School Boundaries Noted for Students In Bedford District Medford school district of ficials have announced boun daries for elementary and Junior high schools in the district. Boundaries are: Jackson School Area All territory north of the center line of West Main st. and west of Holly and Welch sts. to its intersection with Sage rd. and including Ross lane. Students on this portion of Ross lane will be trans ported, to Jackson school. Jefferson. School Area Thaf portion of the school district south of the center line of West Main st. from the Southern Pacific Railroad tracks to and including both sides of South Oakdale st. Also that portion of the dis trict south of the center line of Stewart ave. to the bound ary line of the Griffin creek area. Lincoln School Area That area between Bear creek and the Southern Pa cific Railroad tracks exclud ing the small area east of South Riverside ave. and south of East 12th st. whose student residents may attend Roosevelt school if more con venient. Also the area north of Main st. from and includ ing Holly and Welch sts. east , to the railroad tracks. The northern boundary of this area follows the boundary line of the old District 549C where it joins the Howard school area. Hoover School Area . All territory east and south- - east- of the Roosevelt school ' service area boundary and ex tended to the school district boundary and the original Lone Pine school district west boundary. , ; , . ' -Roosevelt School Area . ' All territory south of Spring st., east of Bear creek; west of (and including) Sunrise ave., Glen Oak court, and Barneburg rd. Also Aloha ave.r as well as that part of ' Valley View between Harri- ron st. and Capital ave., and Capital ave. west of the inter section with Valley View dr. Wilson School Area All territory east of Bear creek and north from and in' eluding Spring st. to the north school district boundary. Stu dents on Biddle rd. will at tend here. The eastern bound ary will extend to the west boundary of the original Lone Pine school area but that portion of the former Lone Pine district west of Crater Lake ave. will be in cluded in the Wilson school area. : Washington School Area All territory west of South Oakdale st. through Cherry lane between the center line of West Main st. and the cen ter line of Stewart ave. Oak Grove, West Side, Griffin Creek, Ruch, Jacksonville, Lone'Pine and Howard School Areas These school areas will have the same boundaries as in other years. That portion of the former Lone Pine school are west' of Crater Lake ave. will be included in the Wilson school area. Hedrick Junior High School Area : That area of this school dis trict east of Bear creek. In addition that area between Bear creek and the Southern Pacific Railroad tracks from Fourth st. south to the school district boundary. Junior high students from the ', Howard school are attend here. McLoughlin Junior High School Area That area of . M e d f o r 6V School District 549C west of Bear creek from the ' north boundary of the district south to Fourth st., and that area west of the Southern Pacific Railroad tracks from Fourth st. south to the school district boundary. This machine, one of .21 postal improvements on ex hibit, could be on duty day land night. -You simple put the parcel in the machine on ' a scales platform, dial the ,zone : number the parcel is being mailed to, punch in how much 'insurance you want, put in. your, money and get your change. The machine does the rest and your package is mailed. -Automatic Vendor ' Another machine that may find widespreadVse. through- out the U.S. is ah automatic vendor of money o r d e r s . Another vendor sells stamps, postal .cards, , envelopes and stationery. . Mr. Summer field's an nouncement that a new, fully automated post office is sched uled for Oakland, Calif., to handle West Coast and Pa cific-going mail, is part of the post office department's crash plan to 'catch up" with the present and foreseeable mail situation. He said U.S. post offices handled 61,000,000,000 pieces of mail last year and double that volume is foreseeable. Meanwhile, until recently, Congress had made no ap propriations for new buildings since 1938. The department is now getting three new post office buildings ;a day and expects ; to be getting six a day by the end of the year. Ldck Box Service Mr. Summerfield foresees many "self - service post of fices," which would offer lock box service, and contain patron-operated mahines.' These proposed post offices could be unattended, but serviced about four times a day by a nearby main station, he said. " Bigger post offices may get such highly automated equip that can read typed or printed addresses with an efficiency of 75 per cent, machines that can face and cancel 3,000 pieces to 300 .destinations an hour. Freeman of Minnesota is pushing a new tax gimmick which promises to stir up in terest even if it doesn't go very far very fast. His proposal would encour age states to rely more on state income taxes and less on sales taxes and similar levies to cure their budget troubles. It would virtually force those states still without in come taxes to adopt at least a minimum tax on income. - Chief objective of the plan would be to help state legisla tures levy whatever taxes were needed without fear of scaring away industry. But Congress would have to coop erate by making a major and expensive change in the fed eral income tax system. Freeman starts with the pre mise that there is no end in sight from pressure for bigger state budgets and higher tax es. But he sees legislatures functioning under a "paralyz ing fear" that they will create a tax climate unfavorable for industry. . He proposes to erase that fear, by providing a federal in come tax credit for state in come taxes paid. The present federal income tax law allows the deduction of state income taxes from personal income before the tax is computed. A tax credit is subtracted after ' the taxr" is computed. Thus the Freeman plan would allow the state income taxpay er to subtract, up to a certain limit, his state income tax from his federal income tax. A state without an income tax would be forfeiting the revenue to the federal treas ury because its citizens could not take the tax credit. Congress did agree to a sim ilar plan 35 years ago when it allowed tax credits for state inheritance fax payments. Freeman threw his proposal on the table before a tax panel at the recent governors' con ference at San Juan P.R. It got a cold reception. As Freeman outlined its sDe- cifics, the proposal in effect would transfer $4 billion a year from the federal treasury to the states. It has been attacked as an interference with the rights of state legislatures to levy taxes as they wished. He replied that it would give states great er financial strength to handle state responsibilities which otherwise would be taken over by the federal government. Quietly but significantly, Caution Urged in 'Benevolent' Groups Persons solicited for mem bership in "benevolent so cieties" are urged to proceed wtih caution by Don McNeil, manager of the Jackson Coun ty Chamber of Commerce. Eleven 'such societies are currently the subject of an action filed by Attorney Gen eral Robert Y. Thornton. "It is ; my opinion," Mc-. Neil saidr "that until this matter has been completely cleared through -the Attorney General's office, we can only suggest to inquirers that they proceed with caution. Lack of information based upon fail ure to investigate often leads to misunderstanding and disappointment.", "" SP 2-9937 Jt"3. ' Thornton s action came soon after a Multnomah Coun ty grand jury had given the benevolent societies a "clean bill of health." - The Better Business Bureau in Portland has stated that it has received complaints from persons who joined benevo lent groups, "seemingly under the misapprehension, that they had purchased insurance coverage." Gov. Robert Smylie of Idaho suggested that the tax credit plan be studied by the Federal-State Action committee. Smylie iS co-chairman of that committee, which repre sents the governors' confer ence the national administra tion.
