High Westerlies Blamed for Rough January Weather Washington (CPU For a while it looked as though the high westerlies had reformed and would let us have a moderately decent January. But they backslid - with results already bitterly ap parent over much of the coun try. Instead of balmy and be nign, January promises gen erally to be mean and miser able. The high westerlies are the lofty rivers of air which ap pear, by the way they flow, to dictate the weather pattern of the northern temperature zone. Undulating Courses These air currents normal ly move in gently undulating courses from West to East. Sometimes, however, they get diverted for unknown reasons into an abnormal zig-zag sys ' tem which carries them far to the North and deep into the South as they make their way across the continent. When this happens, warm tropical air clashes with cold polar air and we get what Dr. Jerome Namias calls "a vigor ous winter." According to Namias, chief of the weather bureau's extended forecasts section, the high westerlies went wrong early last fall. Johnson are favored by the majority of 91 Senate and House members for the respective nominations of their political parties for President. The congressmen cast a straw ballot here at a party on opening day of the new session. Labor Secretary James P. Mitchell was top man for the GOP vice presidential nomi nation and Sen. John F. Ken nedy (D-Mass.) for the same Bpot on the Democratic ticket. The polling was conducted at a Women's National Press Club party Wednesday night saluting the new session of Congress and the new state of Hawaii. Actor Joseph Coffen's I Wife Dies in Rome Rome-UPD-Mrs. Lenore Cot ten, 55, wife of actor Joseph Cotten, died Thursday in a Rome hospital of acute leu kemia. Mrs. Cotten was in Rome with her husband who was working on a film. Washington (UPD President Eisenhower's appeal that Con gress avoid . wrangling with his administration Thursday brought a rejoinder from Sen ate Democratic Leader Lyn don B. Johnson that coopera tion is a "two-way street." Other Democrats the con trolling party in Congress -joined Johnson is sharply noting the President's anti wrangling remarks. John son commented: "I want to say right now that I agree that interbranch wrang ling takes time from coopera tion to promote the peace and prosperity of the nation. I hope that the administration will take a further step and rememer the past and recog nize that cooperation is a two- way street." The sharpest immediate criticism came from Sen. Hu bert H. Humphrey (D-Minn.), an avowed candidate for the presidential nomination. He said the President's ap peal against wrangling was "an unwarranted attack on a responsible and sincere Con gress which has gone more than halfway toward meeting the President in the past." Civil Rights Problem Humphrey added: "It is the President who has used the veto who has insisted on legislation without due regard to the will of the elected ma jority." Humphrey questioned whether Eisenhower firmly supported his own civil rights commission recommendations. He denounced the President's farm proposal as "bland, meaningless, painful generalities." Sen. Paul Douglas (D-Ill.), a leading advocate of civil rights legislation, sharply at tacked the President's recom mendation on this issue with a Lincoln quotation: "The President's recommen dations on civil rights are as deficient in their content as homeopathic soup made from the shadow of a pigeon that has starved to death," he said. Republicans almost unani mously praised the message. Lavish GOP Praise Senate Republican Leader Everett M. Dirksen (111.) hail ed it as a "great message from a big man with a big heart." Dirksen said it was "one of the most substantive messages I have heard in 25 legislative years." The GOP leader said he was glad Eisenhower "put the em phasis where it belongs on security, solvency, peace, freedom and retention of a balanced system of govern ment." " ; Former House Republican Leader Joseph W. Martin Jr. (Mass.) said the message "for the most part outlined prev ious suggestions of the Presi dent" and urged action this year. Rep. Simpson of Pennsylvania Dies Washington-(UPD-Rep. Rich ard M. Simpson (R-Pa.) died Thursday at the Bethes- da Naval Medical Center. Simpson, a member of Con gress for 22 years, had been seriously ill since undergoing a brain operation Dec. 14. He took a turn for the worse Jan. 5 and was placed on the critical list. In the latter capacity, he was a top Kepuoucan expert on legislation dealing with taxes and foreign trade. Anti-Semitism Flare Not Believed Tied To Organized Move Editor's note: Who is responsible for the current wave of anti-Semitism? Is there a revival of the Nazi party in the nations where acts of vandalism have occurred? The following dispatch, based on information from