The complainants would submit affidavits to the presi dent, who in turn would refer them to the civil rights com mission. If the commission found the complaints to be valid, the president then would appoint any local fed eral official in the affected county or district to step in as registrar, The federal official would handle these duties until the president saw fit to. return registration to local control, Other Proposals Other proposals on voting: Census compilation of fig ures on registration and vot ing, including race. , . A law requiring preserva tion of registration records for five years.and making them subject to public inspection. Authoriz tion of the com mission to apply directly to a federal court for aid in en forcing a subpenarather than making such application through the attorney general. Recommendations on hous ing primarily concerned a change of federal policy de signed to guarantee equal op portunity for all races, and suggestions that local authori ties set up bi-racial panels to work out housing problems, Storey, Battle and Carlton expressed the view that the recommendations were keyed to integration, rather than housing, and, if carried out, might result in "dissension, strike and even violence." Offices Wrecked At Little Rock . Little Rock, Ark. -(UPD Ex plosions Monday night wreck ed an. occupied office in the Little Rock School Board building, damaged a building housing the private offices of the mayor, and demolished the fire chiefs city-owned sta tion wagon. : No one was hurt. Assistant Police Chief R. E. Glasscock did not know if the explosives, possibly dynamite, were set or thrown. The blasts, on the eve of the opening of the city's grade and junior high schools, came minutes, apart. . , Police Chief Gene, Smith, who turned back a demonstra tion marching on Central High school when it opened integrated: Aug.. 12, .immedi ately called all men to duty. He ordered lights turned on in all the city's school build ings for the remainder of the night. ', No arrests were made im mediately.
