14 MAIL TRIBUNE, Mtdford, Oregon, Friday, March 6, 1959 Bill To Dncrease higher Education Bonding Capacity WouSd Benefit SOC Salem -(UPD- The House has passed and sent to the Senate a bill to increase the State Board of Higher Education's bonding capacity by $9 mil lion to permit self-financing Localized Flu Outbreaks Seen In Coming Weeks Washington -Science Service- Localized outbreaks of Influenza that will spread across the country are ex pected for the next few weeks. This prediction was based upon additional reports now In the offices of the U.S. Pub lic Health Service. Several new cases of flu caused by virus B and C have been add ed to the previously reported cases, a PHS official said. School absenteeism is also on the rise. Still no Asian flu virus strain A has been reported to the PHS, but virus B and C are definitely within the con tinent. No persons examined at ports of entry have been found to be harboring the Asian A strain that is gripping Europe, the official said. Not Serious Threat The European public health services have not sent reports of outbreaks to the U.S. PHS. Thus, officials here believe the flu storms are local outbreaks In Europe and not a serious threat. Any flu outbreak in the U.S. is not expected to be as severe as the last Asian wave that swept across this country last year. Although influenza usually favors the months be tween December and March, the first confirmed case was reported in January of this year. It was explained that the TB hospital located in Port land medical center is now ac tually being administered by the Board of Higher Educa tion and the legal transfer of administration was request ed by members of the Board of Control. Bill Re-referred A bill requiring every county to purchase liability insurance for employees ran into opposition in the Sen ate and was re-referred to the Committee on Local Govern ment at request of Sen. Harry Boivin (D-Klamath Falls). "Before passing this bill," Boivin said, "we should know just what the cost of the insurance will be to the coun ties." A bill to make non-profit hospitals and rest homes where medical or nursing services are performed liable for damage for personal in juries, was tabled by the Ju diciary Committee. A bill providing for audits by the secretary of state's office of all municipal cor porations passed -with only eight dissenting votes and went to the Senate. The bill would just about triple the work of the audits division of the secretary of state's office. Rep. Vernon Cook (D Troutdale) said the bill should save the state "thousands of dollars." Cook said many communi ties are now audited so poorly that they can't tell exactly where their money has gone. Cities pay for the auditing service by the secretary state's office so no general fund money would be spent to implement the bill. Auditing standards for cities also would be set up by the bill. A bill providing for private hunting preserves for shooting of game birds, which passed the Senate 18-11, after a long argument, nas been recon sidered and referred to the Game Committee for further study. Sen. Dan Dimick (D-Rose-burg), a strong opponent of the bill, made the motion to re consider. Barton indicated that a variable ratio tax assessment bill will not have smooth sailing through the House Taxation Committee. Barton is chairman of the committee. The bill would tax utilities at a ratio 30 per cent above and homes 10 per cent below the ratio applied to all other property. Waldemar Seton, vice presi dent of Portland General Electric, told the Committee that the variable ratio bill was one utility firms must consid er in estimating what future costs might be. Barton com mented, "don't worry about variable ratios." A bill permitting counties to provide health insurance for their employees' went back to committee for further study. Discussion brought out the fact that some members want ed the committee to provide that a county employee repre sentative have a voice in de ciding on the insurance. Cook vrged passage of the bill on grounds that it. was good business practice to pro vide "fringe benefits" and that counties should be em powered to do this. Another bill changes the period of time from 10 to five years which a clerk is re quired to preserve court files, exhibits, notes and other rec ords after determination of a case In Circuit or District courts. The bill Was introduced by Cook at the request of the multnomah county clerk. The House voted to clarify the ban on motor boats travel ing more than 10 miles an hour on Lake Simtustus be hind Pelton dam in central Oregon. The measure would set the speed limit at .85 mile upstream from the dam. The Alcohol Control Com mittee has approved a bill to allow singing in taverns. There was no opposition to the measure which was in troduced by Rep. Shirley Field (R-Portland). The House unanimously passed and sent to Gov. Mark Hatfield a resolution provid ing for a meeting of the Ore gon Legislature at Oregon City March 18 to reenact the first session of the Legislature there 100 years ago.
