A Friday, July 31, 1959 Stale Hospital Approved by AMA For New Program Salem-uIPD-The State Board of Control head Thursday that Oreeon State hospital had been aDoroved by the Ameri fan Medical association as one of the few state hospitals in the country where a doctor can become a psychiatrist. The AMA approved a three vear residency program at the hospital for doctors to qualify for psychiatry. Currently the hospital has a two-year train ing program. 'ZTthe board took no action on a report of the Capitol Planning commission which suggested a study of proposed walkways from the capitoi to the new labor and industries building and also increased parking facilities. Mark Hatfield said he thought it would be "illusion- ary" to go ahead with studies now. z; He based his views on the fact that the "referendum on the major state tax bill may Be successful and that the peo ple must also vote next No vember on a bond issue for buildings." T There would be plenty of time for studies next year, the governor was informed. The board of control staff said they would meet Aug. 12 with applicants for superin tendent of the mid-Columbia Home for the Aged at The Dalles. As a policy matter, the board decided to consider in dividual cases of deaf children who appeared to be receiving no help from the state school for the deaf here. , The board will also study whether or not to hire a teach er of the deaf at Fairview home for the mentally re tarded. Governor Hatfield thanked Art Handley, assistant board secretary, for his service to the state and wished him well In his new job as deputy com missioner of the Wisconsin Administration Department. State Legislatures Reach Into Wallets to Keep Books in Black STEAL-AWAY Eureka, Calif. -fiJPD- Herbert Whitney invited his son and daughter and their families to spend the week end at his summer cabin. But they didn't have much fun. When they got there they found that someone had dismantled the 20 by 40-foot cabin and haul ed away the lumber. By RAYMOND LAHR United Press International Washington - (UPD - Jjf a t Legislatures reached inu tax payers wallets for hundreds of millions of dollars this year to keep state bank accounts in the black and finance record budgets. Lawmakers in almost all of the 46 states with legislatures meeting in 1959 have ap proved or still must approve budgets at. an all time high. In some cases, they found that the tax take from eco nomic growth or the bounce- back from the 1958 recession would cover the increased drain on the Treasury. But in many other states, the Legislatures glumly agreed that they had to raise taxes. Some tried new tax gimmicks but most of them simply raised income taxes, sales taxes or excises on liquor, beer and tobacco. New York, North Carolina, Oklahoma, South Carolina and Utah joined the federal government and about a dozen other states which im pose withholding taxes on paychecks to help insure col lection of income taxes. Idaho levied a $10 head tax on each income tax return filed. Oklahoma Goes Wet Colorado, Ohio, Maine and Utah put a tax on hotel and motel bills. Nebraska levied a new tax on pari-mutuel bet ting. The heretofore dry state of Oklahoma legalized liquor, and the Legislature promptly taxed it, $2.40 a gallon to yield sn estimated $3,500,000 a year. Cigarette smokers were a favored target in the search for new revenue. California, which had no cigarette tax, got a levy of 3 cents a pack age when the Legislature ap proved 222 million of Gov. Edmund G. Brown's 258 mil lion dollar tax program. Of 11 other states which increased cigarette taxes this year, Iowa and Wyoming went to four cents a pack; Idaho, New York, Ohio, "South Carolina and South Dakota to 5 cents; Minnesota Wi Penn sylvania and Washington, 6; SURE SHOT San Jose, Calif . - (UPD - A 7- year-old boy fired six shots at the targets in ;. shooting gal lery and missed five times. The sixth shot hit Richard Sikorski, 31, in the backside. The injury was more paintful than serious. and Vermont 7 cents. Accord ing to the Tobacco Institute, 25 states now collect cigarette taxes of 5 cents or more per package on top of the 8-cent federal tax. In Minnesota, the Legisla ture boldly approved slight increase in the beer tax, which had been untouchable for 25 years. Although it balked at a withholding tax, it also raised taxes on person al and corporate income, li quor, cigarettes and other tax sources as part of a 45 million dollar tax package. Besides California with its 222 million dollars of new taxes, states with six-figure tax increase packages this year included: Ohio, 275 mil lion dollars; New York, 273 million; Illinois, 135 million and Washington, 112 million dollars. In the crisis-ridden state of Michigan, the legislature ap pears to be moving toward a sales tax increase from 3 to 4 or 5 per cent, with an exemp tion for food if it goes to 5. Action along this line would kill off Gov! G. Mennen Wil liams' proposal for a new state income tax as part of his 140 million dollar tax plan. The Washington State Leg islature raised the sales tax from 3 13 to 4 per cent and increased other levies, too. Although they controlled the legislature, the Democrats failed to muster the necessary two-thirds vote to get a refer endum on a constitutional amendment . to authorize an income tax. Four Stales Up Gas Tax After the recent rash of state gasoline tax increases, fewer states reached for the motorist this year.r Among those which did were New York with a gas tax increase from 4 to 6 cents a gallon, Ohio from 5 to 7 and New Hampshire and West Virginia from 6 to 7. Proposed gas tax increases are still pending in Massachusetts and Penn sylvania. Several governors presum ed to have national political ambitions as candidates or kingmakers had to wrestle with record-breaking budgets and sizeable tax programs this year. Beside Brown and Williams on the Democratic side, they included Republi can Govs. Nelson A. Rocke feller of New York and Wil liam G. Stratton of Illinois and Democratic Gov. Michael V. DiSalle of Ohio. In California, where the Legislature concentrated on upper bracket taxpayers in voting an income tax in crease, Democratic members liked to compare their plan with what they called Rocke feller's "soak the poor" in come tax schedule. In an order delaying new state construction in Illinois, Stratton had Michigan in mind when he said his ad ministration was "not going to wake up some morning and find we can't meet our , pay rolls." .
