed aren't enjoying sufficient benefits of prosper ity to pay for their children's education or provide ade quately for their old age se curity. That idea of naming a Wil lamette Valley dam for Doug las McKay may live or die depending on what is in the President's forthcoming bud get, which goes to Congress next week. The Oregon delegation is plugging away in hopes of getting funds to start con struction of what would be called Green Peter dam on the Santiam river. Sen. Richard L. Neuberger got a bill passed by the Senate last summer to change the name to McKay dam in honor of the late gov ernor and Interior secretary. In the House th- bill is be ing sponsored by Reps. Porter and Walter Norblad, but so far no committee action has been taken. Porter says his only motive in sponsoring that bill was to possibly make the president more generous when it came to making up the new budget. The lengthy wait for ad mission has been a big prob lem to the state, especially since 1956, and Jan. 1, 1959 the waiting list was still as high as 459. But Dr. D. L. Callicrate, clinical director, reports that Wednesday the list was down to 248 and predicted that in another month it will be down to 100. Main reason for the relief is completion of five new buildings and remodeling of another building, providing 536 additional beds. The 1959 Legislature auth orized $756,000 for 215 more beds and plans are being drawn up for two more buildings. The governor's committee on natural resources is care fully evaluating testimony taken this week on the thorny year, for Congress usually goes along with requests for funds and adds some in addi tion.
