Khrusfichev Train Ride to New York Suspense-Packed New York - (DPD Soviet 1 Premier Nikita Khrushchev's train ride from Washington to New York today was suspense-packed as a movie spy thriller. His crack 15 ? car, express train was preceded by a "pilot train" carrying secret service men, Soviet secret police and Pennsylvania railroad detec tives. " The passengers on the pilot train packed pistols instead of luggage. Express Next Right after this train came the Khrushchev express, made up of two locomotives, empty coach cars, three luxury par lor cars, a diner and a glass paneled observation car. ' Upon arriving in New York, Khrushchev and his party was protected by 3,300 police men, .including a personal bodyguard of 16 six-footers. ' More than 1,000 local, coun ty, state, federal aid railroad . policemen combed the entire Washington-to-New York rail route yesterday, checking every bridge, tunnel, trestle, station and crossing. , Everyone of these points was under guard when the Ted express rolled through. UPI Correspondent Washington (DPD Nearly 90,000 human beings will be salvaged from life's scrap heap this year through a re markable v government pro gram on which the taxpayers actually turn a profit. For want of a more imagi native name, the program is called "vocational rehabilita tion." It combines -modern medical treatment, special training and job placement services to restore ' disabled men and women to useful, self-supporting employment. The work of manpower reclamation is carried on by state agencies, with the Fed- eral government picking up two-thirds of the cost. During the 1959 fiscal year which ended June 30, the total Federal-state expenditure was $73,337,000. . i - . : Return Counted As a return on this invest ment, the nation can count 80,720 graduates of vocation al rehabilitation programs who resumed productive wor during fiscal 1959. About 4,000 of them went into professions, including such fields as teaching, en gineering and medicine, wnere trained personnel is critically lacking. "More than 9,000 went into skilled trades, and 7,000 into agriculture. The others entered clerical, sales, semi - skilled and un skilled jobs in a wide variety of industries. One-fifth of those rehabili tated during tne past year had , been on public r relief rolls. Their return to wage earning status will save the taxpayers more than $15,000, 000 a year in assistance pay ments. ; r Earning Power Increased The others had been earn ing small amounts through part-time work. But rehabili tation increased their earn ing power by an average of 600 per cent. Experience has demonstrat ed that a rehabilitated work er, through increased income taxes, will repay the govern ment . within about three years for all that it spent on him. Federatetate rehabilitation services began on a modest scale in 1920. In 1954; Con gress enacted Public Law 565 inviting every state to expand its program sharply, . with the bulk of the cost under written by Federal grants. Some states moved swiftly to take advantage of this offer. The number of workers rehabilitated annually climb ed to 60,000 in fiscal 1956, to 70,000 in 1957, and. to more than : 80,000 in fiscal 1958. The estimate for the 1960 fis cal year now in progress is 90,000. Many Stales Fail aut mere are still many states which are failing to make full use of the oppor tunity provided by Public Law 565. Indiana, for . ex ample, used only 44 per cent of the Federal funds alloted to it during fiscal 1959. Texas took only 54 per cent, Ohio 57 per cent, Maryland 64 per cent. Altogether, 17 states used less than three-fourths of their allotments. - ' Why any state should drag its feet on this program is a mystery to Miss Mary E. Switzer, director of the U.S. Office of Vocational Rehabili tation. Despite the "spectacular ad vances made since 1954," she said in an interview, the na tion has barely begun to pro vide vocational rehabilitation services commensurate to the need and the opportunity. "There are at least 2,000, 000 disabled persons in the country today who can be re habilitated," she said. More Being Disabled "Each year, diseases and accidents disable about 250, 000 additional persons or about three times as many as are being rehabilitated under the present program." Miss Switzer said that mo dern medical science, coupled with proper training and job place irient' techniques,has made it possible to rehabili tate many severely handicap ped people whose cases would have been considered "hope less" a few years ago. For example, the rehabilitation of paraplegics - persons para lyzed from the waist down "has become almost routine" whereas it used to be regard ed as a near-miracle. Rehabilitation services are tailored to the need of each individual. They include med ical diagnosis and treatment, including surgery and the fit ting of artificial limbs where required; counseling and apti tude tests to choose a suitable type of work; vocational training courses, and job placement. Wal ter Norblad (R-Ore.) told U.S. Post Office officials in a let ter Wednesday that he was against the proposed conver sion of the post office at Jen-1 nings Lodge in Clackamas county to a branch of the Port land office. He told W. E. Birdsall of the department's bureau of opera tions here that he felt "all of the offices in the Portland fringe area of Washington and Clackamas counties should be kept independent." Norblad said there were "al together too many residences in these two counties" which have Portland addresses and which cause "a mix-up as far as auto license fees and simi lar matters concerning the help him get started. Many blind persons, for example, are helped to establish vend ing stands (and are given priority for location of such stands on Federal property). Whole Cost Paid for Poor The government pays the whole cost of rehabilitation for the poor. Those who are able to pay for their own medical treatment are requir ed to do so. ! Finding : jobs for rehabili tated workers has become easier in recent years. Al though some -employers still refuse to accept them, many others have responded to a "hire the handicapped" edu cational campaign. The chief weapon in this campaign are hard facts - re peated surveys . which show that handicapped workers, when placed in the proper jobs, actually produce at slightly higher rates than un impaired workers on the same jobs. i, Newly-Developed Copy Machine May Be Shown Premier Washington (Science Serv ice A machine that can copy a printed page every second may be a highlight of Soviet Premier Khrushchev's sched uled tour through Sanford Re search Institute at Menlo Park, Calif., Science Service has learned. : Developed at SRI, the ma chine is so new that it is still "unborn" commercially. To Advance Knowledge Stanford Research Institute, only loosely connected with Stanford -University, was founded in 1946 "to help ad vance the storehouse of scien tific knowledge." SRI enters into " non-profit contracts for research with' industry and government. It has gathered a staff of 1,800 people, 200 of whom are Ph.Ds, and has an annual research budget of about $22,000,000.' It is situ ated "on a 50-acre tract having a permanent building and sev eral temporary structures built as an Army general hos pital during World War II, but never used as such.
