Each is a con densed Torsion of a full-length thesis written as partial requirement for graduation at the school. RED CHINA . By Cart Stedman Tyler Communist China is a pow erful force dedicated to the defeat of the free and demo cratic nations in the Far East. The developments . in Korea, Viet Nam, Quemoy and Tibet are vivid examples of the means and goals of the Peip ing government. The United States does not recognize Red China. Our non-recognition policy of 1949 is not apt to change in the immediate future. Diplomats on Capital Hill continue to fear the predicted results of diplomatic recognition. Nonrecognitlon as a policy can be defended if the only goal is to maintain the status quo in world politics ' and peace. But in view of the pressing necessity for achiev ing an insured peace our policy is outmoded. Makes Advances The government on main land China has gained con trol of 600 million people. It has made, and continues to make, terrific advances in dustrially and ' militarily. "Communes" are being forced en the Chinese in an effort to intensify the control of communism. C o m m u n ism seems to be succeeding in China, even to greater, de gree than in the Soviet Union. As Red China grows in strength, the threat to the free world becomes greater. We cannot ignore the. possi bility of Communist domina tion of the Far East. Unless there is an unforseen revolu tion In China, it is possible that the Communists will grow In strength and accept ance throughout Asia. Com munist parties are now mak ing great gains in India, Viet Nam and other Southeast Asian countries. As moans of meeting the threat It is doubtful that dip lomatic recognition itself would prove very fruitful. This has been woven in Brit ain's futile attempts to estab lish .. normal relations with Red China after extending recognition to Feiping. Opinion Not Ready Besides. American public opinion is not ready to recog nize Red China. We do not easily foreet Korea, the Amer lean citizens held prisoner in China and other Communist agressions aeainst freedom Americans have been highly emotional and negative to ward any -friendly relation ship with Communist China. The nicture may be chang ing. This is suggested by' the fact that several congressmen, including Rep. Charles O. Porter of Oregon, have been able to take a strong stand favoring recognition and yet win reelection by a large ma jority. Still, the general con elusion of many foreign pol lev critics is that public opin ion -is not ready to recognize Red China. Anv chance in relations with the Peiping regime is made exceedingly difficult be cause of our . lack of knowl eee: The only factual infonna- tionQwe have about Commu nist China is that -passed on to us by British journalists, that nrovided by an assort ment of articles written by free-lance people who have observed Communist China for a short time and the some times accurate reports 'of the Peiping radio and press. This is one of the great weaknesses of our present China policy mo uxraersxancung We do not have, and have never naUj a icm uuuuswuu- ing of the Chinese people. This is due, in part, to a real lack of. knowledge and, in ' part, to a distorted picture of Chinese civilizations. A change in policy is need ed, but it cannot be an over night transition. It would be better to proceed slowly. We must feel out the possibilities of diplomatic recognition for Red China, but for the pres ent should hold onto our cur rent position in the Far East. A way of communication between the United States and Communist China must be found. If we do not have this, it will .be difficult, if not wholly impossible to achieve any long term plan to seme any major world issue such as controlled disarmament. As noted by Dr. Chao Kuo- chum, noted author of several books on China, we must em bark uflon a way which in cludes piecemeal, gradual and practical approaches toward the Peiping regime. We must obtain factual knowledge, if not understanding of Commu nist China. This might lead to a more realistic policy on the part of both governments. Important Step The first and most import ant step in such a plan would be the exchange of visits by private groups and individ uals. This would include sportsmen, musicians, non political groups, businessmen, journalists and others. Second should come the exchange of unclassified pub lished material. The exchange of newspapers, magazines, and other publications be t w e e n the two countries would benefit both by giving each some knowledge of the other. , Finally, trade in non-strate gic goods should be resumed. The goal of this proposal is to create good will between the peoples of the two na tions. With the establishment of exchanges it is probable that the American public would become more aware of the problems and "way of life in China. In turn, it is possible that the governments might take a more progressive attitude toward negotiations. A change in our China pol icy is inevitable. We should prepare ourselves to accept it. Smog Experts Study Problem Los Angeles-fflPD-Air pollu tion experts from throughout the nation today began a five- day meeting of the Air Pollu tion Control Association with about 1,000 delegates present and a forecast of medium to heavy smog. Seventy papers involving smog problems will be read in the course of the meeting of scientists, engineers and government officials. Harry M. Pier executive secretary of the association, said cities and industry now spend more than $250 million yearly on air pollution ' con trol devices. He said Los An geles' smog problem is prob ably worse than any other citjrs. ' . "This means Los Angeles is an ideal spot for our dis cussion," he said. The local county air pollu tion control district predicted medium to heavy smog for today with a possible alert. PLUMP FEELINGS HURT Slough, England-IUPD-Magi-cian Alex McKeown told po lice Sunday that his wife, Gladys, 49, had vanished. Mc Keown, 57, married for 25 years and the father of two children, said she probably left because her feelings were hurt. He said he had told his wife she was too plump to continue as his stage partner. "Plump or not, I still love her," he said. When the services were over the President jumped into his chauffeur-driven limousine and headed for the course. By the time Roy got there by other means, it was too late to caddy for the Chief Executive. The President, however, had spotted the lad in church and on inouirinc of the pas tor, learned that it was not Roy's regular church. Later, the coif course when Ei senhower finished playing, he saw Roy lurking under tne trees. He called the boy over to him, folded $5 into his hand and said, "Here, Roy. That's for going to church today." Argentina Due Cabinet Shakeup Buenos Aires, Argentina -(UPD-President Arturo Frondizl will shake up his cabinet and replace some commanders of military districts to end his crisis with the military, weU informed sources reported to day. The sources said the gov ernment, elected with the help of Peronists and Com munists last' year, appeared to v.. hririinff its leftist associa tions and emerging more and more to the right as the army demanded. TVondizi seemed to have come through the crisis in rel atively good shape. t . Despite wild stories printed the end of last week in Argen tina newspapers and broad cast by radio stations, there was no move to impose censor ship. The freedom of the press served as a safety valve for popular discontent with Fron dizi's austerity program and as a result there were no pub lic demonstrations in Buenos Aires. .