the capitals of Western Europe, is by the general European news manager of Lnited Press International. By HARRY FERGUSON London (UPD On a June evening in 1919 a small group of men gathered under a gas street lamp in Munich to hold a political rally. An obscure politician named Gottfried Feder made a speech to the German workers' party de nouncing "international Jew ish capitalism." A young man who had listened intently was asked to join the party. He agreed and became member No. 7. "It was the most fateful de cision of my life," Adolf Hit ler wrote later. It also was a fateful mo ment for Jews everywhere. For the seeds that were plant ed in Hitler's mind that night grew into the bitter fruit of the Nazis' oppression and mass murder of the German Jews. . Outbursts Spread . MAIN AND CENTRAL RELIABLE PRESCRIPTIONS and the United States. In Nor way a statue of Franklin D. Roosevelt, a n Episcopalian whom Hitler often referred to as a Jew, has been desecrated. Does this mean that Hitler ism is on the rise and that groups of Nazis still exist in 17 nations? Well- informed persons doubt it. The Nazi high com mand was destroyed after World War II. Hitler, Goeb bels and Goering committed suicide. The Nuernberg trials, by sentences of death or im prisonment, took care of most of the others. The one elusive figure is Martin Bormann who walked out of the Berlin bunker where Hitler took his own life. The weight of evi dence seems to indicate he is dead, but rumors recur that he escaped alive and is plot ting a Nazi revenge. Cites Irresponsibility The most plausible explan ations for the events of recent days: 1. There Is a small residue of ' old and new Nazis in Western Germany who so far have escaped the Adenauer government's attempts to root out anti-Semitism. It is likely that they are the persons re sponsible for the one act that led to all the others the de facing of the Cologne syna gogue on Christmas Eve. 2. There are anti-Semites in many countries who never were Nazis. The Cologne in cident gave them an idea and they acted on it 3. Much of the vandalism many informed persons think most of it - has been commit ted by irresponsible young sters who were out for a sort of morbid Halloween adven ture. Many of them probably don't know the precise mean ing of the phrase "anti-Semitic." 4. The feeling is widespread in West Germany that Com munists are partly responsible for the vandalism and that it is an attempt to embarrass the Adenauer government. The tendency is to blame the East German Communists rather than the Russians. Rock Hits Window Of Oregonian Man Portland -UPD- A rock was hurled through a picture win dow at the home of an Ore gonian advertising salesman Wednesday night, police said. The rock, apparently thrown from a passing automobile, crashed into the front room of a home belonging to Jim Keever. He told officers the rock crashed through the glass and struck the back of a tele vision set. His wife and two small children also were in the room. Keever said he received a threatening telephone call about two weeks ago from a woman who warned him not to leave his house. Youngster Busy Hospital Customer Pittsburgh-(UPD-The staff at Columbia hospital wonders what 1960 will be like for 3-year-old Tod Treganowan. Tow-headed Tod made five appearances at' the hospital during 1959, each time as an emergency case. The log reads: Instrument removal of kernel of corn lodged deep in right ear. Four stitches to close pen cil wound in roof of mouth. Instrument removal of ground beef jammed up left nostril. Stomach pump to remove one pint of cleaning fluid taken orally. Rabies shot for bite on left hand from pet hamster. Soap Waste Chicago An average American wastes the equiva lent of two cakes of soap a year. Rep. John W. Byrnes (Wis.), chairman of the House GOP Policy Committee, hailed the message as "a splendid statement." McDonald Lauds Kennedy's Father Washington-IUPD-Steelwork-er's President David J. Mc Donald said Thursday the father of Sen. Joseph F. Ken nedy (D-Mass.), deserved as much credit as Vice President Richard M. Nixon for settling the long steel dispute. Nixon and Labor Secretary James P. Mitchell were credit ed with arranging the steel agreement in a series of back stage meetings. Many political observers said Nixon's efforts boosted his 1960 presidential chances. But McDonald said that financier Joseph P. Kennedy, father of the Democratic presi dential aspirant, did as much as anyone to bring about the steel settlement "through talks with his Wall Street banker friends." McDonald said the elder Kennedy, former U.S. ambas sador to Great Britain, made his banker friends "see the light" and persuaded them to throw their support behind a steel settlement. The steel union chief said either Nixon or Sen. Kennedy would make a good president.
