The two proposals were ad vanced by university econo mists in studies prepared for the joint congressional econ omic" committee. It will use the surveys in drafting a re port on employment growth and price levels. Harvard University Econ omist Seymour Harris sug gested the increasing social security taxes to pay for in creased benefits to help older folks meet rising prices. Would Adjust Value Stanford Economist H. S. Houthakker suggested a few series of bonds whose inter est and redemption value would be adjusted to price levels. In essence, Harris proposed the maximum amount of in come subject to social securi ty taxes be increased from the present $4,800 to about $9,000. He said this would permit benefits for social se curity recipients whose in come has nctf kept pace with that of the rest of the popula tion. Harris said inflation has a "serious effect" on social se curity recipients and other pensioners because they gen erally belong to "low-income groups with little capacity to increase any supplementary income." In a general discussion of the subject, Harris said the history of the 1950's suggests that inflation is a price which must be paid for rising out put, Without mentioning the ad ministration, he also said real Eyeglasses Needed By Many Children Evanston, 111. (UPD About 17 per cent of all school chil dren need eye care, two doc tors and a nurse reported in Pediatrics, official journal of the American Academy of Pe diatrics. The article, "Eye Health Program in Public Schools" was written by Drs. Lawrence J. Lawson Jr. ind Robert A. McGuigan and Irma B. Fricke, a registered nurse. All three are associated with the North western University Medical school and Evanston hospital. Their findings were based on a study of 15,891 children in the Evanston Community Con solidated Schools. While the researchers found 17 per cent of the children in need of eye care, they discov ered an even higher percen tage with some degree of near sightedness. They estimated that near-sightedness among school children ranges from 29 per cent among kindergarten ers to 77 per cent among eighth graders. The article advised prompt treatment of eye conditions among school children to avoid psychological maladjust ment and long therapy. It sug gested that school systems set up a program for early recog nition of eye defects that re quire professional care. rru . iueie seems to be a UtU,ser mat excessive con cern with the price level and restrictions on monetary sup plies may bring unnecessary curtailments of output and recessions." Harris said he did not fear that so-called creeping infla tion would become a gallop ing inflation. But he said he did believe that "the more we talk' about these dangers the greater the chance . . ." Houthakker suggested the adjustable yield bond as a protection for individual in vestors saving for old age. He said an interest rate of perhaps 23A per cent might be enough if investors were assured the bond would be adjusted at maturity to -reflect price levels existing then. Houthakker conceded such a bond would not help curb inflation. He-said, however, . that it might help the govern ment place securities with in dividual savers and save mon ey in interest during periods of declining prices. Published along with the Harris and Houthakker stu dies was an analysis by Har vard economist Alfred H. Conad. It asserted that the rise in prices between 1947 and 1956 cannot be attributed solely to an excess of demand for goods (demand-pull) or to mounting wages (cost-push). Conrad said the attempt to maintain or recoup profit margins and the increase in numbers of salaried and pro fessional workers must be considered along with wage increases. Agricultural Study Leads to Market Ithaca, N.Y. - (UPD-The wide variety of foods in today's supermarket is made' avail able largely through agricul tural research, says a Cornell university scientist. But Dr. Charles E. Palm said more such research is needed, especially in the face of a declining farm popula tion. Palm is research director of the State College of Agri culture at Cornell. "As we depend on fewer farmers to feed and clothe an expanding population," Palm said, "it becomes increasingly important that they have the best tools that research can provide." Palm said agricultural re search "pays big dividends" not only to farmers, but to the population as a whole in the form of a more nutritious food supply. Grant Announced for Research at College Ashland Eugene W. Bow man, coordinator of research at Southern Oregon ' college, announced a $2,000 grant for research to the college by the Oregon state system of high er .education.
