But in their larger implica tions they concern all of us. Let's take a look at them In the order of their import ance. - (g FRST, there is the case of the cow owned by 'Fran cisco Alvarez, 83-year-old resi dent of the Latin quarter of Tampa, Florida. ,- ' Among other 'things,' she MOOED. (Bawled is a more expressive word, but "mooed" is the way it appeared in the dispatches.) Her moos were apt to be resonant. Indignant neighbors claimed they rattled the windows in the vicinity especially when she took a notion to moo at midnight. So the neighbors lodged a complaint against her as a nui sance. Senor Alvarez brought in three character witnesses, who testified that when the cow mooed she mooed mildly and with no intent to disturb. The judge basing his deci sion, presumably, on the prin ciple of the greatest good to the greatest number, ordered the cow out ot town.' rIE second case story (also from Tampa) concerns Bruno, a Boxer1 dog owned by a prominent .'grocery dealer named 'Fernandez. Bruno, it appears, was; in the habit of biting the . neighbors. The neighbors finally took Owner Fernandez' into court. , AgainJhe. judge fell back on the" principle of the great est, good- to the greatest num ber. Bruno, doubtless, enjoyed biting the neighbors. It is pos sible that his owner enjoyed seeinc the neighbors bitten. But there were more neigh bors" thaft Brunos. So the judge ruled that the right of the neighbors NOT ,TO BE BITTEN outweighed:. Bruno's right to BITE. ; Be ordered Bruno's : owner ( to get rid of Bruno or serve six months in rpHIKD In this trio of trivial A tales in the case of the lady in Milburn, New Jersey, who was talking on her party line when a doctor broke in to ask her to hang up. He broke in five .times, he said, explaining that the reason he was in a hurry was that he wanted the line to call an am bulance to take an elderly heart patient to the hospital The lady told him where he could go, and the destination she described to him is place known for the warmth of its climate. The doctor took the case into court and the judge, after hearing all the testimony, fined the lady $210 The lady, one assumes, was standing . on her rights. She had paid her telephone bill, Was it not her right to talk on her telephone when she want ed to without being annoyed by Johnny-come-latelies who wanted to INTERRUPT her conversation? . : It sounds reasonable. But '. The judge based his decision In the case on the-accepted principle that oi n d e r bur American system the -rights of each individual are LIMITED BY THE RIGHTS vOF OTHERS. . TN conclusion: ' . For months, here in. the U.S.A., there has been a steel strike which is temporarily interrupted by ' court order sending the workers back to , their jobs for a period of 80 days, at the end of which they can resume the strike, if they so vote. - The workers want more pay and. work rules that are to their liking. The operators contend that granting the workers demands would in crease their costs to the point. where foreign competitors would have an adventage in the markets of the world. WE must all grant that it is V the right of the workers to insist on better wages and working conditions to their liking and that it is the right of the operators to resist de mands that will put them at a competitive disadvantage. But what are the rights of the REST OF US? Some-five to ten million people bothJ workers and their dependents and stockholders and their de pendents are directly con cerned in the strike issues. The rest of us numbering some 160 to 170 millions are find ing that our rights are being limited by the impasse in the steel industry. s Whose rights are para mount?
