Newspaper Page TextIn the Day's News By FRANK JENKINS Let's talk today about "day light" time. It's at least an interesting subject, because a proposal to have it for at least a little while-constitution or no constitution-turned out to be the hottest issue that so far has faced the Ore gon legislaure, which faces a lot of really weighty prob lems. THIS is the situation: The constitution of Ore gon, as amended by a decisive vote of the people not too long ago, specifically forbids "fast" time anywhere in the itate. Cities are forbidden to adopt fast time. Counties are forbidden to adopt fast time. The language of the amend ment is clear and definite. Its purpose is to prohibit fooling with the clock in the state of Oregon. BUT Somebody got an idea. The idea was that SOME HOW fast time would help the Oregon Centennial. So a scheme was dreamed up. The scheme was to adept a legis lative act PERMITTING fast time. The emergency clause was to be attached to the act, so it couldn't be held up by referendum. The thought was that it would take the courts some time to pass on it, and by the time the courts got around to a decision the Centennial would be over. THE legislature failed to go along with the project or which it is to be com mended. Fast time may be all right, but throwing mon key wrenches into the con stitutional wheels certainly isn't a practice to be praised. It smacks too much of thim blerigging. , At that, it was a narrow squeak. The proposal was de feated by a motion for in definite postponement, which VACATION OVER The Dental Office of Dr. S. Speaking as an individual, what I'd like is for EVERY BODY TO HAVE THE SAME TIME. That goes particularly for our mythical State of Jef ferson, where half of us for half the year have been liv ing by one time while the other half lives by another time. . It's a mess. You call up somebody on the other side of the dividing line and make an appoint ment for lunch. When lunch time comes, it turns out that you thought YOUR TIME was meant while the other fellow thought it was HIS TIME. Result- GRIEF. YOU want to take a train, or a plane. What time do you leave? Your time, or somebody's else's time? You have a fav orite radio or TV program. When does the darned thing come on? This time? Or that time? Result- MORE GRIEF. For Pete's sake, let's SOME DAY agree during the sum mer months on WHAT TIME IT IS. " - ' Humphrey Wants Hammarskjold To Attend Top Talks Washington -(UPD- Sen. Hu bert H. Humphrey (D-Minn.) proposed today that United Nations Secretary - General Dag Hammarskjold be includ ed in any summit conference on the Berlin crisis. Humphrey made the sug gestion in a speech prepared for delivery in Miami, Fla., as another senator and a NATO official both predicted here that there would be no war over Berlin. Sen. George D. Aiken (R Vt.) said he discounted the possibility of Russia taking steps that would lead to war over Berlin because Soviet leaders are "fully aware of what a . nuclear war would mean to them." Shield Seen Deterrent W. Randolph Burgess, U.S. ambassador to NATO, said he did not think the Communists would start a war as long as the NATO "shield" is on the spot as a deterent. Humphrey said the presence of Hammarskjold at a summit conference "would mean the symbolic representation of all the members , of the United Nations who may object to four powers presuming to set tle an issue which can mean peace or war for the entire world." The senator, a member of the Senate Foreign Relations Committee, said in a speech prepared for the Dade County Bar Association that "peace is the responsibility of all na tions." Moral Authority He said that the United States should "invoke the moral authority of the pur poses and principles embodied in the charter of the United Nations." He called for sum mit talks wKhin the frame work of the U.N. Humphrey also warned against expecting "quick and easy solutions" from summit negotiations. He said "we must be prepared to negotiate as long as there is the slight est prospect of relieving world tensions and minimizing the danger of war." Burns pre dicts that the islands' 175,000 registered voters will vote 10 to 1 in favor of statehood. Russia Said Sending Tanks, Arms Into Iraq for Buildup Friitnr'n note: Middle East Corre spondent Larry Collins was expelled from Baghdad Thursday with two other American correspondents. Friday he described the seizure of much of the government by Com munists and an anti-Communist purge that has jailed up to 15,000 anti-Communists. Today's dispatch reports that the Soviet Union is pouring tanks and arms into Iraq for a major expansion of the Iraqi army. By LARRYaCOLLINS UPI Correspondent Beirut, Lebanon -(UPD- The Soviet Union is pouring tanks and arms into Iraq for a major expansion of the Iraqi army by Communist-backed Pre mier Abdel Karim Kassem. The Premier already has put one new, understrength division into the field since he took power in a coup last July, and plans for a second already have been completed. The new divisions were scheduled to receive Soviet arms, which have been arriv ing steadily during the past eight