Klamath Falls this past week end, par ticipated in by the Oregon Legislative Interim Commit tee on Welfare, the Klamath County Welfare commission, the Klamath County Medical society and Miss Jeanne Jewett, Oregon state welfare administrator, the possibility of local control over local public welfare programs ap pears to have moved a step toward reality. At the final session on Sat urday morning, Miss Jewett indicated that the state ad ministration feels that some authority can be delegated to local levels without jeopardiz ing federal matching funds. She added: "We are moving toward a state supervised sort of thing where the physicians are the dicision workers ... I think we have established here that the state commis sion is willing to go as fast as it can to develop a program of that sort." T THINK we can all go along with Hamlet in his cele brated soliloauv and say "Tis a consumation devoutly to be wished. TN THE modern world, what - we call "public welfare" is becoming firmly established I don't think any intelligent person would have it other- s wise. S Rut- Unless welfare is wisely , and soundly administered it can run away with itself and become so expensive that there will be a public revul sion against it, based on nocketbook considerations. After all, the public will sub mit to only SO MUCH in the wav of taxes. When that point is reached and passed there is likelv to be a taxpay er rebellion. History is rather definite on that DOint. The best way to avoid a sitr uation of that sort is to keep administration of public wel fare as close to trie grass roots possible. DACK IN the early days of the welfare state, there were some startling examples nt what can happen wnen "welfare" is permitted to run wild Tn the erim days of the Great Depression, which hit its peak in the eany laaus, we saw some astonishing thincs. In Detroit, people ac tually came down the river from their suburban homes IN YACHTS to collect relief monpv. The administration of re lief was then largely a fed- .-.t nvatter The final de cision rested in Washington. These cases of yacht own on coming down in their va fht.t to collect relief money were appealed to the distant nmmit. At the distant, sum mit it was ruled that the pur pose of relief was to enable people to maintain the stand ard of living to which they had become accustomed. The summit decision was that since these people had hme uncustomed to the novate vacht way of life, they were entitled to receive relief money to enaDie uiem MAINTAIN the way of life which thev had become accustomed. A BSURD? J of course it was. n that's what happens when administration of pub n iief is Tiermitted to get too far away from the grass roots.
