Two men have been arrest ed to far and gold valued at S2,100 recovered. The arrests were made by an undercover agent who bought illegal gold from one of the men with marked money. First Confirmation Arrest of James M. Maugh an, 37, former Salt Lake City attorney turned real estate salesman, and Thomas M. Self-Employed Would Benefit From House Bill Washington (DPB House tax writers plan to approve Monday a program of tax re lief for self-employed persons. The measure would cost the treasury an estimated 365 million dollars ihe first year. Members of the House Ways and Means committee, originator of tax legislation, agreed the bill would be ap proved by a comfortable mar gin. The legislation is aimed at helping doctors, farmers, bus iness proprietors and others who are self-employed to build up their own retirement funds. They would be permitted to postpone payment of taxes until they are 65 on 10 per cent of their earnings, pro vided the money is voluntar ily placed in retirement funds. There would be a tax deferral ceiling of $2,500 a year. The investments plus the earnings would become tax able income only when they are withdrawn. Individuals could withdraw the funds either gradually or in one lump sum. In some instances withdrawals could be delayed until age 70. Penalties would be imposed if the retirement funds were withdrawn before age 65. Proponents of the tax re lief program contend that present law discri m i n a t e s against self-employed since money contributed by em ployers to - pension funds is deductible from their taxable income as a cost of business and the recipient employee doesn't have to pay taxes on the funds until he receives the pension. An identical bill passed the House last year by over whelming voice vote. It died in the Senate, however, after the treasury objected that it would be "inappropriate" to give anyone a tax break while the government was running up a huge deficit. Documents indicated that Teamster headquarters later reimbursed the local and that there was talk of an affiliation between Brown's group and the teamsters. Brown Unavailable - Kennedy said the commit tee had been unable to locate Brown for questioning but would keep after him. He said there was information, not re vealed during the hearing, of additional contracts between Brown and high Teamster of ficials. Witnesses before the com mittee Friday accused Mike Singer, business agent of Los Angeles Teamster Local 626, of shaking down businessmen, profiting at his own testimo nial dinner, and taking a trip with a lady friend at union expense. Called before the commit tee, Singer invoked his fifth amendment's privilege against possible self-incrimination in refusing to say whether he was the "personal ambassa dor" of Teamster president James R. Hoffa on organizing trips to Hawaii and Puerto Rico. Declined To Say He also declined to say . whether he was ever a mem- j ber of the Communist party i or advanced the cause of Com- j munism during a trip to Honolulu.
