" Wednesday, Jum 3,1959 Seattle Area Engineers Vote To Accept Pact Seattle -4DPD-Operating En gineers of Local 302 in the Se attle area returned to work today after voting to accept a two-year agreement with the Associated General Con tractors. Tacoma Local 612 approved a similar proposal and is to return to work Thursday. However, end of the 24-day strike which has tied up heavy construction in western Wash ington and parts of eastern Washington apparently hinges on a decision by the Teamsters Union. Driven To-Meet t Bill Wallace, business agent of Teamsters Local 174, said construction drivers would meet here tonight. He said it was hoped the unWn would have a new contract proposal to submit to members for a vote. The Operating Engineers contract covers the period from June 1 1959 through May 1, 1861. It includes an across-the-board 30-cent hour ly wage increase retroactive to June 1 and an additional 25 &pte an hour effective JUfcel, 1960. ' Teamsters and spokesmen of the AGC met Tuesday with Federal Conciliator A 1 b i n . Peterson in efforts to reach an agreement. , ' Five Councilmen Favor Some Kind of Dog Control Ordinance Five of Medford's eight city councilmen favor some form of dog control ordinance for this city, accorenng'to a poll yesterday. Of the otfrer three, one thinks such an ordinance un necessary, a second thinks it wrKild be difficult to enforce and a third is undecided. Two of the five who sup port thg) idea have dogs of their own. The councilman opposed to dog control has none himself, while the one skeptical of enforcement pro cedure and the undecided ayember both do. The council was polled simply on the principle of a dog control - ordinance, of "leash law," since no specific measur is under considera tion at present. Difficult to Enforce Councilman Ed Hall,' Ward I, said, "I feel a dog control ordinance is very difficult to enforce." He said he thought it should be "up to the indi vidual to control the animal." Hall said building a fence to keep a dog in the yard would be expensive to ;the owner, while a leash or chain would be unfair to the dog itself. Enforcement measures, he continued,1 would necessi tate new items on the city budget. Rob inson described dog control as a "moral responsibility." "I would approve something of that nature if the details were worked out equitably," Councilman Stan Stark, Ward IV, replied in the poll. Asked if he thought Medford needed such a dog control ordinance now, Stark said, "I think so." Good Idea . ' "I think it's a good idea," Councilman '.Robert- Van Sickle, Ward III, stated. Councilman Al "Bradford, Ward II, said, "I haven't come' to a definite conclusion on how I feel about that yet. "I can't say I'd favor one now," Bradford said. But, he added, "It's worth exploring." 'Those councilmen who have dogs at present include Dun levy, Hall, Van Sickle and Bradford. Robinson said he has had dogs in the past and likes them. ' McCIure said the legisla ture "did an amazingly good job of holding the state's budget to a minimum while providing the, money for the services asked of the state." Some Senators Criticised He said too many people failed to correlate in their thinking the services demand- ed with the taxes paid. "We demand, and establish by v o t e, costly governmental services, then we pillorythose whom we have elected to levy ,the taxes for the same serv ices," he added. - McCIure had criticism for -"some senators" for what he oalled plotting to introduce a sales tax by crippling the in come tax law. "The advocates of the sales tax made a serious effort to ..get a sales tax on the ballot and, as usual, coupled it with an alternative designed ta.be so onerous that the peoplF of Oregon could be persuaded to accept a sales tax ashe less er of two evils," he said.
