New tax Program for Oregon to Bring Some Levy Increase to Most Taxpayers Salem- (LTD -The tax pro gram adopted by the Oregon Legislature will bring some increased taxes to most tax payers. These increases will vary In accordance with their Income. . Dean Ellis, chairman of the atato tax commission, told United Press International that those in ' the, group of taxpayers with two depend ents in a joint return, whose total annual income is $3,000, will pay the exact amount of state and federal taxes that they do now; Under present tax law this couple would pay $7 in state 'taxes .and $59 in federal taxes or a total of $66. Under the revised tax schedule this could would pay $8 in state taxes and $58 in federal or a total of $66. A married . couple - with a total income of $5,000 a year under present laws pay $58 in state taxes and $408 in federal tax or a total of $466. Under the new schedule they would pay $60 in state taxes and $408 in federal tax, or just $2 additional. Under the rates to be in effect on 1959 incomes, pay able by April 15, 1960, a cou ple having total earnings of $10,000 now pay $270 in state taxes and $1,313 in federal Income tax or a total of $1,- 883. Next April 15 they will pay $311 in state taxes and $1,304 in federal taxes or a total of $1,615, or $32 additional total taxes. Single persons with no de- indents will pay only slight increases in the" three brack ets of income. Those with S3, 000 income would pay a total of $10 additional in state and federal taxes; those with $5,000 income would pay $19 additional and those earning $10,000 would pay only $14 additional total taxes. Simplified Return Tax Commission Chairman Ellis considers the simplified return, authorized by the 1959 Legislature, to be the most important of all revi sions made for taxpayers on salaries and wages who take the standard deduction. They will be permitted to file their withholdings statement in lieu of a tax return. The commission is author ized to compute the tax due, bill the taxpayer for any addi tional taxes or refund any excess taxes paid. The maximum limit on de duction of medical expenses has been removed but the present requirement that only medical expenses in excess of five per cent of the adjusted gross income may be deduct ed. Anything above that spent for doctors, and' hospital ex penses can be deducted. He said the new law requires holding property for five years to get a full 50 per cent tax exemption. In addition all capital gains must be re-invested in Ore gon or the gain will be fully taxable. This capital gains law was passed in the hope it would attract new inves tors in Oregon and prevent present Oregon investors from going to another state to engage in business activ ities. The new tax plan, which, as its main feature, eliminates the federal tax payment off set on " Oregon tax returns, will according to Ellis bring into the general fund approx imately $69.2 million a year. This together with receipts from the corporate excise tax, which was not disturbed, andj miscellaneous revenuesj to gether with use of a surplus which now stands at about $28 million, will carry the state through the next two years. But it is not expected there will be any surplus when the next biennium ends. The 1961 Legislature will be faced with the necessity of raising between $70 mil lion and $80 million in addi tion to the sum required to carry on state activities lor a two-year period. Just how this huge sum is to be raised will be studied by an interim tax committee. It is possible that a sales tax measure may be initiated and find its place on the Novem ber general election ballot.' Chaplin's Wife Expecting Seventh , t Lausanne, Switzerland -(DPD -Sources at Charlie Chaplin's j estate yesterday confirmed j that his wife, Oona, is expect ing their seventh child late this year. Chaplin celebrated his 70th birthday last month. Mrs. Chaplin, daughter of the late American playwright Eugene O'Neill, will be 34 in a few weeks. He and the former Miss O'Neill were married 16 years ago. They are the par ents of Geraldine, 15, Mich ael 13, Josephine 10, Victoria 8, Eugene 6, and Jane 2. Chap lin has two sons,' Charles Jr., and Sidney, by a former marriage. Portland Woman, Apparent Victim Of Slayer, Dies . Raymond, Wash. - (UPD -Mrs. Bertina Stephens, 41, of Portland, died in a hospital here Friday, apparently the victim of a slayer. Sunday, May 10, 1939 Council Adopts No-Shooting Bill An ordinance prohibiting the discharge of firearms in Medford's Prescott park atop Roxy Ann butte was unani mously passed Thursday night by the city council. The council also authorized City Manager Robert A. Duff to contract with Thompson and 'Stevens, consulting en gineers in Portland, for de velopment of plans for the proposed West Jackson st. swimming pool. Adoption of the ' na-shoot-ing ordinance became the latest step in current efforts to develop recreational facil ities on Roxy Ann. Other steps in the park's development are to be dis cussed at an organizational meeting pf Medford parks and recreation commission mem bers and representatives of interested service clubs called for next Friday at the Jack son county courthouse. Spokesmen for local boy scout groups told the com mission Wednesday of their interest in establishing a