Belter Operation Found for Palsy Foot Deformity Chicago (Science Service) One of the more common foot deformities found among victims of cerebral palsy can now be treated by a more ef fective operation, two Rhode Island physicians reported here today. The deformity is called spastic equinus. The afflicted must walk on their toes. They are unable to touch the ground with their heels. For decades, the standard opera tion for the condition has been to cut the Achilles ten don. Thus the calf muscle of the leg will no longer pull up the heel. But the results of this "old" operation have been disap pointing, Drs. Caroll M. Sil ver and Stanley D. Simon of Providence, told doctors at tending the meeting of the American Academy of Orth opaedic Surgeons here. The Rhode Island surgeons reported 110 cases of spastic equinus that have received a "new" operation that brought effective and reliable results. Only five failures have occurred among these. The ODeratlon consists of iowering the two-jointed gas trocnemius, the large muscle in the back of the leg, to be low the level of the knee joint, converting it into a one-joint muscle. This pro cedure eliminates the deform ing factor. The surgeons urged that the operation be performed on children before they pass the age of three years. The average youngster was ad mitted to the hospital the day prior to the operation and was discharged three days after its performance. 'Lucy Goes To Alaska' Made Liberal Use of Shopworn Sequences By WILLIAM EWALD New York-ICPD- Lucille Ball and Desi Arnaz, cemented to a frozen script, idled through a bleak and I blanched CBS- TV special Monday night. The hour was titled "Lucy Goes to Alaska and although Lucy and Desi filmed some of it in Alas ka, it might just as well have been shot inside their spon sor's refrigerators. The pro gram made scant use of its Alaskan settings. It did, however, make lib eral use of Alaskan cliches: William Dog Patiently Waits for Master Goldsboro, N.C. -flJPD- Mack Seymour's bird dog looks on officers place his master under arrest for public drunkenness. Seymour is led away to ward the jail. The dog follows. The prisoner is booked and taken to a cell. Seymour urges that the dog be allowed to share his cell. Jailer L. R. Cobb refuses. Seymour is locked in the cell. The dog lies down in the corridor, stretches his paw between the bars and into his master's hand. And he sleeps there until Seymour's "drying out period is over and he can be released on bond. It happened here Monday. Colorado became a state in the Union in 1876. The Eskimo who strikes it rich, the entrapment in a comic blizzard, the supposed primitive hotel accommoda tions, plus hack jokes about cold, snow and even one that went "be it ever so humble that s no place like Nome.' When the script ran out of new country cliches, it hug ged to itself old country cliches. Two of the principal comic bits of the hour were hung on terribly shopworn sequences: The non-fliers who try to land a plane and the neophyte who tries to mount a hammock. It is a credit to the comic genius of Miss Ball that even a few droplets of fun were squeezed out of these stretches. Clumsy Insert Red Skelton was booked in to this gelid bungle and ex cept for a clumsy insert of one of his hobo routines, he seemed to be on board for no apparent reason. The hobo business was ornamental ra ther than functional, a kind of cadenza for Miss Ball and Skelton to fiddle around with and they fiddled to middlins effect. Verdict: Loved her. Hated it. CBS-TV's Father Knows Best deal rather simperingly Monday night with some of the more barbarous aspects of adolescent dating patterns. It was, ugh, heartwarming. Ernest Vandiver has refused to sign a bill setting up a Civil War centennial commission until the Legislature changes the measure to read "War Be- P'Civil War." Castro Eligible For Presidency Havana-OIPB-Publication of Cuba's interim constitution re vealed today that. both Fidel Castro and Dr. Ernesto Gue vara, his Argentine lieutenant, are eligible for the presi dency. The constitution, which is to remain in force until elec tions are held sometime in 1960, sets the minimum age for a Cuban president at 30 instead of the 35 required by the previous charter. Castro will be 33 this year. Guevara was made eligible for the presidency by a spe cial provision declaring that he js "Cuban by birth." He actually was born in Argentina. Higher Tuition Urged at Schools Salem -(UPD- Among recom mendations in Gov. Mark Hat field's budget message to the Legislature Monday was one advocating that tuition charges be increased $10 per term at state schools of high er education. The charge would be in creased $20 per term for non Oregon residents. Hatfield said he was "re luctant" to raise tiutions but that it would provide $1,320, 000 to meet state requirements. Khrushchev Plans Scandinavian Visit Olso, Norway -(UPD- Norwe gian Premier Einar Gerhard sen said today that Soviet Premier Nikita S. Khrushchev will visit Scandinavia "some time this year." Gerhardsen said the ques tion of the visit had been dis cussed by Norway, Denmark and Sweden and that all three had decided to cooperate in staging the tour. He refused to give an exact date for the visit. "It will be sometime this year," he said. Gerhardsen said each, of the three host countries will draw up separate plans for Khrushchev's visit and then "the whole lot will be coordinated." England's population is about 756 per square mile.
