The higher education bud-j get includes a seven per cent increase in faculty salaries. Three per cent is provided for the first year of the biennium and four per cent the follow ing year. It also includes an item of $205,568 for additional gen eral and applied research at the University of Oregon medical school in Portland. To Raise Feet Student fees will be raised $10 a term for Oregon resi dents and S20 a term for out-of-state students to bring in an extra 81,300,000. as recom mended by Gov. Mark Hat field. The additional income, balanced by cuts in some pro grams and increases in oth ers, results in an over-all cut of $330,000 from the budget submitted for former Gov. Robert D. Holmes. Cuts included S17i5,000 from the budget for extension services, but Rep. Clarence Barton (D-Coquille) noted that the cuts did not affect farm marketing, research or county level services. The public school appro priation was based on S105 for each census school child, was left unchanged. Man Doesn't Like Signs; Punches One Glen Franklin Urps, who said he did not like union signs, punched his right hand through a tavern window to knock one down Monday and was later arrested for being drunk in public, Medford po lice reported. Police said Urps has since made $50 restitution to Harlin Rudalph Seiler of Sy's tavern, 129 North Riverside ave., for the broken window. He plead ed guilty to the drunkenness charge in municipal court yesterday and was fined $10, court records show. Police reported tracing Urps, a 51-year-old transient, from the tavern to the corner of Fifth and Front sts. by a trail of blood from his injured hand.
