XU Friday, May 8, 1959 Major Offenses Show Decline in Police Reports Major offense reports in April were nearly a third lower than those in the nrpv. ious month and were also be low the figure for April, 1958, Medford police reDorted. April totaled 71, compared to luu in March and 82 a year ago, according to the department's monthly tally. Included in the total were 19 burglary reports, 6 auto theft reports, 4 reports of lar ceny over $50 and 42 of lar ceny under $50. J -me-; n ' jxusceuaneous oifense re ports, however, climbed from 611 in March to 678 last month, primarily from an in crease in reports of road and oriving law violations. Mis cellaneous offense reports for April, 1958, totaled 649. Rise in Offenses A sharp rise in sex offense reports-to 12 last month, from 2 in March and 5 a year ago -was recorded. Embezzlement and fraud re ports stood at 20, the same ngure as in March but twice that of April, 1958, while drunkenness reports climbed slightly to 38, compared to 35 in March and 34 a year ago. Nine cases of driving under ine influence of intoxicating beverages were recorded in April, compared to three cases last month and five the previous April. Road and driving law vio lations rose to 202 last month from 162 in March, while traffic and motor vehicle law violations totaled 270, com pared to 269. A total of 128 traffic cita tions were issued for viola tion of basic rule in April, 50 of them based on radar. This brings the total of such citations based on radar, since its use began Feb. 9, to 128 out of a total of 344. Jensen Fills Post Left by Donovan Kenneth W. Jensen of the Medford bureau of land man agement has been promoted to fill the vacancy left by Wil liam J. Donovan, who' was unit forester of the northwest Josephine forest management area. He was recently trans ferred to Washington, D.C., office of the BLM. Jensen is a graduate of Idaho university school of forestry. He has had prior ex perience in the pine forests of tne bureau in eastern Oregon and wide experience in for est inventory for BLM in western Oregon for which he received one superior service award for his high calibre work in the inventory field. Jensen has been with the bureau since 1952. Prior to his advancement "Jensen was assistant unit forester in the south unit of the Medford district. TEST POLICY Salisbury, Southern Rhode-sia-OJPD-The African National Congress said today it will step up its campaign to get shops, hotels and other busi ness concerns to put the con gress' "racial partnership" plan into practice. During the week end Africans also will visit European "whites only" swimming pools, theaters and churches to test their segre gation policies. Mark Hat field said the 50th Oregon Legislature which adjourned here Thursday "looked back ward" rather than 'pioneering for our future. The governor said "They have provided only another patch on the crazy quilt of Oregon taxation. Instead of truly broadening the tax base as was recommended to them in a comprehensive budget message Feb. 9, the Democrat ic leadership has socked the same taxpayers who have been hit so often and so hard for so many years The governor continued "had the base been broaden ed, vital needs could have been met such as those in elementary and secondary education with resultant prop erty tax relief. Only a slight tip of the Legislative hat was given to capital gams which would have encouraged in vestment capital and provided more job opportunities. Hatfield said some good things did come out of the Legislature. "The Board of Agriculture was reorganized to widen its responsibilities and remove it from politics, the anti-picketing law was re pealed and uninsured motor ist clause was adopted and unemployment compensation provisions were rewritten." He said the budget, esti mated now by Sen. Alfred Corbett (D - Portland) to be $312,400,000, was kept . to "some $15, million under what was predicted for this blen nium a year ago by then fi nance director John Richard son."
