For the Tibetans-rich and poor alike worship the Dalai Lama in a manner to which we of the West are unaccustomed. Now the Panchen Lama will be in charge of all ecclesiasti cal affairs in Tibet. In all out ward appearances he will have full control, backed of course by Chinese military might. But in the hearts and minds of the people he will be something of an imposter. The Dalai Lama-who for cen turies has exercised both tem poral and ecclesiastical power -remains the true head of the church. Only if the Dalai Lama dies, will the Chinese acting through their oracle be able to name a successor to his high and exalted place. As long as he can be protect ed and kept alive, the plans of Red .China to control th Tibetans will have been foil ed. Supreme Court Written for UPI When the Red Chinese arm ies moved into Tibet in 1951, the Dalai Lama left Lhasa and went to Yatung near the In dian boarder. In August of that year I was on my way to Yatung to meet him and try to persuade him to quit Tibet and establish his headquarters in India, a country where re ligions flourish. Before I could reach Yatung the Dalai Lama returned to Lhasa. The pres sures on him were great, for Lhasa is to Buddhists pretty much what Rome is to Catb olics. Hundreds of Lamas met at Yatung to keep the Dalai Lama from leaving Tibet Sev eral hundred lay down on the airport so that planes could neither land nor take off. Others manned the pass lead ing down to India to bar his passage. Finally he consulted an oracle and decided to re turn to Lhasa. , It was important to the Chi nese that the Dalai Lama re turn to Tibet. . For he com bines temporal and ecclesiasti cal power. He is king and also a god to the Tibetan people. As long as he was in Tibetj the Chinese hoped to control the country through him. If he was obstinate and non-cooperative, they would liqui date him. That had been done before to obstreperous and in dependent Dalai Lamas. Tibet Long Troublespot The Mongols extended their authority over Tibet in 1200 A.D. Actual Chinese rule be gan in 1700 A.D. China was always nervous about Tibet because Tibet is on China's western border-an area that has long been troublesome. But the Chinese have never maintained their hold on Tibet for long. When China was weak and had serious prob lems at home or on the inter national front, Tibet always pushed their Chinese rulers out. When China was strong, t Tibet was forced by Chinese military powers to be subserv ient. Tibet never has been a part of China, although China always showed Tibet on Chi nese maps as a Chinese prov ince. "." For centuries China tried to keep out of Tibet all for eigners who might menace China from the rear. China for j decades kept control of Tibet's foreign affairs. And she continued to keep Chinese influence strong by making generous donations to Budd hist monasteries and by pen sioning many of the lamas. Since 1700 A.D. Tibet, with no embassies or . legations around the world, has been largely dependent on China for international affairs, and became a pawn in Chinese politics. The series of programs de ' signed to acquaint the listen ers with the background and beliefs of various denomina tions began last Sunday and will continue for two months. During the two or more centuries of her interference in Tibetan af fairs, China has acted ruth lessly toward the dalai lamas. She threw some in jail. She had other dalai lamas mur dered. Many dalai lamas nev er lived beyond 18 years. Un til a dalai lama is 18, he is under a regent or tutor. When the Chinese murdered a dalai lama, they named their pup pet as the regent. Through control of the regent they con trolled Tibet. Rule Through Reincarnation The Buddhists believe in re incarnation. The theory is that when a person dies, his spirit looks around until it finds a suitable newborn babe to pos sess. The Chinese, through the oracle named by them, had complete control over the pro cess of finding into what baby the spirit of the deceased dalai lama entered. Acting through their oracles they could pick a child who would best serve their interests. If there was a tribe whose support they wanted, the oracle would con veniently find the new dalai lama among the young baby boys of that tribe. Perhaps an area was hostile to the Chinese. Then they would placate it by finding the new dalai lama in that region. Or the Chinese might desire to raise the prestige of a particu lar family in Tibet. That could easily be done by finding the reincarnated dalai lama among its new offspring. The Chinese used this doctrine of reincarnation over and over again to play politics with the high office of the Buddhist Church. The Panchen Lama is sec ond in the hierarchy of the Buddhist Church. . He too is chosen with the help of the oracles who manipulate the theory ' of reincarnation. He was indeed found right close to the Chinese border about 20 years ago. He was chosen by the Chinese and carefully kept under their tutelage. Up to 1951 he had never left China, never visited Lhasa. He has been not only friend ly to Red China but pretty; much of a mouthpiece for Red Chinese propaganda. Death a Must If the Chinese could only have killed the present Dalai Lama before he escaped Tibet, they could have picked his successor and thus continued their hold on the church and on the people. If they can now arrange his assassination, they can do the same. For once he is dead, the oracles can an nounce from Lhasa that his spirit has entered . the body of a newborn Tibetan baby.
