Sunday, July 19, 1959 Navy Official Admits 'Bad' Job in Negotiating Contracts Washington-(UPI-A Navy of ficial admitted to congression al investigators Friday that the Navy did a "bad" job negotiating 14 defense con tracts on which the govern ment was overcharged more than $12 million. -"It was bad-w admit it," Assistant Navy Secretary Cecil P. Milne told a House armed services subcommittee. Steps Taken Milne said the Navy had taken steps to prevent such a thing from happening again. but he could Hot "guarantee ' that it wouldn't. - Milne took issue, however, with a charge voiced in hear ings earlier this week that Navy negotiators were "in competent or ' deliberately careless." : "Navy negotiators are an able group, dedicated to the best interests of the govern ment," he said. "With ceptions, I feel reasonably certain that they measure up well with industry." Even so. Milne said, "It is inevitable that occasional mis takes and oversights will oc cur." Other congressional news: , Farm: Rep. L. H. Fountain (D-N.C.) charged that .there has been waste and poor man agement in the government's big, export program for farm products. And -he said the Ag-. riculture Department has tried to hide the facts. , Foreign aid: Senate - House conferees -continued efforts to reach a compromise figure on authorization of foreign aid funds. Adjusting Differences , : The conferees have been ad justing differences between the $3,543,320,000 Senate bill and the $3,542,600,008 House measure. President Eisenhow er asked $3,909,400,000 for foreign military and economic assistance during the fiscal year that started July 1. Sen. J. William Fulbright (D-Ark.), chairman of the Sen ate conferees, said the group was confident it could finish its work today. . - The lawmakers Thursday tentatively approved $1,400, 000,000 for military aid, a compromise between the Sen ate and . Doug las Scott Eden, Medford, Ore., recently assumed com mand of United States Air Force Recruiting service . in New Jersey. i The recruiting organization, Detachment 105, 3501st USAF Recruiting Group (ATC) has its headquarters in Newark, and has representatives in major cities throughout New Jersey; Rockland,' Orange, and Sullivan counties, New York. v Major Eden recently re turned from a four-year tour in Japan. He served as a per sonnel staff officer with the 41st Air Division at John son Air Force base on Hon-" shu, where he received a ci tation from the Japanese Air Defense Force for his advis ory work. Enlists in 1943 , " Major Eden enlisted in the Air Corps as a private in 1943 and became a captain at 21 He flew 28 combat missions in B-17's over Germany dur ing World War II, serving as a lead and squadron bombar dier with the Eighth Air Force's 100th Bomb Group. 4 The recruiting commander was awarded several decora tions for outstanding perform ance of duty and meritorious achievement. They include distinguished flying cross, air medal with four Oak Leaf clusters, distinguished unit Citation, good conduct medal, American theater medal, Europe-African-Middle Eastern theater of operations medal with four battle stars, World War II victory medal, national defense service medal, Air Force longevity service award with two clusters, and Armed Forces Reserve medal. Civilian Life He returned to civilian life . and college in 1945 and grad uated from the University of Oregon in 1947 with a bache lor of science degree in jour nalism and advertising. He worked in the advertising field on the West coast until recalled to active duty April, 1951. He accepted a regular commission in the U. S. Air Force in 1952. ' Major Eden is also a gradu ate of the Air. Command and Staff college and Industrial College of the Armed Forces I The Air Force Major's wife Anne, and three children Elizabeth 7, Margaret 3, and James 5, will join him short ly to make their home in New Jersey. - . , - He is the son of Mr. and ' Mrs. C.
