U.S., Western Allies Facing Tough Sledding in Next Year London -(UPD- The United States and her Western allies face tough sledding in 1959. "All indications are that it will be a more critical year for them and for the North Atlantic Treaty Organization than even 1958 was. They will find Russia even rougher, tougher and harder to deal with than in the past. Their own problems will confront their alliance with its biggest test yet-simply to prevent NATO for falling apart. That is the outlook-a grim and foreboding one-as seen by informed Western diplo mats. The second half of 1958 saw Moscow unfolding a new ma jor cold war offensive against the West, marked by a"tough er" foreign policy line, a re turn to Stalinism in its for eign relations and a disturb ing tendency to indulge in "brinkmanship." Small Operations The offensive opened with small diversionary operations in the Middle East and Far Boys Questioned for Theft of Letters Two Medford boys, each six six years old, were questioned by city police last week end in connection with the theft of letters containing checks from mailboxes at 1321 Locust st. and 16 Western ave. The boys reportedly said they were "going to get rich and buy some cowboy suits." Mazo de la Roche wrote her first short story when she was nine. The very fact that Rus sia had turned her attention to Europe again worried West ern diplomats, because the Kremlin is aware that this is the mbst critical, the most sensitive and potentially the most explosive contact point in East-West relations. Soviet moves in this offen sive included: -Premier Nikita Khrush chev's sudden threats against isolated West Berlin. -Russia's drive to win West ern recognition for her East German Communist satellite. -Poland's full return to the Communist bloc fold with re newed Soviet promises of sup port for her Oder-Neisse fron tier. -Political and economic iso lation by Moscow of Titoist Yugoslavia from the rest of the Communist world. Russia's tough, uncompro mising stand in two Geneva East-West conferences. AH this, in the belief of seasoned Western diplomats, added up to a prospect of in creasing difficulty in dealing with the Russians in the fu ture. They seemed to be surer of themselves and readier to take risks, although Western diplomats do not believe they deliberately would provoke a major shooting war with the West. To Take Advantage All signs were that the Rus sians have no intention of easing up the cojd war-quite the contrary. It also was clear that Moscow would, take every possible advantage of weaknesses in the Western camp. There was no lack of these weaknesses in 1958. In fact, NATO in the second half of the year was going through one of the most criti cal phases in its nine years. Gaps were appearing almost everywhere in its fabric. Among the most dangerous of these were: - French Premier Charles de Gaulle's proposal for a U.S.-British-French "Political directorate." This touched off angry explosions in West Ger many, Italy and among the smaller NATO countries. The bitter quarrel be tween Britain and France over creation of a 17-nation free trade area in Western Europe. Cyprus Dispute -The Cyprus dispute which nearly brought a diplomatic break between Greece and Britain, Greece's withdrawal from NATO and war between Greece and Turkey. -Britain's continued "fish ing war" dispute with Ice land. -British anger over West Germany's a 1 1 e g ed backing out of promises to buy from Britain 50,000,000 sterling ($140,000,000) worth of arms for the fledgling Bundeswehr. In addition, there remained simmering disagreement among the NATO allies over such questions as stationing of U.S. rockets and nuclear weapons on their territories and chronic arguments over arms production within the alliance. Diplomats expected Russia would exploit to the full the West's internal difficulties in 1959 just as she has in the past. Whatever else 1959 'might hold, there certainly was no sign that Jhey would include any easing up in the East West cold war.
