I Claims Defense Los Angeles - (CPD - The county Grand Jury met today to determine whether the fatal shooting of Jack (The Enforc er) Whalen. in a crowded restaurant was in self defense as his admitted killer claims. Sam Frank Locigno, 38, ac companied by two attorneys and Joe De Carlo, 35, surren dered to police Tuesday and confessed the fatal shooting last Wednesday of Whalen in nearby Sherman Oaks. ' De Carlo, who was at the restaur ant the night of the shooting, was sought for -questioning about the slaying. Persuaded By Cohen Mickey Cohen, ex -convict and friend of Locigno, said he had talked to Locigno and De Carlo several days ago and persuaded them to give up to police. "I induced them to come in to save the taxpayers money and to save some time and problems for' some decent members of the police depart ment," said Cohen. Cohen and his girl friend, model, Sandy Hagen, 18, were among witnesses subpoenaed to testify before the grand jury today. Panel Investigates .' De Carlo, former manager of stripper Candy Barr, and Locigno were sitting .at Co hen's table the night of the shooting. De Carlo went before the grand jury Tuesday shortly after surrendering to 'police and being released. The panel began its investigation of the shooting Tuesday before Lo on gno admitted the shooting and it then decided to com plete its probe, probably late today. ' De Gaulle and his wife are scheduled to leave tonight in a specially-fitted plane for St. Louis-du-Senegal, the oldest French city of the African continent. The council of the French community will meet Friday and Saturday." The agenda calls for talks on economic and aid matters.. Premier Michel Debre and other French government of ficials will leave for St. Louis Thursday evening to join de Gaulle in the discussions. De Gaulle Tuesday settled a potentially explosive dispute within the cabinet ovef the question of government as sistance to Roman Catholic parochial schools. The cabinet, like French men throughout the country, was divided over whether private Catholic schools should receive increased aid or be incorporated into the national school system. . The dispute was placed be fore i de Gaulle after Debre failed to bring about an ac cord between the rival fac tions. Friendship Told By King Zahir In Welcome Talk Kabul. Afghanistan (UPD- President Eisenhower landed today in .this winter-bound mountain nation at Russia's back door on an airfield pa troled by MIG jets of the Soviet-equipped Afghan air force. King Zahir and other. Af ghan and foreign officials were waiting to greet Eisen hower when his special jet touched down at 8:22 a.m. (7:52 p.m. Tuesday, p.s.t.) on the mountain-framed airport. Portlander Injured When Hit by Train Portland-(UPD-A 54-year-old man was struck by an SPAS train . in the Beaverton area about 5 p.m. Tuesday and in jured seriously. The victim was identified as J. C. Stone, Portland. The accident occurred ab&ut a quarter of a mile south of Denny road near Progress. Stone received head, chest and back injuries. He was taken to St Vincent hospital here. Big Manhunt Staged For Escaped Felons Yanceyville, N.C. - (UPD The biggest manhunt in mo dern North Carolina history was staged today for 19 psy chopathic felons who escaped from the Ivy. Bluff maximum security prison. The search for the' heavily armed convicts extended over the entire eastern sector of the nation and into the South and Midwest. The FBI also joined in the hunt. In central North Carolina, posses searched from farm house to farmhouse and from barn to barn. The fugitives" include 14 white men and five Negroes. One Recaptured The mass break-out Tues day by 20 convicts was mas terminded by Charles "Yank" Stewart. It was so well plan ned and executed that more than eight hours elapsed from the time the prisoners gained control of the prison until the alarm was sounded. One prisoner was recaptur ed later in the day. Heretofore the maximum security prison .had been con sidered escape-proof and was reserved for the state's most dangerous and incorrigible prisoners. Y Stewart, the ringleader, was described by authorities as a short squat, graying man. His crime career dates back to the 1920s when both his father and brother were executed for the slayings of a detective and an FBI agent. All Dangerous Stunned prison officials said the 54-year-old Stewart and his cohorts were the worst of the 41 men incarcerated at Ivy Bluff. "These men are all danger ous," State Prisons Director W. F. Bailey said. "They're all psychopaths" and are armed with eight high - powered rifles, a submachinegun and eight pistols. Bailey blamed laxity and failure to follow prescribed rules and regulations for the break -out. He fired three guards on the spot. Regional Edition Page 2 Idaho Power Asks Permission To Bypass Two Spawning Grounds In Conservation Plan An FPC license, issued in 1955, ordered tne company to Washington-UPD-The Idaho Power Co. asked the Federal Power Commission Tuesday for permission to bypass two spawning grounds off the Snake river in its three-dam fish conservation program. The company specifically asked that it be permitted to transport steelhead and sal mon from below the proposed Hells Canyon dam upstream past the completed Brownlee dam. African Missionary Receives Boat Olivet, Mich. (UPD - Friends of the Rev. James" Barnard re port the African missionary has been successful in a "long range" appeal for a boat. Barnard,' former Assembly of God pastor here who now serves in Liberia, broadcast a shortwave request for a boat he could use to navigate the streams around his mission. .
