(V, UibMpont 95 95 1st Payment in April r mime " MAIL TRIBUNE, Medford", Orageit, Friday, February 20, 1959 9 Plan for Payment Of Building Program Salem-CP1)-Payment of cost of the building program for the State Board of Control and the Board of Higher Edu cation partly out of the state's general fund and partly from funds derived from the sale of bonds has been suggested by Sen. Alfred Corbett (D Portland) at a Joint Ways and Means Committee meeting. . Corbett announced appoint ment of a committee to be headed by himself with Rep. Keith Skelton (D-Eugene) as vice chairman, to explore the plan. ". Ex-Gov. Robert D. Holmes said building needs for both boards was so great that he feared financing from the gen eral fund would be out of question. He advocated bonds to cover the cost. . Gov Mark Hatfield sug gested a "pay-as-you-go" pol icy and presented a $14 mil lion building program for the two boards. 'Middle Ground' Sought Corbett said that he and Skelton wanted the commit tee to explore the "middle ground" combining general fund monies and bonding rev enue. A bill clarifying the pres ent law on relative responsi bility was approved ' for in troduction as a Ways Means measure. Corbett said the present law is a "hodge podge" and that many sections of the law have been stricken in the new bill. One feature of the new bill is setting up the same proced ures of cost for each institu tion. Now ,the rates charged for care in state institutions are computed on variable schedules. Slates Compact Asked The State Board of Con trol would be given the power to determine if relatives were financially able to make a contribution to . the care of his relatives in any of the state institutions. Another bill contains a western state correction com pact under which any of the signatory states many con tract for the care of patients or prisoners in facilities al ready existing in other states. One section of the pro OF HOME APPLIANCES on these 1959 Whirlpool PORTABLE DISHWASHERS for a Few Days Only! Skelton said the Depart ment of Finance and Admin istration reported that appro priation bills now before the Legislature total $353,223,973 against a proposed printed budget total of $298 million. Gasoline Prices In Eugene Probed Eugene - (UPD - The Lane county grand jury will in vestigate gasoline prices in the Eugene-Springfield area. District Attorney William Frye said the investigation will pay special heed to the recent gasoline price war in the area. Frye said a state law pro hibits price discrimination be tween communities or be tween locations in a commun ity. The same statute makes it unlawful to fix prices to obstruct or prevent competi tion, he added. The prosecutor said about a dozen witnesses have been called including officials of major oil companies, the state president of the Gasoline Dealers Association and the president of the Lane County Dealers Association, plus sev eral service station operators. Oregon Newsmen Attend Conference Eugene - (UPD The 40th an nual Oregon Press Confer ence, sponsored by the Ore gon Newspaper Publishers' Association and the Univer sity of Oregon school of jour nalism opened here today.
