WHAT EISENHOWER IS FINDING Washington Secretary of State Herter is constantly warning us and our allies of the danger of "euphoria" that dream-world glow that peace is just around the cor ner. This is a useful reminder, but it is an encouraging fact that in the first three countries which President" Eisenhower has visited on his tri-contin- ent tour, he has found both nublic ODinion and official ooinion comDletelv free of euphoria; in fact, he found . that the people of Italy? iur kev. and Pakistan, are wor ried lest we in the United States relax prematurely by construing an improvement in the atmosphere in East-West relations with solving the problems of the cold war. They are not the same UTanv of our allies are as anx ious as Mr. Herter that Wes tern defenses be kept strong preferably stronger-until we find out whether Mr. Kru shchev is prepared to turn an "improved atmosphere" into enforceable agreements. Foreign Policy" in the course of which its distinguished panel of, ex perts declares: "The free world must not permit the Communist state to extend their rule. For as long as neces aarv. the strength of the Wes tern deterrent must be main tained." iXF COURSE we want to im- prove the climate of East- West relations, but we need to bear in mind that this does not remove the causes of the cold war. Contrasted to this tense situation only 12 months past ia the new mellowness in which the principal ingredi . ants are these: Mr. K. has withdrawn the ultimatum on West Berlin: we are resum ing disarmament discussions a Geneva: the Soviets nave agreed to examine new sci entific data on detecting un derground nuclear explosions: tha Moscow press is publish ing the text of an occasional speech by an American of ficial; Russia, the U. S., and ten other nations have signed a treatv demilitarizing the Antarctic and Drovidine unto rrirtitorl inspection and some scientific cooperation; the So viets have ceased boycotting the U. N. committee to work out ereater cooperation in space; little Soviet jamming of, the "Voice of America favorable developments. A vear a so few would nave thought them attainable. But . in Secretary Herter' s mind there are two needed caveats: 1 If the Soviet Union can move with, such ease and anaad to cut back the cold war, it can move with equal ease and speed to resume tne cold war. 2 With the exception of the Antarctic treaty, every one of the steps thus far taken n imnrove the East-West cn .i Anntorn nnlv nrocedure: ilia " x ' no step has yet been taken to deal with the substance of anv of the cold war issues To agree to look at the new ninntifie evidence affecting underground testing doesn't dome anything about it; to agree to talk again about disarmament doesn t assure anv disarmament. All this is simply to say, as evidently the Italians and the Turks and the Pakistanis, who live on the run of Com mtinist aezression. are saying to President Eisenhower, that must - not dilute our streneth on the basis of at mosphere but only on the basis of enforceable agree ment. It also seems fair to sug ffpst that Mr. Khrushchev can not remain simultaneously an allv of Chmese Communist agression and an ally of end- mc the cold war.
