Wall Street Chatter New York -UPD- The mar ket pattern is still selectively bullish and there is no evi dence that any near-term set back will cdrry down much, if any, below 610-615 on the industrials and 165-166 on the rails, according to Hayden, Stone & Co. Van Alstyne, Noel & Co. believes the balance of power remains with the constructive forces in the stock market. The Fitch Survey notes the relatively slow-moving rail road and utility averages un derlines the fear of still an other round of inflation. Sterling Drug which earned $2.42 a share in 1958 against S2.25 in 1957 should show fur ther improvement in 1959, particularly in ethical drugs, according to Harris, Upham & Co. " Hirsch . & Co. estimates earnings of Thorn Electrical Panchen Lama Veioes Nehru Bid Tokyo -(LTD -The Commun ist-sponsored Panchen Lama today declined an invitation from Indian Prime Minister Jawaharlal Nehru to go to India and see for himself that the Dalai Lama is not being held by force. The Panchen Lama spoke at the closing session of the People's Political Consulta tive conference in Peiping which , adopted a resolution warning against "foreign in terference" in Tibet and spe cifically criticizing India and Britain. The Panchen Lama said, "I cannot see the value of my visiting India." At the same time, strongly criticized Neh ru for saying an earlier speech by the Panchen Lama before the just-ended Nation al People Congress in Peiping "did not do justice." "Is it that I 'did not do jus tice' when I expressed my in dignation at the absurd out burst of certain expansionists in India to disrupt the unity of my motherland?" asked the Panchen Lama, set up by the Red Chinese as a succes sor to the Daila Lama. Nehru had invited the Pan chen Lama or any high Com munist leader to visit India and see for himself that the Dalai Lama had fled of his own free will and was not being held under "duress as claimed by Peiping. Education Budget Sent To Governor Salem -(DPD The largest sin gle appropriation for any state agency was passed by the Senate and sent to the governor Tuesday. This was the Board of Edu cation budget with which went an appropriation of $106,785,000 for basic school support. Sen. Jearl Lewis (D-Port-land) said that in addition the budget called for an expendi ture of $4,706,597 covering all aspects of elementary edu- cation in Oregon. ' ;The bill carried an increase of $300,000 for vocational ed ucation. This sum, Sen. Lewis said, was taken from the Ore gon Technical Institute budget. Oregon Wagons Head for Frankfort Westmoreland, Kan. - (UPD - The On-to-Oregon wagon train started for Frankfort, Kan., this morning after camping Tuesday night in the school grounds here near historic Scott Spring. Scott Spring was a regular watering place for westbound wagon trains passing through this area over a" century ago It was here that trains stopped to exchange information on the trail, Indians, and weath er. As the wagons rolled into Westmoreland Tuesday, they were greeted by members of the local saddle club and hun dreds of school children who had been excused from classes for the day. Anita Ekberg Ponders Divorce Hollywood - (UPD - Swedish actress Anita Ekberg is con suiting an attorney about di vorcing her husband, English actor Anthony Steel. The blonde, bosomy actress was noticeably annoyed Mon day when Steel failed to meet her at the airport on her re turn from a year-long film making jaunt in Europe. Attorney Simon Taub said Tuesday Miss Ekberg consult ed with him. "I suppose a divorce is con templated," he said. "There is nothing definite about that until Miss Ekberg has talked things over with her husband and I am trying to locate him now." i Industries at 32 cents a share in fiscal 1959 against 27 cents a share in 1958. United Business Service says that though currently subject to labor uncertainties, selected steel stocks still have attraction for the longer term. NBC Technicians Continue Strike New York -(UPD About 1, 500 radio and television tech nicians remained off their job with the National Broadcast ing Company today. No pro gress was reported toward set tlement of a dispute over the handling of foreign-made vid eotape. Network operations contin ued with supervisory person nel filling the jobs of the technicians in five affected cities, New York, Washington, Philadelphia, San Francisco and Hollywood. The network filed a $500, 000 breach of contract suit Tuesday against the National Association of Broadcast Em ployees and Technicians, charging the union was en gaged in an illegal strike. The union claimed its mem bers had been locked out by the network as a result of their refusal to handle French made videotape of the Dave Garroway "Today" show on Monday. The network sent nine NABET members to Paris with Garroway but the union said French technicians were employed also in violation of their contract with the net work. Dutch Vessel Leads in Race Detroit (UPD A Dutch car go ship was steaming down Lake Michigan toward Chica go today, apparently the win ner of a race to reach Chicago after passing through the new St. Lawrence Seaway. The Prinz Johan Willem Friso was expected to reach Chicago sometime tonight, 15 hours ahead of an American express cargo ship, her only rival. The1 American vessel, the S. S. Santa Regina of the Grace Line, was expected to dock at Chicago Thursday. The Regina passed Detroit about midnight. The Friso cleared the Straits of Mackinac at 1:20 a.m. (EST), today, giving it a lead of more than 300 miles, about the length of the Low er Peninsula of Michigan, over the Santa Regina. Chicago officials were pre paring a royal welcome for the first ocean ship to reach the city. The 460-foot Regina fell far behind the Dutch ship when it was held up for ceremonies at locks along the Seaway and by a gale-force storm on Lake Erie. Pre-School Clinic Set at Elk-Trail Trail - The Elk-Trail school pre-school clinic for all child ren who will 6 years old on or before Nov. 15, will be held May 6, from 9 ajn. to noon in the school gym. After physical examinations and immunizations, the child ren are invited to spend the rest of the day with the first grade and ride home on the bus. Kaiser Earnings Show Decline Oakland, Calif. -(UPD Kais er Aluminum and Chemical Corporation reported today that its net earnings for the first quarter of 1959 were $3, 476,000, compared to 6,419, 000 for the same period last year. The first quarter ended on March 31. 1959. D. A. Rhoaces, vice presi dent and general manager said the lower earnings were the result of completion of gov ernment supply contracts, lower price levels for alum inum and aluminum products and higher depreciation charges reflecting new facil ities in operation. Joint Ways, Means Approves Forming Several Committees Salem -lUPD-The Joint Ways and Means Committee Tues day approved formation of several legislative interim committees. Formation of a committee to carry on a comprehensive study of school finances was recommended. Members said this would be the most im portant study to be undertak en during the 1959-61 bien nium. An appropriation of $100,000 to cover costs of the study was recommended. Included in Agenda The study of central pur chasing by school districts in a given area, uniform build ings and the problem of school standardization will be in cluded in the agenda of the school finance committee. To accomplish this, it was de cided to increase the proposed membership from nine to 15 so subcommittees could study various facets of school prob lems included for study. Judges' Salaries A bill increasing salaries of district judges to $9,000, to be paid by the state instead of by county courts, was recom mended. Another bill exclud ing district judges from par ticipation in the judges' retire ment system but allowing them to join the public retire ment system was approved. A bill was tabled which would have called for investi gation of various state agency building plans by the Depart ment of Finance. Another tabled bill was one authoriz ing the State Highway Com mission to purchase the Meth odist mission near Salem and convert it into a park.
