What did Mr. K. say? Well, in a speech in the communist sector of Berlin he dropped his previous un compromising demand that Western allied troops GET OUT of the city's free Western sectors after May 27 and sug gested that a "minimum" of U.S., British, French, RUS SIAN and perhaps neutral troops remain in the "free city." His only condition, he add ed, is that these troops shall not "meddle" in West Ber lin's internal affairs. TyHAT'S he up to? ' Is he just moving to get a toe in the West Berlin door? Is he stalling along in the hope that we'll relax our vigilance and thus make it possible for Russia to hit us when we aren't looking and put us out of business? Or IS he really looking for j a way to save face and let things quiet down? Time will tell. ANYWAY Mr. K's proposal brings a smart counter-proposal from Senator Mike Mansfield, of Montana - who suggests a four-power control of ALL OF BERLIN. If the Russians want to bring troops over to our side, he says, suppose they permit us to send a corresponding number of OUR troops over to THEIR side. That sounds like good horse trading. If we can keep the horse trade going long enough, maybe the situation will quiet down again. If, that is- We convince the Russians we're too tough to tackle. AT THIS point, a word about Senator Mansfield. He enlistd in the navy in World War I at the age of 14. He subsequently enlisted in the army and later in the ma rines. He worked as a miner first and a mining engineer later La Butte. He attended Montana School .of Mines and Montana State University, re ceiving B.A. and M.A. de grees in 1933. From 1933 until 1943, he was professor of Latin American and Far East ern history at Montana Uni versity. Then he was elected to the house of representatives and served two terms. He was elected to the senate in 1952. In the senate, he has given considerable evidence that he is a patriot first and a poli tician afterward. He's worth watching. Higher Level of Education Urged Pendleton-dJPD-Ewald Tur ner of Pendleton, president of the National Department of Classroom Teachers, said Wednesday night that unless this country raises the level of trained, intelligent people and turns to new techniques of selling education we are doomed. Turner said he was impress-' ed with an increase in edu cation in this country during the past year. But he told an audience of teachers that "we are just not doing as much as we should be doing" to keep up with the Russian surge of education.
