Nixon Challenged to Reveal Comparison Of Missile Strength Washington -ITPD- Sen. Stu art S3-mington (D-Mo.) today challenged Vice President Richard M. Nixon to make public a percentage compari son of U. S. and Soviet ballis tic missile strength by the end of this week or he will do so himself. , Symington, former air sec retary in the Truman admin istration, based his challenge on a published report that Nixon had said this country is now ahead of Russia in de velopment of military ballis tic missiles. . Actually, Nixon was under stood to have made it .known he believes the U. S. is rapidly gaining on Russia rather than being ahead in the space race, and that the "gap" is much narrower than generally held. For that reason, Nixon is said to be ready to fight Demo cratic moves to increase the new defense budget. Symington- told the Senate he does not know "a single impartial expert in the mis sile field" who would support a claim that this country is now ahead of the Soviets in ballistic missiles. In challenging Nixon to disclose the percentage of long-range ballistic missiles this country will have at the end of 1959, compared with the number Russia will have, Symington said: "There seems to be a con tinuing effort on the part of high officials in this adminis tration to lull the people into a state of complacency not justified by the facts." He also demanded that Nix on disclose the percentage of ICBMs planned to be opera tional by January, 1961, two years hence, against estimates of Soviet strength at that time. "Surely the people have the right to know the truth," Symington said. Symington also assailed the administration "for failing to use additional money Con gress appropriated last year for missiles and other defense projects. He said only 30 per, cent of the $1,321,000,000 Congress added to the admin istration's defense budget had been allocated for assigned purposes in the current fiscal year. Nixon and other adminis tration officials were said to disagree with the statement of the Democratic - controlled House Space Committee that Russia was threatening the survival of the Free World by widening its space lead. They are convinced that this country is closing the gap. Questions, Answers In Senate Fight To Curb Filibuster Washington -IUPD- Questions and answers on the Senate's filibuster fight: Q. What is the reason for the fight? A. The underlying issue is the contention that the pres ent filibuster rule has kept the Senate from passing "ade quate" civil rights legisla tion. Q. What is the present rule? A. Rule 22, adopted in 1949 requires a vote of two-thirds of the entire membership to invoke cloture, or shut off de bate. Q. Who are the opponents In the fight? A. A'coalition of "liberal" Democrats and Republicans is pressing for changes in the rule. Southern Democrats op pose any change. Senate Dem ocratic Leader Lyndon B. Johnson (Tex.), has offered a "compromise" proposal. Q. What do the liberals want? A. They seek a new rule which would permit the Sen ate to cut off debate by a majority vote of the Senate's 98 members after 15 days. Q. What is Johnson's pro posal? A. Under his resolution, de bate could be halted by a two-thirds majority of sena tors present and voting. Q. How will the issue be resolved? A. The next test vote is ex pected to come on a move by the liberals to substitute their proposals for the Johnson res olution. If that fails, the Sen ate probably will vote on J o h n s o n's resolution, al though other amendments or substitutes may be offered. Q. How long will the fight last? A. The majority vote pro posal is expected to lose. A prospective attempt to put across a 60 per cent cloture rule is believed to stand a better chance. But it is more likely the Johnson plan ev entually will be adopted. Q.tWhat was the rule before the present one was adopt ed in 1949? A. From 1917 to 1949, two- thirds of those present and voting could limit debate; this is the same as Johnson's proposal.