walk in camp and a day camp pn the slopes of the butte. Duff told the council last night that Stevens and Thomp son would charge a "standard" rate pf 8 per cent for work on the pool. He reported that thjs firm won a national prize last year for its design of the new pool at North Bend. Since funds for the proposed pool hero are limited, Duff said, savings may involve re ducing bath house facilities to 4 minimum. Arch Cape Tunnel Reported Repaired Astoria - (DPD - The state highway department reports that the Arch Cape tunnel on Highway 101 has been re paired. The tunnel was dam aged April 23 when an out-ef-contro! vehicle crashed in to a supporting timber inside the south end of the tunnel. Seven truckloads of tim bers were reported used in the repairs. Chavez Ravine Families Camp Out ' Los Angeles OJPD The bat tle of Chavez Ravine, confin ed to the courts for two years, was out in the open literal ly yesterday as 12 persons evicted from their homes and another 30 friends and rela tives camped out in protest over the ouster. . Although' most of the fam ilies involved had lived rent free in their small homes for the past six years during liti gation, they protested bitter ly when sheriff's deputies car ried out the eviction Friday. The land is part of that to be turned over by the1 city to the Dodgers for1 a new base ball park. The 4 state supreme court upheld the right of the city to reserve the land, orig inally restricted to housing, for the Dodger contract. Residents of the ravine ar gued they did not feel they were being properly compen sated fo rtheir property. Some just didn't want to leave, they told reporters, to make way for a ball park. t . , . Ouarles Died Of Heart Attack Washington -r (UPB - An au topsy showed yesterday, that Deputy Defense Secretary Donald A. Quarles died of a heart attack. A Defense Department an nouncement attributed death to an "obstructive coronary sclerosis ... a narrowing of the blood vessels" which cut off the supply of blood to his heart. ' .. :. The 64 - year pld govern ment official who was in line to become President Eisen hower's next Defense Secre tary, was found dead at his home here early Friday. He will be buried Tuesday in Ar lington National cemetery after simple military services. The loss pf Quarles present ed president Eisenhower with the task of finding a succes sor, and may signal a shake up of the top civilian com mand at the Pentagon. Per fense Secretary Neil H. Robert B. Murray Jr., exec utive vice president of Pan American's Pacific-Alsfska di vision, said the exact date for inaugurating the new service depended on the delivery of new Boeing 707-321 intercon tinentals. Murray said the first of the "321s," larger version of the Boeing 707 now in service, may be delivered as early as July. Scheduled service is ex pected to begin about 45 days after delivery. Jets' Sonic Boom Causes Phone Flurry Portland -0JPK Two jet F 102s stationed -at McChord Air Force Base near Tacoma, broke -the sound barrier Fri day night and . the sonic-boom set off a flurry of phone calls to newspapers and radio sta tions. A spokesman at the Port land air base said the two jet planes cracked the sound barrier flying above 35,000 feet. They reportedly were 2Q to 30 miles north of here. ' Electronics Unit Enlists Nine Men Naval Reserve Electronics division 13-5, composed . of men from southern Oregon, became one of the largest re serve electronic units In the country recently when nine new men joined the division, Stationkeeper R. D.. Church ill has announced. The five new recruits and three Navy veterans bring the complement to 73 officers and men. New seaman recruits are William Allen, James Conger, Larry Hansen, Markey James and Dean Lamp, all of Cen tral Point. Former Navy men joining the unit are Aviation Seaman Joseph Beeson, Ash land; Boiler Tender Second Class Fred Sutton, Central Point; and Boatsmain's Mate Third Class Bob Montgomery, Medford. Commanding Officer Lt. R. A. Schuchard, Medford, said the local reserve activitiy is at full strength and recently be came the only electronics di vision in' the 13th Naval dist rict this year to receive per mission to enlist an additional 12 men. : "The unit's offices are locat ed at 33 North Riverside ave., Medford: ing for her runaway " daugh ter and had been away from her' home for about two weeks. Her husband, James, said she left her home inlher car to search for her daughter, Dianne, 15. Stephens said he did not hear from or about his wife until she was brought into the New Riverside hospital here Tuesday, suffering from sev ere bruises. Pacific County Proscecutor Herbert Wiseland said, "At this time the only thing we can conclude is that the in juries were inflicted by an unknown person or persons." Police here said they quest ioned the woman after her admittance to the hospital but she was so badly beaten she could not tell them what had happened. A spokesman for the Pacif ic county sheriffs office said Mrs. Stephens was accompan ied to the hospital by an un employed logger named Lou Glazier. Stephens told officers their daughter had run away from home about a month ago. He said his wife left after hear ing reports that the girl took a bus for Seattle. ; Authorities were question ing Glazier in connecton wta the case.
