Honesty Said Chief Safeguard In Oregon Voting Salem -flJPD- The principal safeguard in Oregon against stuffing the ballot box at the next election is the honesty of the individual . voter and the alertness of election boards in challenging voters, according to Attorney Gener al Robert Y. Thornton. His comment was made in the wake of an opinion which solves some knotty problems for voters and county clerks and also points up some am biguities in Oregon's election laws. The opinion held that: ... A registered elector must cast his ballot in his own precinct in order to vote for county officers. Certificate Not Required . . . Voting outside the pre ' cinct in which he is regis tered, a registered elector with or without a certificate of registration may vote in any county ot the state for state officers or congressmen, but not for county officers. The law does not make a certificate of registration a requirement for voting out side the voter's own precinct It states only that a voter may obtain a certificate of regis tration, but not that he must obtain one. That means that if a voter is willing to lie about his registration, and the election boards are careless about their records, a voter with a fast car theoretically could cast ballots in several differ ent counties on election day, Thornton said. " Fluoridation Said Gaining i ...... In Popularity New York - (Science Service)- Fluoridation of commu nity water1 supplies is becom ing increasingly popular throughout the world, a Brit ish dentist said here. Seven European countries are already adding fluorides to their water supplies, Dr. W. Stewart 'Ross, London, said in a panel discussion at the centennial .meeting of the American Dental Association here. . .. ... The countries are Belgium, The Netherlands, Sweden, Russia, Czechoslovakia, Great Britain and the German Fed eral Republic. Interest in fluoridation runs high in South America and 'Europe, he said. However, not all countries are adding fluorides to their water supplies. Others Expected To Follow The British dentist pre- - dieted that once water fluori dation is instituted on a na tional basis in one or two countries in Europe where the maioritv of inhabitants get . their water "on tap," other countries will follow suit. One reason the adoption of fluoridation has taken so long in Europe is that Europeans believe it necessary to conduct their own investigations into the decay-inhibiting proper ties of fluorides. Despite the uniform results obtained in widespread U. S. studies, investigations are - being conducted in Europe be cause drinking , and eating habits vary from . country to country and democratic feel ing exists which tells Euro peans "to let us see. for our selves." In South America Another panelist, Dr. Juan Chaneles, Buenos Aires, said that several South American countries have decided - to adopt fluoridation, which he described as "one of the few rational procedures in the fight against dental caries." The procedure is being tested in several small towns in Brazil, Chile, Colombia, Paraguay, and Venezuela. Adoption of fluoridation, in South American countries has been slow due- to a lack of necessary funds, and the ur gency of sanitary problems, he said. 54th Year Price. 1 0 Cents Medford i.Jf A T T Third Section MEDFORD, OREGON, THURSDAY, SEPTEMBER 17, 1959 14 Pages Something New I n-City Motel Will Be Tested in Manhatten mm 1 " h ' J( Elmer Wtlzer By ELMER C. " Steinberg believes that this idea of motor inns in the cen ter of big cities will develop into a trend throughout the nation. : - - J " This type of development fits into a plan of many cities in trying to lure back some of the tourists they have lost in recent years to poor road design. The ribbons of concrete- state roads - often run to the edge of a town and then leave the tourist to wind 'his weary way through a maze of streets to his destination. Today the roads are being planned to carry the tourists through the cities and hence the need; has developed for new, motor mns so that they can ! visit . the larger -metropolises .. - - .
