v In fhe Day's News By FRANK JENKINS From Sacramento: Evidence that state depart ments have spent millions of dollars unnecessarily in an nual race to exhaust their budget appropriations ahead of a June 30 deadline has touched off a statewide investigation. lyHAT does it mean? " It means that if all the money appropriated to a de partment to finance its ac tivities isn't spent by the end of the fiscal year for which it was appropriated the sur plus will go back into the general fund where it COULD be used either to pay off delit or to reduce the amount of tax money needed to finance the state's activi ties during the NEXT fiscal year. In either event, the tax payers would benefit. To prevent that, the de partments rush in and SPEND IT before the year ends. It should be added that this practice is quite common in our federal government. It exists in the governments of all our big states and our big, sprawling, overgrown cities. Parks Commission Considers Two New Projects for Bedford LET'S do a little supposing. Suppose you are a stockholder in a relatively small private corporation. Suppose it operates on the budget system. Suppose one of its departments rushes in . and SPENDS its surplus in stead of turning it back to the . treasurer to be added to the net profit out of which divi dends are paid. What would you do? You'd go on a rampage and demand that whoever was re- gposible for that particular piece of recklessness with your money be FIRED. IlHY your rampage? " Well, in the case of the small corporation of which you are a stockholder the wasted money would have come out of YOUR pocket. If it hadn't been wasted, there would have been more left for YOU to spend. In the case of government, we fall into the bad habit of thinking of government mon ey as manna from heaven. It ISN'T manna from heaven. Government money comes out of the pockets of the taxpay ers. The more money govern ment takes out of the tax payer's pocket, the less there is left for ! the taxpayer to spend FOR HIMSELF. HOW can government ex travagance be checked? Here is one way: Study the records of your elective officials. When comes election day, VOTE AGAINST Medford's parks and recrea tion commission is considering two new park projects. The commission Wednesday night appointed a committee to explore the possibilities of joint city-county cooperation in development of park facili ties on Roxy Ann butte., It appointed another com mittee to prepare preliminary plans for a neighborhood park o nsix lots owned by the city on six lots owned by the city ton school. Mrs. Edith Eden asked the other commission members to consider retaining a land scape architect to assure pro per park planning. Expert Expected . City Manager Robert A'. Duff told the commission that Dr. Lynn Rodney of the Uni versity of Oregon will come to Medford with a swimming pool expert to inspect the pro- posed park-swimming pool site on the Jackson County Housing Authority property on West Jackson st. The com mission agreed to ask Chester Corey, Ashland park director, to attend. Eugene Garner, represent ing tne Medford Welcome Wagon club, discussed the his tory of planning for the de velopment of Roxy Ann. He pointed out that this develop ment has been a project of long standing. Duff said plans were drawn up at one time by the Civilian Conservation corps. Miss Col leen Hope, a commission mem ber, said she thought any de velopment undertaken now should be coordinated with the existing plans. Major Problem Duff said that vandalism has been a major problem in maintaining facilities there in the past. "The principal prob lem now is rehabilitation," he commented. He said city and county of ficials agreed after inspecting the site last year that a cus todian should be retained on the premises. Mrs. Edith Eden suggested that since Roxy Ann includes city property situated in the county beyond the city limits, any official participation in the development should be a joint city-county enterprise. Nothing else will. were appointed to study pos-, sibilities for such participa-' tion. Garner invited the commis sion to attend meetings of the Welcome Wagon club and other interested civic groups to be held as steps toward a coordinated effort. To Prepare Plans Dr. Ernest Duce and Mrs. Eden were appointed to pre pare a plan for the Union ave. park site. Duff reported that the city will supply water for it. He added that California Oregon Power company has donated some old power poles, which could be used to desig nate the proposed park's boundaries. Dr. Rodney, chairman of the University of Oregon's recreation and outdoor educa tion curriculum, told the com mission at its December meet ing that he could bring a land scape architect and a swim ming pool expert to Medford to inspect the West, Jackson st. park site. Duff said that Dr. Rodney told him recently all Univer sity landscape architects have full schedules until next sum mer. Suggestion Mads "Apparently we won't get any free landscape service from the University," Duff said. He added that Dr. Rod ney suggested the city enlist the services of a local land scape architect. Mrs. Eden said that in view of several park projects com ing up this year, the commis sion should consider - such services. She listed a two-acre park in Mark Goldy's new sub division