Unander Sees Eventual Sales Tax in Oregon Salem -dTB- Is Oregon to have a sales tax? According to State Treasurer Sig Unan-der-yes. "It's a mathematical real ity," he said today. "The peo ple aren't going to put up with any more property tax. We've gone as far as we can go with the income tax. A sales tax seems to be the only untapped field, providing it is not an additional tax." Unander said that if a sales tax were put to a vote of the people right now, it would be voted down. "But later on, when the issues are clearly defined and the need spelled out, I think it will get in. A ales tax is inescapable in the future." Pearson Plan Praisad He said that Senate Pres ident Walter Pearson's "ap proach" to the problem "is ex cellent." Pearson has suggest ed that the question be put to the electorate in 1961 in a special election. Pearson sug gested that several programs be offered so that voters can decide what kind of a tax pro gram they want. Unander said "competent revenue forecasts project a major increase in expendi tures. They range from an in crease of $40 to $50 million to meet general fund require ments over the next bien nium." "The need is there but has not been clearly demonstrated to the people," he said. "What the people really want," SUSPEND 11 GUARDS Raiford, FlaOIPD - Eleven guards, under indictment for alleged brutality to prisoners, were suspended Wednesday at th'e Florida state prison here. The eleven were among 14 men indicted Tuesday by a federal grand ; jury, "on charges of brutality. Unander said, "is a moderate and balanced tax program. This can be seen with a fact ual, objective point of view." He declined to say specifi cally whether he personally favored a sales tax. Sens. Mike Mansfield (D Mont.) and Albert Gore (D Tenn.) disputed the statement by Defense Secretary Thomas S. Gates that this country leads Russia "both with re spect to nuclear weapons and the means of their delivery." Gore said that Gates, who gave the assurance yesterday to the NATO Council of Min isters in Paris, seemed "to overlook two things." Russia's Advantage The Tennesseean, a member of the Congressional Atomic Knergy Committee, said that these two points were "Rus sia's lead in rocketry" and "the effectiveness of anti-aircraft weapons against planes." "Both operate to Russia's advantage," Gore said. Gore said he was "inclined to believe that the secretary was right in his assumption" that this country is superior to Russia in stockpile and quality of nuclear weapons. No Exact Knowledge "However, that is an opin ion," he said. "Neither he nor anyone else in the government has any exact knowledge of the stockpile or quality of Soviet nuclear weapons." Mansfield said he "would doubt" the Gates statement. The assistant Senate Demo cratic leader said "the Rus sians are ahead of us" in the fields of intercontinental bal listic missiles and space rock ets. ' "If we do not wake up, we are in danger of becoming a second class nation," Uans-field-said. SNOWFLAKE WrMTE ... CHRISTMAS BELLE BLACK . . . IVORY ROSE ...
