THALER Geneva -CCTO- The Russians seemed to have changed their minds about a short and snap py foreign ministers confer ence. They appeared today to be gearing for a protracted period of difficult negotia tions. Three bits of evidence sup port this: -Soviet Premier Nikita S. Khrushchev's sudden decision to Visit Albania from May 25 to June 6. -Khrushchev's remark to a group of Americans in Mos cow that if the foreign minis ters do not succeed at first they should keep trying until they do. -A report that the Soviet delegation here had extended its contract for communica tions from Geneva to Moscow from June 8 to July 8. Motives Puzzle The motives for the appar ent Soviet change of heart have puzzled Westerners Some were disturbed at the possibility of new surprises from the Russians. Khrushchev is understood to have been directing Soviet Foreign Minister Andrei Gro- myko almost step by step in the conference so far. It was considered unlikely he would go to Albania for two weeks, where it will be more difficult to maintain this direct contract, unless he anticipated a period of wait- and-see tactics that would not produce any vital points need ing his personal attention. Reopening Oakes Case Said Unlikely Nassau, Bahamas (DPD Po litical sources said today it is extremely doubtful the nearly 16-year-old unsolved murder case of Sir Harry Oakes would c be reopened. They said this automatical ly would rule out any effort to recall the Duke of Windsor twho was governor here when I the Canadian multi - million I aire was found bludgeoned to death July 7, 1943. The lower house of the Ba hamian Legislature voted unanimously Tuesday to re open the case but the general belief here was the upper house would not approve the decision unless concrete evi dence was introduced. The lower house acted after Cyril Stevenson, representa tive for Andros Island and editor of the Nassau Herald, said he had new evidence and could name the murderer. Authorities said Stevenson had not yet Introduced the evidence. Dulles Remains in Grave Condition Washington -(UPD- John Fos ter Dulles remained in grave condition today at Walter Reed Army Hospital. The State Department has made no announcement since it said Tuesday that pulles, battling cancer and pneumon ia was losing ground. Republican and Democratic leaders Wednesday paid a moving tribute to Dulles in House floor speeches. They praised him as a "great Amer ican" who showed continued courage in shaping U.S. for eign policy decisions and ne gotiations. President Eisenhower awarded Dulles the nation's highest civilian decoration -the Medal ' of Freedom - in gratitude for his "tireless ef forts" in behalf of peace and freedom. IWA Votes Strike If Pact Unsigned Portland, Ore. Q7PB Mem bers of the International Woodworkers of Americja have voted in favor of a strike this summer if a "sat isfactory settlement" is not reached with employers. The IWA represents about 45,000 lumberworkers in Cal ifornia and the Northwest. Contracts with employers ex pire June 1. Harvey Nelson, chairman of the union's northwest re gional negotiating committee, said Wednesday the vote was 11,209 in favor of a strike and 3,3.49 against. He said the vote was taken by IWA locals in Oregon, California, Wash ington, Idaho and Montana.