on Buckshot rd. and one in the Earhart Park sub division as well as the Union ave. and West Jackson st. sites. She said local landscape architects are "a little loathe' to offer "their efforts free of charge. Duff reported that Dr. Rod ney has set a tentative date of Feb. 17 for a visit by him self and Don Van Rossen, Uni versity of Oregon swimming coach, to the West Jackson st site. Corey Invited ' The commission invited Chester Corey to visit the park site with commission mem bers. They agreed that Corey's DarticiDation should be on a tentative basis and not com mit the commission to em' ploying him. Mrs. Eden said she thought some money from existing park and recreation funds should go into planning the project. Duff said some of the $75,000 from the housing au thority ear-marked for the pool could finance detailed construction plans, but he questioned whether the auth ority would sanction, its use for preliminary planning. He sugggested that the com mission ask the city council for use of part of the $5,000 allotted in the 1958-59 budget for recreational purposes to finance planning. The $75,000 has not yet been turned over to the city by the bousing authority. The bends we mean are brought on by those Z-shaped door openings on many of the '59s the kind of door you have to fall, crawl or back into! Clair Engle said today he is 'alarmed", over reports that Pacific Gas & Electric Co. may build hydro-electric power transmission lines con necting the Pacific Northwest with California. The California Democrat said he has been .told that the Bonneville Power Administra tion has begun "exclusive dis cussions" with PG&E on the proposed project. The senator said the PG&E line reportedly under discus sion is "believed to be a rela tively small capacity line which will not make much of contribution to power ex change" between the two areas. Simpson (R-Pa.), is back with his demand that the Republican Party draft a new declaration of orinciples to tell where the GOP stands. As chairman of the Republi can Congressional Campaign Committee he has been press ing for such action since short ly after the 1958 elections in which the GOP suffered wide spread defeats. In a Lincoln day speech at St. Paul, Minn., Thursday night Simpson said the party cannot wait for the 1960 plat form to be drafted at its na tional convention next year. SCIENTIST DIES Washington -iUPD- Dr. Jesse P. Greenstein, 56, internation ally known cancer research scientist, died Thursday of a stroke. By MERRIMAN SMITH UPI White House Reporter Washington -(ITD- Back stairs at the White House: The officers and men at Moody Air Force Base out side Valdosta, Ga., are still talking about the landing made there Feb. 4 by the Col umbine III, the military air transport set aside for Presi dent Eisenhower. With the chief executive on board, the Columbine flew south last week for the an nual Eisenhower quail shoot ing expedition on the Georgia estate of former Treasury bee retary George M. Humphrey The Columbine in these trips usually lands at. Spence Air Base, a training center for air cadets outside Moult rie, Ga. Spence, however, was closed in by miserable weath er and Col. William G. Drap er, the Columbine pilot and Air Force aide to the Presi dent, decided to try Moody. - Thunderstorms and heavy rains were sweeping the area. The press plane, a commercial liner chartered from Eastern Airlines, landed at Moody about an hour before the President. Conditions Bad ., When Draper got over the field, conditions were too bad for landing, even with the fine -instrumentation aboard the Columbine and the navi gational aids offered by the big air base. Draper circled the area for about 40 minutes, then let down through the soupy, wet weather. The ceiling was around 400 feet when reporters and Air Force personnel saw the Col umbine break through the menacingly dark weather and walls of rain. An Air Force colonel asked, "Does he al ways come in so high with the Columbine?" Instead of landing at the forward end of the -runway, the Columbine seemed to come down at an unusually high angle and touch down about midway the length of the landing strip. This neces sitated using virtually the full strip to brake the ship on the water-slick runway and turn her toward the flight control building ' where thte landing ramp was waiting. After the presidential party motored' away from the field personnel at Moody under stood why the Columbine seemed to have landed "high." On one side of the ship, par ticularly around the starboard side landing gear, there was a lot of mud and grass. Then the story was pieced together. When the Colum bine lowered through the soupy weather to her point of touchdown, her first point of impact put the landing wheels on one .side of the ship into the grass and dirt, instead of hitting thee concrete runway. Draper quickly threw the power to his engine and the Columbine lifted up momen tarily. Then Draper brought her back down in the center of the runway, giving the on lookers hundreds of yards away the impression that the ship had come in high. For experienced transport pilots this is a somewhat rou tine flying problem when the weather is bad. But it is. a problem that seems, at least, to become much more press ing when the passenger on board is President of the Un ited States.
