Reconstruction Of Rotterdam Still Going On Rotterdam, Holland - (UPD -The destruction of Rotterdam by German dive bombers took 40 minutes. Reconstruction of this great European port has been under wry for nearly 15 years and is .rtill going on. It was at lunchtime on May I'J. 1940, that the heart of the city was turned into a lab yrinth of bomb craters and -burned out buildings. The merciless attack destroyed 25,000 homes, 2,393 shops and stores, 1,483 offices, 1,212 fac tories and workshops, 873 warehouses, 69 schools, 28 hotels and 21 churches. Pert Destroyed A worse blow was still to come. In September of 1944, when Allied armies were ap proaching the Dutch border, the Germans methodically set about destroying the port fa cilities which were Rotter dam's lifeblood. Over a third of the quayside was made un usable, and 40 per cent of the port's equipment was destroy ed. Because of shortages of ma terials, reconstruction could not begin until the end of the war. Within a month after the German surrender, Rotterdam was building. Reconstruction of water front facilities has taken place faster than the rebuilding of homes and business buildings. The port today is bigger and more efficient than it was be fore the war. It can handle 167 sea-going vessels ' at its quays and another 85 on an chor buoys and dolphins. , Safely Reputation An extensive radar piloting system has given Rotterdam the reputation of being the safest port on the European continent. Ultra - modern buildings have risen in the bombed-out center of the city. Street are wide, and lawns encircle many buildings. Rotterdam has not only re covered its position as a ship ping center but is looking to ward horizons that were un conceived before the war. Work has been started on con struction of an entirely new port on the island of Rozen burg 20 miles west of the city. Pharmaceutical manufac turers spent 44 per cent more on research last year than they earned from all prescrip tion sales in 1940. (UPI Telephoto) Purity Standards For California Air May Be Established Los Angeles - (UPD Califor nia may soon clear the air over what's going to be done about the smog problem in Los Angeles. The state board of health is expected before long to estab lish air purity standards that would lead the way to new legislation requiring smog control devices on all auto mobiles in California. The idea, as state Sen. Rich ard Richards put it, is to force the automobile industry in Detroit to face up to "their responsibility on the smog problem." What can Detroif do? Los Angeles air pollution control officer S. Smith Griswold says there is already an automobile exhaust purifier that could be installed on 1961-model cars. Not Ready For Sal Griswold insists that the de vice, developed bf Thompson Ramo Woolridge, would elimi nate 80 to 90 per cent of the hydrocarbon in exhaust fumes - rolling the smog level back to where it was before 1940. But the Automobile Manu facturers Association in De troit says no such purifier is anywhere near ready for pub lic sale. , "We have several devices on which research is progress ing," the association said, "but none is ready for production. We are not yet able to say when any of these devices can move into the production stage." But Griswold. insists an ef fective purifier is not that re mote. He said the Woolridge device was developed in co operation with the Chrysler Corp. and that it represented a new approach to exhaust control. He said it would cost about $125 for a V-8 engine. "The purifier has only one moving part and requires no replacement of an expensive catalyst," Griswold explained. "It utilizes a heat exchanger in the exhaust manifold of the engine." Previous prototypes involv ed tail-pipe afterburners and catalysts, he noted. "It's time we stopped listen ing to double-talk from the auto industry," said Bonelli. "If we want action, we must start it. The industry never will act for Los Angeles alone. It will have to be compelled to act by the state." Said Waiting For Disaster Hahn, in suggesting a spec ial session of the California legislature to deal with smog, said he believed the auto in dustry was "waiting for a disaster" before it would take action. . In addition to the contro versy over purifiers, Gris wold found himself at odds with the Western Oil and Gas Association, which insisted that the burning of fuel oil did not cause air pollution. - Felix Chappellett, general manager of the association, pointed out that oil companies burned only natural gas dur ing an October smog siege while fuel oil was burned the day before the siege began and the air was free of smog. Chappellett m"1 re marks in reply to"GFI3wdld's claim that a rule requiring the industry to burn only natural gas during the smoggy sum mer months had reduced the air pollution menace. Gris wold asked that the gas burn ing period be extended 30 days to Oct. 31. As of Oct. 31 this year, the smog had reached the alert level four times, the same as last year. Three of this year's alerts were called in October and one in April. Last year, three were declared in Sep tember and one in October. Polish Refugee Becoming Figure In Natural Gas New York-TJPD - A refugee who came to the united States when Hitler's army overrran Poland in 1939 is becoming one of the titans of the natural gas industry. Having just closed a $2 17 million deal for the sale of gas from fields his infant com pany discovered in Wyoming and Utah, Arthur Belfer now is laying plans to have his Belco Petroleum Corp. stock listed on the "big board" the New York Stock Exchange during 1960. Belfer went into natural gas exploration in 1952 after en gaging in several businesses since his arrival rrom Poland. He made his fnain stake as a manufacturer of sleeping bags for campers and the Armed Forces. x Peru Sales Planned So far, Belco is operating six gas rigs in Wyoming, two in Utah and one in Peru. He hopes to be supplying gas to Peru's capital city of Lima in the not-distant future. Belfer, who looks remark- aoiy young for his years, staged a press luncheon in New York to announce the $217 million deal with Pa cific North Pipeline Corp. and its parent company. El Paso Natural Gas. The deal in volves two contracts dedicat ing another one trillion cubic feet of gas from Belco' fields to Pacific Northwest for sale in Washington, Oregon, Idaho and ultimately California. The deal, subject to FPC approval, is on a price of 18V'a cents a thousand feet for high pressure gas, with three one cent price jumps in the price over five years. Liquid pro ducts estimated at worth $17 million are included. Belco had dedicated one trillion, 180 billion cubic feet of gas to Pa cific Northwest in earlier con tracts. Belfer and his wife own 73 per cent of Belco. They made made their first public securi ties offering on the over-the-counter market in September. The company has authorized 10 million shares of stock, of which 5,300,000 have been is sued. When an outstanding is sue Of convertible debentures has been converted to stock, it is estimated the public will hold 1,300,000 out of six mil lion outstanding shares. The debentures are convert ible at $13 a share starting late next year. Belfer told the luncheon meeting Belco would spend up to $10 million on new gas and oil exploration in 1960 depending on how successful are the results of present Operations. U.
