Senate Calls on f nnnrocc Tn fiivo Aid To Education Salem-O'D-The Oregon Sen ate has called on Congress to provide federal aid for ele mentary and secondary educa- uon. The Senate late Thursday, after prolonged debate, voted 18-10 in favor of the House memorial. Sen. Monroe Sweetland (D- Milwaukie) said there need be no fear of federal control of schools If aid were given. Poinli To Programs "The federal aid concept has long been in vogue in this state," Sweetland said as he pointed to Hill-Burton funds for hospital construction, fed eral aid for welfare, highway construction and to various segments of the educational program. While he admitted that the memorial was a popular one, Sen. Carl Francis (R-Dayton) said he opposed it because it carried with it "some danger ous implications." Francis declared that fed eral subsidies lead to federal control. With only one dissenting vote, the Senate passed a bill j which provides that no greater than one-third of state funds on deposit in banks and trust companies at any one time shall be deposited by the state treasurer in any one bank or trust company. Sen. Alfred Corbett (D-Port-land) alone voted against the measure. Carried by Grocner The bill was carried on the Senate floor by Sen. Richard Groener (D-Milwaukie) who said the United States Nation al Bank of Portland had $18, 940,000 of state funds on de posit while the First National Bank of Portland had $18, 950.000. "But the independent banks, chartered by the state have only $1,050,000 of state funds on deposit," Groener said. Corbett expressed fear that some future state treasurer "less respected than the pres ent occupant of that office" might take one-third of the state funds and deposit them in some small bank in the state. British Ladies Get Carried Away During Debate London-TPD-The House of Commons is noted for its British decorum and has been for more years than many can remember. Members are addressed formally as "the honorable member for . . ." and only in times of great stress are voices raised above the norm of polite oratory. It was different Thurs day night when the ladies mixed it up. The voice of Dame Irene Ward, a Con servative, sounded with great clarity through the House: "Oh. Edith, you really are an ass." "Edith" was Dr. Edith Summerskill, a Laborile and one-time head of so cialized medicine when the Labor Party was in power. "It shows," replied Edith, the honorable member for Warrington, "Dame Irene has very little left to say when she descends to vul gar abuse." Then, added. Dr. Sum merskill, "I am surprised you should be so feline." The exchange came dur ing a debate on national health service estimates.
