Tungate, 413 Rom lane, Medford, was grad uated recently from the Naval Training center, San Diego, fjalif., as an honorman. He attended Southern Oregon college before entering the Navy. Land Management Activities Reach Anticipated Peak Here h'euberger Opposed To Appointments Portland-flJPD-Sen. Richard L. Neuberger (D-Ore.) said here Thursday night that po litical appointments to West Point, Annapolis and the Air Force Academy should be abolished. He told the Lynch Park school PTA that the Coast Guard Academy followed "the proper procedure, with no Congressional appoint m e n t necessary to secure entrance as a cadet." "Our military services de serve as regular officers the finest of the nation's youth," he said, "from the standpoint of intelligence and physical fitness, and political endorse ment should have nothing whatsoever to do with.it." Land management activi ties in the Medford bureau of i land management district for the three months' period end ing Sept. 1 reached the antici pated peak, according to Dis trict Manager Ross A. Young blood. Sales activities during the period went along at a rapid clip, with 41,278,000 board feet being sold at an average bid price of $35.60 per thou sand. The volume of timber was appraised at $1,120, 723.90, but the bidders thought it was worth $1,470,- 431.95. Timber sold was located in 12 tracts with an average vol ume of 3,440,000 board feet per tract; the bulk of the vol ume was located in Josephine county. Klamath county rated second in the bulk of the vol ume sold, and in that county, 10,577,000 board feet was bidded in; approximately all of this volume went to Klam ath Falls mills. Lack of Roads The BLM expected to offer and sell, in the same period, 47,607,000 board feet of tim ber, but lack of adequate ac cess was the impediment that blocked offering the total vol ume planned, Youngblood said. Collections of all classes for the period was about three fourths of a million dollars above the actual bid-in price of the timber sold, he said. Collections totaled $2,142, 314.25. As a comparison, col lections in the current-year period were about $676,000 above those for the same pe riod a year ago. The increase in collections could mean the effects of two things, Youngblood noted. One is that timber is being cut at a more rapid rate than it was a year ago, and two, that, the volume of timber sold in the present period in creased over the volume sold in the same period last year. On the basis of the O and C Act of Aug. 28, 1957, 75 per cent of the amount collected is distributed to the 18 west ern O and C counties in lieu of tax payments on a pro rata basis; but with the ap proval of the counties, 25 per cent is retained and reappro priated by the Congress for the construction of access roads and the reforestation of denuded O and C lands. Trespass Cases The processing of trespass cases absorbed a good amount of manpower during the three month period. Thirteen cases were processed and total col lections amounted to $9,722. 39. Compared to the last fiscal year, the collection for the past three-month period was above average, he said. The volume of timber on the average case processed totaled 12,000 board feet and was valued, on single!-stump-age appraisal basis, at $298.50; thus, the total value of all timber trespass cases process ed during the period was $3,880.79. The majority of the trespass cases were in Jack son county, he said. The highest collections, next to timber sales, during the past quarter was for ac cess road maintenance fees. A total of $9,938.86 was col lected, with the majority of the money coming from BLM Galice and Kelsey-Mule Creek access roads. In the early summer the West Fork of Evans. Creek access road was completed, but at the present no main tenance has been performed on the road by the BLM. Since this is in the granite soil area of Jackson county, it is expected that some main tenance work will be required on the road during the winter months to keep it from de teriorating, Youngblood said. Bridge Offered In the three-month period, the Thompson Creek bridge in central Josephine county was offered for construction, and Rolla Bryant of Medford was the successful bidder at $16,613.20. Supervision of con struction is under the bureau of public roads. Bids were opened Oct. 21 for construction of . the Can trail bridge on the Applegate river just west of Rucn. Con struction of the bridge over the Applegate river' will open up approximately 10,000,000 acres of O and C timberlands with an estimated volume of 64,000,000 board feet of mer-. chantable timber, Youngblood said. The current timber sale plan for the 1960 fiscal year required the removal of sev eral tracts of timber over the proposed Cantrall bridge, but the lack of getting the design of the bridge completed pre eluded offering the timber on schedule, he added. The bureau also plans to advertise the construction of the Galice "C" Section, an extension of the Galice access road in western Josephine county. It is expected that the new road will make available a volume of timber in excess of 120,000,000 board feet of BLM timber. This road is known as the Keno access road and, when completed, will be approxi mately 28 miles long. Tareet date for the com pletion of the road is the fall of 1960. The completion of the eastern portion of the road will be of great value to Klamath Falls mills, he said. During the period the BLM had a bureau of public roads location survey crew engaged in making road surveys in Jackson county. Approximate ly 18 miles of road were lo cated in the Lost creek and Soda creek areas. The approaches and design of the Murphy Gulch bridge were made by the bureau of public roads survey crew. The local office's engineering staff made extensive road recon naissances in the Whiskey creek-Lucky Boy area of west ern Jackson county. During the period 16 miles of timber sale roads were constructed by BLM timber buyers; the estimated cost of the 16 miles of road is $170,000. Twelve right-of-way agree ments were completed during the period, one of importance being with the Weyerhaeuser company and involving inter mingled blocks of BLM and Weyerhaeuser company land in western Klamath and east ern Jackson counties. The BLM acquired asements from the Weyerhaeuser company kfor the construction of the Keno access road. Also, a right-of-way agreement was completed with the Medford Corporation, involving BLM and Medco lands in the Butte Falls area. Reforestation Program . The Medford BLM district's reforestation program pro trresseri alone satisfactorily during the three-month pe-1 riod, Youngblood noted. Scari fication work was started on 495 acres. The work is not expected to be completed un til early next spring. A goal of 2,500 acres for planting was set by the BLM during the current fall period; how ever, the lack of availability of seedlings may preclude ob taining this goal. At present it is expected that this dis trict will be short 100,000 seedlings, although no ac curate count can be made un til the time of lifting of the seedlings from the nursery, he said. t BLM foresters are present ly assisting in the readying of 507,000 ponderosa pine seedlings which are to be planted on 879 acres under tprms of BLM timber sale contracts. Presently it is ex pected that bids for the plants ing of 700 acres will be offer ed shortly. Treating of 4,500 infected sugar pine trees with acti dione to kill the infection was performed during the period. It is expected the Rockefeller Favors Hew York for Fair Washington -(CPD- Gov. Nel son A. Rockefeller said Fri day New York City should be the site of the 1964 World's Fair because it has been "for many years a dramatic sym bol of free America itself." Rockefeller headed a New York task force in the "battle of three cities" over a loca tion for the next World's Fair in the United States. Washing ton and Los Angeles are vying with New York for the honor. The three cities sent dele gations to testify before a special three-man commission which is investigating the feasibility of a fair in the United States and report on it to President Eisenhower. Bureau employees have found that the use of the air plane is a benefit in making preparations for timber sales, helping in the location of roads, finding bug - infected trees, . and developing long range forest resource plans. In this period, the BLM men utilized 15 hours of fly ing time. The plane used for this service, wjs rented from the Rogue Valley Flying Service and was piloted by Stanley Y. Shepard, BLM em ployee.
