Tuesday, December 30, 1958 Chemical Tolerance The chemical Aramite, which has been used for mite control on fruit trees in the valley, probably will not be used this summer due to a report expected soon from the Food and Drug administra tion, according to County Ag ent Don Berry. The agent's office received word today from Naugatuck Chemical that FDA will pub lish and Aramite tolerance of zero on raw agricultural com modities. Why can't we base, more of our laws on medical science rather than on ancient or medieval religious theories? Why cannot we give up the ancient idea of "punishment to fit the crime," and do some thing instead to protect the public from known depreda tors who steal from us several billions a year? Why cannot we think more often of re habilitating the young man who has committed a crime, or protecting a weak and childish person from his evil genius? Some of our laws are so out dated. For instance; I just was going through a book which should be read by all judges, district attorneys, lawyers and legislators. It is "Crime and Insanity," edited by R. W. Nice (Philosophical Library, New York). The several chap ters were written by experts on question of determining status of law-breakers. In this book I read that many of our judges depend on the Mc Naughten rule which was made in 1843. When recently many psychiatrists were asked about this rule, most of them said it was a bad one; that they did not think along those lines, and in many cases no one could possibly guess what the man knew when he was committing the crime. Tendency for Durham Rule Today, there is a tendency to use the Durham rule, but the objection of lawyers to this is that the criteria are vague. Actually, there prob ably never can be any way of defining insanity, and especially that degree of in sanity that should excuse a criminal from being punished. Also, as several. writers in the book point out, as yet there are no clear legal pro visions for imprisoning a man, not because he has been caught committing some par ticular crime, but because, like a chronic setter of fires, or a cronic raper of women, or a paranoiac who is very likely to kill some innocent neighbor for a fancied wrong, he is an extremely dangerous man to leave! at large. For instance, the psychotic father of one of my patients shot and killed an innocent neighbor whom he had sus pected of intending to seduce his mousey little wife, then 60 of age! The jury quickly set the murderer free because as they said, everyone knew he had always been "crazy as a coot." But the jury ignored the fact that the man was a paranoiac very dangerous to society and likely soon to shoot anoth er innocent man. Actually, within a couple of months, again, his fnixed-up brain caused him to put a bullet East German Reds Renew Warnings Berlin-fUPD-Moscow and the East German Communists rat tled Soviet inter-continental rockets Monday with a new warning of war if the West refuses to bow to Communist demands to get out of Berlin. The Soviet Communist Party newspaper Pravda said that "any provocation in West Berlin and attempted aggres sion against the German Democratic Republic (East Germany) may start a major war." It added that in such a war Russia would have "the most up-to-date arms, including inter-continental rockets which are invulnerable carriers of powerful thermo-nuclear war heads." -The East German Commu nist newspaper Berliner Zei tung said the East would use the most modern weapons if the West tried to use tanks to break a new Berlin blockade. It also hinted the East Ger mans might interfere with Western Allied air and rail traffic to the city. Washington- (UPD -The Sen ate Rackets Committee said it was "looking into" a re ported million dollar loan from Teamsters Union pension funds to a Chicago trucking terminal. This time he was let off, as his daughter said, apparently only because his aim had been so poor he hadn't killed the fel low! Sometimes I wonder why we in America go to such ex treme lengths to try to save human mad cogs from ' the chair or the noose or the gas chamber. We think it wonder ful to send them to a mental hospital. But this week I was talking to an able psychiatrist about the special wing in one of our state mental hospitals where they have in their charge over 300 murderous men. Because these men are so clever, so apparently sane in most ways, and so absolute ly without trustworthiness, they are ve"ry treacherous to deal with, and daily their guards go in danger of their lives. As my friend said, he wishes some of our kind-hearted citizens who go to such great lengths to save a murd erer from the chair, could be made to work for a week as a guard in a hospital for the criminally insane. He is sure that in a few days they would quit sobbing over some of these brutal killers. Ear Plugs Dr. Horace E. Wheeler tells me that he has found paraffin wax plugs the best for avoid ing noise. The plug must be warmed and softened before it is fitted in to the outer ear canal. It must not be made long enough to stick out of the ear, because then dur ing sleep, it may be driven uncomfortably far into the ear. Dr. Alvarez hopes his read ers will understand that it would be impossible for him to attempt to answer requests for information or to attempt to diagnose by mail.
