Chemical Film May Become Great In Reclamation Denver-flJPD - A chemical film only one molecule "thick may turn out to be the greatest aid to reclamation in the his tory of the water-starved West. The target of this amazing film is evaporation, the na tural phenomenon that robs huge amounts of precious stored water every year. Ex perts estimate that one-third of all water in storage .proj ects is lost through evapora tion. Evaporation Cut Large-scale experiments un derway since 1.957 indicate potential value of the chem ical film, which has cut evap oration to nearly nothing at reservoirs used in surface teats. Costs have been consid erably less than the value of the water thus saved. To the layman, it is dif ficult to believe that a surface-film less than one-millionth of an inch thick-invisible unless the light catches it at a certain angle-could do so much effect to prevent evap oration. The favored material ujed so far has been hexadecanol, a fatty substance found in foods and cosmetics. A mix ture of the.chemical and water is spread by motorboats. When the long thin "polar'.' mole cules of hexadecanol touch the water, they crowd tightly against each other until there is no room left for water vapor to escape. Water Unaffected Otherwise, the water is un affected. There is no change in its drinking quality, and no danger to the health of water life or animals. The only difference is that the water temperature is raised slightly due to the confine ment of heat energy that makes for evaporation. Assistant U.S. Reclamation Commissioner Grant Blood good, chief engineer of the Bureau's engineering labora tories in Denver, is chairman of a committee coordinating the anti-evaporation experi ments. Collaborating agencies include the U.S. Geological Survey and the U.S. Public Health Service. Several cities have participated in the tests voluntarily. In 1957 and early 1958, the experiments were centered at Carter, Rattlesnake and Ral ston Reservoirs in Colorado. Another study was made last summer at Lake Hefner, the water-supply and recreation reservoir for Oklahoma City. A Thursday, April 30, 1959 Liquor Revenue Increase Approved Salem-HJPD-A bill increasing the allotment of liquor reve nues collected by the Oregon State Liquor Commission to incorporated cities from 10 to 15 per cent passed the Senate and , went to the House Wednesday. Under the measure any city that by election determines to prohibit sale of intoxicat ing liquor will not be entitled to its share of the funds as long as prohibition is in ef fect. The Senate Tax Committee heard arguments but took no final action on the bill to substitute a lVi per cent net business tax for the personal property tax on merchandise inventory. Several witnesses opposed the bill, which was approved by the House 50-10 last Saturday. so the studies can be contin ued. Sens. James Murray (D Mont.) and Carl Hayden CD Ariz.) will back the request wtth a staff report from' the Senate Insular and Interior Affairs Committee estimated ing that at least 11.5-million acre feet of water is lost year ly to evaporation in the 11 Western States. Located on a busy street and looking like any one of hundreds of small office build ings nearby is the Air Force Transceiver Control Center, the only one like it in the world. Hundreds of Lines Into the center come hun dreds of telephone lines from Air Force bases, supply points and commercial manufactur ers all over the world. Through it pass all Air Force supply ' requisitions - from tiny cotter pins to giant air craft engines. Watching over , this most crucial operation is a civilian - J. D. (Jerry) Havnen, 39, a former officer. So important Vital Air Force Cog Busy Tulsa Street is the center to the Air Force, however, that Havnen is one Geographic Center Inspection Delayed La Grande-(UPD-A planned trip to the geographical cen ter of the United States by W. Holmes, president of the California firm that calcu lated the center, was delayed when it was discovered that the site is located in a steep canyon. It is under 10 feet of snow, at a 6000-foot eleva tion and at least three miles from the nearest road. Holmes, by telephone from San Carlos, Calif., said he would arrive here Monday to attend the sale of Pondosa, Ore., by the Valsetz' Lumber Co. Always Acknowledgement The whole operation - from the remote base that needs an item to the storehouse that can supply it - need take only a few minutes. The supply point always sends back an acknowledgment, telling how soon the item will be shipped and where from. In an average day, the cen ter will receive, sort and send a quarter of a million cards. The record for one day was 328,000 cards. "It might help to under stand our operation if I gave an example," Havnen said. "Let's say Henada Air Force Base in Japan needs a monkey wrench. They'll ra dio the request to Hickam Field in Hawaii, where it's relayed via the undersea cable to Sacramento, Calif. At Sacramento (McClellan AFB) they punch a card and send the data to us. We automatic lly punch another card and telegraph the data to Gadsden, Ala., Air Force Depot. Writes Information "Gadsden looks in its ware house, finds a monkey wrench, ships it and wires confirmation which goes back the same route it came." Such high-priority requests as missiles go through in minutes. The monkey wrench order might have to wait its turn.
