York (LTD .- The largest middle-income housing project in history 6,350 apartments totaling 26,700 rooms was under study to day by the New York City Planning Commission. City Construction Co ordinator Robert Moses sub mitted the plan to the Board of Estimate . Thursday. The board referred the plan to the commission for further study. The project would be con structed on the site of the de funct Jamaica Racetrack in Queens county. Total cost of the project was estimated at $85 million.