months. The most recent Western Meat Packing Industry Said in Danger Portland (UPD An Inter state Commerce Commission hearing on rates for shipping dressed meats and meat pro ducts from the Midwest open ed here today with a warning from a meat packing official that the western meat packing industry is in danger. E. Floyd Forbes of San Francisco, president and gen eral manager of the Western States Meat Packers associa tion, said the life of the meat industry which employs some 25,000 workers in 10 western states is at stake. Faces Destruction "The Western meat packing industry faces destruction if railroads are permitted to set new westbound freight rates on Midwest processed meat and meat products," Forbes said. He said the proposed rates are 30 to 70 cents a hun dredweight below truckline charges. Railroads presented their case last week at Denver. Washington state rate change opponents were to be heard today with California and Idaho representatives testify ing Tuesday. At least 100 Soviet army officers and men are in Iraq on a training mission to in struct the Iraqi army in the use of the new weapons. Composed of Three Divisions Thus far, there has been no sign that the new equip ment has. been integrated into the Army on a large-scale, but some Czech machine pis tols made their appearance in Baghdad last week. There has been no sign as yet that the Iraqi air force has made any request for Rus sian airplanes. The Iraqi army, which ob servers rated as one of the best in the Middle East before the current anti-Communist purges riddled its ranks, is comprised of three brigades each about the size of a U.S. infantry regiment about 3,000 men, and two other divisions which are under-strength. Lewis Wholesale Builders American Troops In Japan Said To Violate Document Tokyo (UPD - Judge Akio Date ruled today that the presence of American troops in Japan violates this coun try's U.S.-fostered "no war" constitution. Date, dismissing charges against seven leftist rioters in the Tokyo District Court, said the U.S.-Japanese secur ity treaty which calls for the stationing of American forces in Japan is unconstitutional. A Justice Ministry spokes Date's ruling as "absolutely unacceptable." He pointed out that the Japanese courts have upheld the constitutionality of the security pact in ruling after ruling. May Go To High Court The ministry was expected to go to the Japanese Su preme Court if necessary to reverse Date's decision. The defendants acquitted by Date were members of the leftist mobs that battled Jap anese police at Sunakawa in termittently for a year in an effort to prevent prolongation of the runways at America's Tachikawa Air Base. The prosecution had asked that each of the seven men be sent to jail for six months. The defendants included un ion leader Shigeru Sakata and Gentaro Tsuchiya, secretary general of a Communist-line student group. Princess Grace Reported Ailing New York - (UPD - Concern over Grace Kelly's health has prompted the current visit in Monaco of her parents, Mr. and Mrs. Jack Kelly, Phila delphia, the New York World Telegram said today. Frank Farrell, columnist for the Scripps-Howard news paper, reported that when the Kellys departed to see their daughter and her ' husband, Prince Rainier, they took with them a prominent sur geon, Dr. James Lehman. This offer good for a Deadly Cobra En Route To Grants Pass Said Stolen Spn Francisco - (UPD - A 12-, foot king cobra, one of the world's deadliest snakes, was stolen from the cab of a truck early today in downtown San Francisco. Police immediately issued "shoot to kill" orders at the request of the owner, Scott Lamb, 50, operator of a Mor gan Hill snake farm. "I've seen a cobra strike, and it takes under half an hoar for that venom to kill a man," Lamb told authorities. "And one drop of it would kill an elephant." Lamb said he -was taking the snake, along with a dia mondback rattlesnake and an African cobra, to a snake farm at Grants Pass, Ore. He said he parked his truck Search for Hunt Puzzles Lawmen' Eugene - (UPD - The where abouts of Richard A. Hunt, 26, continued to puzzle Ore gon lawmen today as the fug itive remained at large for the seventh day. A search of the Eugene area turned up nothing. A pickup truck similar to the one be lieved stolen by Hunt Friday was found on a downtown Eugene street. An M-l rifle was found in the seat. Hunt is wanted for the wounding last week of the Brownsville chief of police, Robert Kemnow, and the ab ducting of the Harrisburg chief of police, E. G. McPhee. State police said all clues had been checked out and that nothing new had been found. FBI agents have in their possession some clothing ound by two Monroe young sters in a ditch north of Junc tion City but refused to dis cuss it. He call ed a garage and requested a secluded parking spot be cause of the snakes. Lamb said the cobra was in a cotton sack inside a crate on the front seat of his pick up. He said he locked the cab, but that the lock on one side was defective. When Lamb returned to his truck the crate containing the cobra was missing. Painted on the crate was a sign reading "Cobra!
