if-rfw 1 -I Third Section READY FOR WINTER - Daniel Brewer, 61, has learned not to be caught short when sentenced to jail. After pleading guilty to being drunk - for the eighth time - Brewer asked Kalamazoo, Mich., Municipal Judge Clark M. Olmstead that he be given 90 days. "This winter is killing me and I can't find a job. Besides, I'm ready for a long, hard winter in a cell." Brewer then pulled out 39 packages of smoking tobacco, 24 packages of chewing tobacco, 8 boxes of snuff, matches, two pipes and soap. Why the soap? He said the jail's type irritated his skin. Said the judge: "Happy New Year and 90 days in jail." (UPI Telephoto) Oregon Republican Women Complain Of Being By-Passed Portland (DPD - Oregon's Democratic vice chairman said Wednesday Republican women are complaining be cause they are being ignored in gubernatorial appoint ments. A spokesman for Gov. Mark Hatfield in Salem la beled the claim "ridiculous." State Rep. Beulah Hand said "every time the governor appoints or considers women for major appointments he goes to the Democratic party. For instance, he replaced Ce celia Galey, Republican, with Emily Logan, Democrat, on the Unemployment Compen sation Commission." Candidal By-Passed Mrs. Hand added, "the governor with much fanfare went to the press announcing that Democratic Senator Jean Lewis would be a fine Mult nomah county Circuit Court judge and that he would ap point her to a vacancy - if possible. Now he by-passes avowed woman candidate. Re publican Representative Shir ley Field, for state treasurer." Travis Cross, the gover nor's secretary, replied that "if Republican women have any complaints, they don't go to her (Mrs. Hand)." He said the governor's office did not "know for sure in all cases" whether Democratic or Re publican women were being appointed because "we don't keep a record of that." He said in some instances laws require appointments to be along divisional party lines. Party Division Unknown Fifty-six women have been named to boards or commis sions by Hatfield so far but Cross said he didn't know how many were Republicans or how many were Demo crats. Mrs. Hand . concluded her statement by saying, "surely the Republican party isn t so impoverished for competent female talent in the political field that the governor can't find one Republican woman of stature to appoint. We Democrats should be flattered by his recognition of Demo crats' capabilities but some how his gestures remind one of the 'beware of Greeks bear ing gifts' quotation." Articles Drafted For Newspaper Portland - flJPD - James T. Marr, executive secretary of the Oregon AFL-CIO, said Wednesday articles of incor poration have been drafted for a proposed third news paper in Portland. The announcement was made following a luncheon meeting Tuesday with offi cials of about 60 unions. Marr said plans call for in corporation of the third paper for $1,250,000 which, he said, would be enough to finance a 24-page paper of 100,000 cir culation. Portland's two present dai lies, the Oregon Journal and Oregonian, have been publish ing a joint edition since a strike by Stereotypers last Nov. 10. Marr said the drive for a new paper was "gathering momentum" and that he hoped to have firm commit ments for newsprint and print ing facilities by the end of this week. Former Boxer Likes To Donate His Blood Chicago-Arthur Morse, 50, has donated blood to the Red Cross 115 times. His total contribution is estimated at 15 gallons. Morse, a former boxer, explains, ' "I bled so freely when I got cracked on the nose, I thought I should-give my blood to people instead of leaving it on the canvas. Motel Owners Report Good Year State motel owners report ed a record-breaking year for expansion of facilities during 1959 and predicted an even bigger growth period in the new year. A year-end summary from Ed F. Bolt, Gold Hill, presi dent of the Oregon Motor Court association, disclosed that new motel construction and additions to existing mo tels added 1,300 new units during 1959. New motel projects an nounced or under construc tion at the first of the new year will provide another 1, 575 new rooms during 1960. Bolt reported a trend to ward larger motels offering an increasing variety of facil i t i e s including swimming pools, restaurants, shops, and cocktail lounges for traveling guests. The OMCA said the in crease reflected the industry's confidence the new decade will see a continuing upsurge in Oregon highway travel, particularly during the sum mer tourist months. Brown has an nounced that he will call a special session of the Legisla ture in March to cope with the smog problem plaguing the state. In his first annual report to the people, Brown said anti smog legislation "must have top priority in 1960" along with water distribution, edu cation and government reor ganization. Can't Los Time "We cannot afford to lose a year in the fight to clean up the air," Brown said. "For that reason, I am announcing now that I will call a special session of the Legislature in March of this year. ' In the very near future, I will announce detailed recom mendations for the establish ment of a motor vehicle ex haust test center and for the installation of automobile ex haust devices approved by the center." . Turning to the water prob lem, Brown urged voters to support a $1,750,000,000 bond issue to finance "one of the boldest and most promising peacetime projects ever under taken." . Water Supplies "Vast additional supplies of water are essential to our ex panding urban and industrial needs as well as our agricul ture," he explained. "In order that this gigantic project be completed in time, we have already started constructing dams and aqueducts." In 'the field of education, Brown said he would ask the Legislature to allocate about $60 million for new capital construction in state colleges and $50 million for the Uni versity of California. . Expansion Required "The future economy and well-being of our state - and the educational challenge by the Soviets require we ex pand our higher educational facilities for all our young people capable and willing to work for a college education," the governor declared. Car Salesman, Boss Collide With Truck Somerville, Mass. - Auto mobile salesman Thomas Mar ket and his boss, Merrill D. Dutton, each was ferrying a new car here to Duton's sales room in Boston. Just outside of this city, a big dump truck loomed up in front, of Market. The car he was driving crashed into the rear of the truck. Seconds later, the boss's car hit Mar ket in the rear. Both cars were badly dam aged. Dutton was cut under the chin. BOATYARD DESTROYED Lindenhurst, N. Y. - (DPD. -Fire early today destroyed a building and several pleasure cruisers at a boatyard here, causing damage unofficially estimated at $100,3.
