Recommendations The recommendations in cluded: That stream improvement activities be expanded above McNary dam, including stream clearance, laddering of falls and diversion screening. That further hatchery con stn etion under the develop ment program be deferred for "the time being" pending de termination of the effective ness of the lower river hatch ery program, and until the more serious fish diseases are brought under control. That greater emphasis be placed on research, particu larly in fish disease, nutrition and program appraisal. " The program, ' administered by the Fish and Wildlife Serv ice, is a coordinated effort of the fish and game agencies of Oregon, Washington, Idaho and the Service. Spawning Conditions Leffler also said the fish ery problem would not be licked "simply by solving the fish passage problem." He added: "It will be of little avail to pass the salmon and steelhead without being as sured of means of maintaining essential spawning and rear ing conditions, through either natural or artificial methods, for perpetuation of the re source." He can , read, write and speak French and Latin. He had two years of Greek and German. He won 70 per cent of his debates over a three year period and received the St. Thomas "Mr. Tommy" award as the senior who best represented the school's ideals. Tentatively, Bill plans to solve his scholarship dilemma this way: He will enter Yale as an Overbrook Fellow to study history next fall using funds from the Woodrow Wil son Fellowship. . In the fall of 1960, he will continue at Yale for his mas ter's degree using a Danforth scholarship. Later, he will work for a doctorate, by which he hopes to be teaching at some small college. Foiger's Coffee Drip or Regular Grinds II Kindergarten Level Homework Urged Minneapolis-flJPD-Dean Ath- elstan Spilhaus, University of Minnesota professor and critic of modern education has sug gested starting homework at the kindergarten level to pre pare the children for higher education. Spilhaus said the kinder garten pupil could be given some simple task such as bringing some item to school the next day. The tasks would become more complex as the child moved from grade to grade and would prepare him for the work load of higher education.
