ROBERT SMITH Mail Tribune Washington Correspondent - Washington (Special) - Op ponents of the proposed Ore gon Dunes National Seashore , have a strong ally high up in the Eisen hower admin istration - As sistant Secre tary of Agri ture Ervin I Peterson. Peterson is flatly opposed a. bom. sout to the legisla tion introduced by Sen. Rich- ard L. Neuberger (D-Ore.) for creating a national seashore on the Oregon coast between Reeds port and Florence. The Department of Agricul ture has prepared an adverse report on the proposal which will be sent to Congress, Pe terson said in an interview. "The bulk of that area is in national forests," observed Peterson. "People can go in there for recreation. They can hunt, they can fish, they can get to the beach. I fail to see that there would be any pub lic benefits in Uncle Sam tak ing off his forest service hat and putting on his park serv ice hat" Would Transfer Jurisdiction Peterson was referring to the fact that if a national sea shore were created at the Ore gon Dunes, the federal juris diction would be transferred from the U.S. Forest Service to the National Park Service over those public lands now administered in that area by the Forest Service. The For est Service is one of the .Mnri(s of the Agriculture Department which come un der Peterson's responsibility. The Park Service is under the Interior Department. " When it was suggested that one reason advanced for cre ating a national seashore is that it would be widely publi cized as a tourist attraction, Peterson acknowledged that the Forest Service has "bally hooed" its recreation areas. But he argued that, despite this, recreation use of the na tional forests has doubled m recent years. . "The issue involved nere, contended Peterson, "is single .use vs. multiple use. That area is essentially a recreation area, but it has agriculture po tential." Peterson a native of North Bend, Ore., spoke of timber cutting in the forests, and the growth of . commercial inter ests on the private land that would be taken over by the Park Service. "Do you throw all this out in favor of one use?" he asked. What about the ' proposed bill of Interior Secretary Fred A. Seaton that would give him authority to go out and create three ' national sea shores at places he considered appropriate? Peterson said his depart ment favors this bill, as long as it is amended to exclude areas involving national for ests. VI think it's in the public interest to preserve our sea shores," he averred, noting the vanishing shoreline on the Atlantic Coast. Little Liklihood Seen With the Agriculture De partment opposing the Neu berger seashore bill, and the Interior Department thus far shying away from it in prefer ence to Seaton's bill, there ap pears little liklihood that the Budget Bureau the legisla tive clearinghouse for the president - will be able to grant a favorable report on the bill. The Budget Bureau has cleared Seaton's general au thority bill, with its request for authorization to spend up to $15 million in buying up land for creation of three na tional seashores. Budget Bureau support, or that of the entire Eisenhower administration, is not a re quirement to get a bill enact ed by Congress, . especially when control of the legislative branch is held by the opposite party. But is materially im proves the prospect of success. Prison Magazine Lists Reasons for Inmate Downfall Atlanta (CPU - Have you ever passed by the cold, high walls of . a prison and wondered what manner of man was be hind the barrier? , The answer has been pro vided for one famous prison - the U. S. penitentiary here by the alert editors of the institution's slick paper maga zine, the Atlantian. They spent 'six months in terviewing 500 prisoners to get their facts for "Project Prisoner," a statistical study that has won praise from famed psychiatrist Dr. Karl A. Menninger and from War den Fred T. Wilkinson. The project, Wilkinson said, was particularly useful be cause it encouraged prisoners to ask themselves: "Why did I get this way?" Women Rate Low Contrary to what may be popular belief, women and gambling did not put the skids to the prisoners as much as other things did - for exam ple: bad company (25.7 per cent), liquor (21 per cent), emotional problems (17.6 per cent) and broken homes (13.4 per cent). Women rated 9.3 per cent on the downfall scale and gambling only 3.7 per cent. Inmates of the penitentiary are a bit above the average in intelligence and 62.7 per cent said they attended church in the outside world. Homes Not in Bad Light As for conditions in homes .irom w n l c h the prisoners came, the statistics do not show them in a bad light. More than 70 per cent of the 500 men said readily . they were from "happy" homes which had an "average" liv ing standard. In 66 per cent of the cases, no other member of the family had been in trou ble. But there was a high per centage ot aivorce 43 per cent. The highest percentage mark (83.2) came in answer to the question: "Do you plan to go straight?" Among the dissenters on . this question, however, came this plaintive reply from a man serving his sixth term at the age of 30: "When I leave I will have about $30 and that is all no clothes, no home, no place to go. I will have to steal to get by. I started, and once you have started, what is the use of stopping?" Further Evidence The magazine project con tained further evidence that there is no such thing as a "criminal face." The feature included a photograph of 20 men - 10 inmates and 10 members of the prison staff. Members of the UPI bureau here took the prisoner face test and almost everyone flunked. Commenting on the prison magazine study, Wilkinson said that he hopes to see the day "when the same type questions (put to the prison ers) will be asked by mem bers of society who stand by guiltily when the prison doors close greedily behind the sym bols of its failure." Wall Street Chatter New York-ilJPD-A final set tlement of the steel strike will not result in a marked inflationary trend, asserts the International Statistical Bu reau. " The Bureau says the in crease resulting from a settle ment would be only nominal ly reflected, in higher . steel prices and cost of living. It noted that marked in crease in wages with a re sultant sharp gain in prices would certainly have a gen eral impact, but this is "hard ly likely to occur in the settle ment of the steel strike."
