Thursday, Dec. 3, 1959 Idea of Mao As Undisputed Leader Debunked Washington -4CPD- Intelli gence reports reaching here from inside Red China de bunk the idea that Mao Tse Tung is the unchallenged master of 650,000,000 Chi nese. The reports confirm previ ous fragmentary evidence of failures, popular resistance and desperate policy shifts in the first year of Mao's peas ant communes. These are the foundation of the Communist leader's mass mobilization of China's agricultural manpow er on which Mao has staked his reputation. The reports show that op position in the Communist party to the extremes of both the commune and "great leap forward" industrialization drivc became so bold and wide-spread last summer that Mao was forced to repudiate several cherished doctrines. Counter Attack Mustered At the crucial August party meeting, he was able to mus ter a counter-attack against conservatives and doubters, who were denounced en masse as "bourgeois right ists," opportunists and tools of the imperialists. But in winning renewer endorsement for the com munes, Mao incurred an obli gation to the party left-wing which may weaken his posi tion. In the Soviet Union, the lqsers in a vital ideological struggle would have been can didates for banishment or li quidation. This has not been the pattern in the Chinese communist movement. But some experts here insist that a big purge is inevitable in Red China. There was one important shake-up in September - the removal of the defense min ister and army chief of staff and their replacement by de pendable executor of Mao's doctrines. This was a precaution against the possibility that conservatives miht some day use the threat of the army's decisive power against his leadership. It also was a step to assure more enthusiastic performance by the generals in helping the regime make the commune experiment work. No Evidence of Challenge These developments do not indicate to intelligence-analysts here that Mao's position has become so shaky that he must rely on the army to keep him in power. There is no evidence that anyone, in high party position has chal lenged directly his supremacy or plotted his removal as par ty chairman. However, the attacks were made on policies with which he was completely identified, and whose failure would be a personal disaster for Mao. Even in the current resur gence of the comunes, he has been unable to restore all the policies he scrapped or , shelved last spring and sum mer. No Talk of Goal For example, there is no talk of his original goal of quickly breaking up peasant families and putting all com mune inmates in barracks. From an original ideal of eliminating nearly all wages, official policy has been pro gressively revised until today it calls for 70 to 80 per cent cash wages and only 24 to 30 per cent payment in ser vices and food. A "work point" incentive bonus sys tem and other concessions have been added. Mao's plans for rotating one-third of the land out of cultivation each year appears to have been permanently abandoned as the realities of food shortage were faced. Of ficial propaganda now talks of years of hard struggle be fore the c o m'm u n e s can achieve Mao's version of Utopia.
